Public Agenda — 15 minutes set aside for this portion of the meetings. 4. Staff Report Update – Captain W. Nicholson • A review of recent complaints and status updates of pending complaints and investigations. 5. Discussion of Policy Recommendations Regarding Confidentiality – Discussion Paper – City Manager Robert Layton & Chairperson J. Fowler • The Citizen Review Board will discuss policy issues and concerns regarding the confidentiality of police discipline in addition to the arbitration and grievance process with City Manager Robert Layton. 6. Executive Staff – Captain W. Nicholson • 21PSB-1527: It was alleged officers used unnecessary force against a handcuffed prisoner by using a Taser and delivering knee strikes in violation of Departmental policy. Additionally, the officers failed to properly document the type of force used. • 21PSB-3133: On June 24, 2021, a complainant alleged officers used excessive force while being placed under arrest. The complainant stated she was booked into a jail and sustained two broken arms by the officers who arrested her. 7. New Business – Chairperson J. Fowler 8.
