1. Call to Order — Chairperson Fowler
2. Approval of April Minutes – Chairperson Fowler
3. Public Agenda — 15 minutes set aside for this portion of the meetings.
4. Staff Report Update – Captain Nicholson
• A review of recent complaints and status updates of pending complaints and
investigations.
5. Presentation of Professional Standards Bureau Practices – Lieutenant Kim Warehime
• Professional Standards Bureau Commander Lieutenant Kim Warehime will give an
overview of internal investigations as well as the Department’s stance on Procedural
Justice.
6. Executive Session – Review of Complaint(s)/Investigation(s)
A. 21PSB-0269: A Wichita Police Department (WPD) officer stopped a black male for failing
to signal his intentions for a lane change. When stopped, it was alleged the male was
pulled out of the car aggressively and handcuffed for having cigarettes. The complainant
believed 1) he was racially profiled, 2) the officer was rude, and 3) unnecessary force was
used against him.
B. 20PSB-5312: On December 28, 2020, a complainant alleged officers falsely reported a
domestic violence incident, where the complainant was arrested and officers used
unnecessary force against the complainant’s father. The charges against the complainant
were dismissed.
C. Follow-Up Discussion: Further clarification will be provided on a previous Executive
Session case.
