Page 1 CITY COUNCIL PROCEEDINGS SEPTEMBER 22, 2020 MINUTES OF THE MEETING OF THE CITY COUNCIL Wichita, Kansas, September 22, 2020 Tuesday, 09:30 AM The City Council met in regular session with Brandon Whipple, Brandon Johnson, Cindy Claycomb, Becky Tuttle, James Clendenin, and Bryan Frye. Absent: Jeff Blubaugh. Staff Members Present: Robert Layton, City Manager, Jennifer Magana, Director of Law, and Jamie Buster, Deputy City Clerk. Mayor Whipple called the meeting to order at 9:31 a.m. Approve the minutes of regular meeting on September 15, 2020. MOTION: Mayor Whipple moved to approve the minutes of regular meeting on September 15, 2020. Motion carried 6 to 0, (absent: Council Member Blubaugh). II) CONSENT AGENDA ITEMS 1 THROUGH 10 Council Member Clendenin requested that Item II-10 be pulled for discussion, zoning case VAC2020- 00007. MOTION: Mayor Whipple moved to approve consent agenda items 1 through 10 in accordance with the recommended actions shown thereon, with the exception of item 10. Motion carried 6 to 0, (absent: Council Member Blubaugh). Council Member Clendenin asked that the item II-10 be postponed until the first regular meeting in October. MOTION: Council Member Clendenin moved to postpone item II-10 until the first regular meeting in October. Motion carried 6 to 0, (absent: Council Member Blubaugh). COUNCIL BUSINESS III) BOARD OF BIDS AND CONTRACTS 1.) Report of Board of Bids and Contracts dated September 21, 2020. Page 2 CITY COUNCIL PROCEEDINGS SEPTEMBER 22, 2020 MOTION: Mayor Whipple moved to approve receive and file report, approve the contracts and authorize the necessary signatures. Motion carried 6 to 0, (absent: Council Member Blubaugh). COUNCIL AGENDA IX) COUNCIL MEMBER AGENDA - NONE X) COUNCIL MEMBER COMMENTS AND APPOINTMENTS 1.) Board Appointments. Mayor Whipple appointed himself to the Chief Elected Officials Board with the Workforce Development. Vice Mayor Claycomb stated she does not understand the motion. Mayor Whipple stated he will be filling the seat of the Chief Elected Officials Board with the Workforce Development. Vice Mayor Claycomb confirmed the Mayor will be filling it. Mayor Whipple stated correct. Council Member Clendenin inquired if the Mayor is filling the previous Mayor's seat. Mayor Whipple stated he believes that is correct and that the previous Mayor did have that position. Council Member Clendenin stated he was just confirming as he is on the board as well and was making sure he was not being taken off the board. MOTION: Mayor Whipple moved to approve the appointment. Motion carried 6 to 0, (absent: Council Member Blubaugh). Mayor Whipple stated there was an error in one of the proclamations from last Tuesday's (September 15, 2020) City Council meeting that he read. Stated it was regarding the Indigenous People's Day which is actually on October 12 and is a recognized day by the City. Stated he would like to apologize to the public for harm this may have caused. Stated he reached out to the All American Indian Center to give his apologies as well. Stated they are correcting it and takes full blame that this proclamation had the wrong date and was read at the wrong time. Stated he wanted to apologize to everyone, particularly those who might have been offended by the proclamation having the wrong date. MOTION: Mayor Whipple moved to adjourn the meeting. Motion carried 6 to 0, (absent: Council Member Blubaugh).
