Page 1 CITY COUNCIL PROCEEDINGS FEBRUARY 25, 2020 MINUTES OF THE MEETING OF THE CITY COUNCIL Wichita, Kansas, February 25, 2020 Tuesday, 09:30 AM The City Council met in regular session with Brandon Whipple, Brandon Johnson, Becky Tuttle, Cindy Claycomb, James Clendenin, Bryan Frye, and Jeff Blubaugh. Staff Members Present: Robert Layton, City Manager, Jennifer Magana, Director of Law, and Jamie Buster, Deputy City Clerk. Mayor Whipple called the meeting to order at 9:31 a.m. Approve the minutes of regular meeting of February 18, 2020 and minutes of the Enbanc meeting of February 21, 2020 MOTION: Mayor Whipple moved to approve the minutes of regular meeting of February 18, 2020 and minutes of the Enbanc meeting of February 21, 2020 Motion carried 7 to 0. II) CONSENT AGENDA ITEMS 1 THROUGH 21 MOTION: Mayor Whipple moved to approve consent agenda items 1 through 21 in accordance with the recommended actions shown thereon. Motion carried 7 to 0. COUNCIL BUSINESS III) BOARD OF BIDS AND CONTRACTS 1.) Report of Board of Bids and Contracts dated February 24, 2020. Attachment: 02-24-2020 Board of Bids.pdf Hannah Lang, Department of Finance, reviewed the item. Vice Mayor Claycomb inquired as to the consequence of the no bid for the pool chemicals. Hannah Lang, Department of Finance, stated they have talked with the department and are going to look at the vendors that provide that particular pool chemical to see if they need to rebid it out based on the dollar amount or if they can go out for quotes and get that pool chemical. Council Member Blubaugh inquired if group 1 and 2 are all of the properties that the City has purchased for demolition around the ballpark a couple of months ago. Page 2 CITY COUNCIL PROCEEDINGS FEBRUARY 25, 2020 Robert Layton, City Manager, stated yes. Council Member Blubaugh inquired if there is a timeline for completion on that bid. Robert Layton, City Manager, stated they are on hold right now while they get federal clearance for removing the properties. Stated they have already done the asbestos remediation. Stated it is just a matter of getting the FTA clearance so they can start to demolish the buildings. MOTION: Mayor Whipple moved to receive and file report, approve the contracts and authorize the necessary signatures. Motion carried 7 to 0. COUNCIL AGENDA IX) COUNCIL MEMBER AGENDA - NONE X) COUNCIL MEMBER APPOINTMENTS AND COMMENTS 1.) Board Appointments. Mayor Whipple appointed Shannon Boom to the Cultural Funding Committee and Renee Duxler to the MAPC and Zoning Board. MOTION: Mayor Whipple moved to approve the appointments. Motion carried 7 to 0. Council Member Tuttle stated that we have a special guest in the audience today. Gabby, a senior at Mulvane High School who is originally from Lithuania is here today shadowing to learn about the City of Wichita and the work that we are doing. Stated she wanted to thank Cory, a Community Service Representative, for doing a great job helping and making sure she is getting around to some of the districts today. Council Member Tuttle welcomed Gabby and if anyone gets a chance to please say hello. Mayor Whipple welcomed Gabby and thanked her for being there. WORKSHOP Mayor Whipple suspended the City Council meeting and recessed into the workshop at 9:40 a.m. and reconvened at 11:28 a.m. EXECUTIVE SESSION MOTION: Mayor Whipple moved to recess into Executive Session for 45 minutes for an employee performance appraisal pursuant to K.S.A. 75-4319(B)(2) to discuss personnel matters of non-elected personnel. The Executive Session is required to protect the privacy interest of an identifiable individual. The Executive Session will begin at 10:45 a.m. and end at 11:30 a.m. and we will resume the City Council meeting in Page 3 CITY COUNCIL PROCEEDINGS FEBRUARY 25, 2020 the First Floor Board Room. Motion carried 7 to 0. The City Council reconvened from the Executive Session at 11:28 a.m. and no binding action was taken. MOTION: Mayor Whipple moved to adjourn the meeting.
