Page 1 CITY COUNCIL PROCEEDINGS JUNE 23, 2020 MINUTES OF THE MEETING OF THE CITY COUNCIL Wichita, Kansas, June 23, 2020 Tuesday, 09:30 AM The City Council met in regular session with Brandon Whipple, James Clendenin, Cindy Claycomb, Becky Tuttle, Brandon Johnson, Bryan Frye, and Jeff Blubaugh. Staff Members Present: Robert Layton, City Manager, Jennifer Magana, Director of Law, and Jamie Buster, Deputy City Clerk. Mayor Whipple called the meeting to order at 9:30 a.m. Approve the minutes of regular meeting on June 16, 2020 MOTION: Mayor Whipple moved to approve the minutes of regular meeting on June 16, 2020. Motion carried 7 to 0. II) CONSENT AGENDA ITEMS 1 THROUGH 13 Council Member Johnson highlighted consent items 6 and 7 and thanked Habitat for Humanity and Mennonite Housing for continuing to build homes and help people to build their generation of wealth by becoming homeowners in District I. Stated they do a great job and again with Habitat for Humanity and the Rock the Block effort they have built 50 homes in that area and are really changing the neighborhood. MOTION: Mayor Whipple moved to approve consent agenda items 1 through 13 in accordance with the recommended actions shown thereon. Motion carried 7 to 0. COUNCIL BUSINESS III) BOARD OF BIDS AND CONTRACTS 1.) Report of Board of Bids and Contracts dated June 22, 2020. Attachment: 06-22-2020 Board of Bids.pdf Hannah Lang, Department of Finance, reviewed the item. MOTION: Mayor Whipple moved to receive and file report, approve the contracts and authorize the necessary signatures. Motion carried 7 to 0. COUNCIL AGENDA Page 2 CITY COUNCIL PROCEEDINGS JUNE 23, 2020 IX) COUNCIL MEMBER AGENDA - NONE X) COUNCIL MEMBER COMMENTS AND APPOINTMENTS 1.) Board Appointments. Mayor Whipple wished Council Member Clendenin a happy birthday today. Council Member Tuttle appointed John McKay to the Metropolitan Area Planning Commission. Council Member Frye stated that normally our Planning Commissioners are also our Board of Zoning Appeals appointments also. Inquired if Council Member Tuttle would like to include as well so she does not have to come back and make a second motion later for that. Council Member Tuttle amended her motion to appoint John McKay to the Board of Zoning Appeals as well as the Planning Commission. MOTION: Council Member Tuttle moved to approve the appointments. Motion carried 7 to 0. Council Member Tuttle stated that a year ago today on June 23, 2019 Wichita was named one of 10 cities in the nation as an All America City. Stated it was a Sunday night and a night she will not forget for a long time and they had a fantastic representation for our City. Stated she actually went back and watched the video last night as a reminder of the great work that our City did to receive the award but also the tremendous amount of progress that has been made sense then. Stated the first planning meeting was in October 2018 and they had 20-30 ideas of projects they could have highlighted but were forced by the application guidelines to come down to three. Stated it was a tough decision but when she looks back at those three areas and the work that has been done in the community, not just by the City of Wichita, but the community with our community partners and grassroots organizations it is really heartwarming. Stated even in these trying times it is a good chance to pause and celebrate good work that is being done and good things that are being done. Stated it is always inspiring for her when the City of Wichita is able to partner and collaborate with community based organizations and individuals who want to make our city better. Stated congratulations again to the City of Wichita for being an All America City and a special shout out again to Assistant City Manager Donte Martin for all of his help with it and thank you to everyone who was involved in the process. ADJOURNMENT MOTION: Mayor Whipple moved to adjourn the meeting. Motion carried 7 to 0.
