MINUTES OF THE MEETING OF THE CITY COUNCIL
Wichita, Kansas, December 22, 2020
Tuesday, 09:30 AM
The City Council met in regular session with Brandon Whipple, Cindy Claycomb, Becky Tuttle, Brandon
Johnson, Bryan Frye, and Jeff Blubaugh. Absent: James Clendenin.
Staff Members Present: Robert Layton, City Manager, Jennifer Magana, Director of Law, and Jamie
Buster, Deputy City Clerk.
Mayor Whipple called the meeting to order at 9:30 a.m.
Council Member Clendenin arrived at 9:31 a.m.
Approve the minutes of regular meeting on December 15, 2020.
MOTION:
Mayor Whipple moved to approve the minutes of regular meeting on December 15, 2020.
Motion carried 7 to 0.
II) CONSENT AGENDA ITEMS 1 THROUGH 21
Council Member Frye stated that in item II-6. Minutes of Advisory Boards/Commissions that the Bicycle
and Pedestrian Advisory Board minutes for both October and November reference $4.5 million from a tax
increment financing (TIF) project we ear marked towards connecting the Chisholm Path in Delano to the
Prairie Sunset Trail. Stated as he understands it is really more of an aggregate $4.5 million in the CIP for
the overall project with a small portion in Delano funded by the TIF. Stated he believes that should be
reflected in the minutes.
Robert Layton, City Manager, stated that is exactly correct. Stated a very small part of this project is TIF.
Council Member Frye stated he does not want the public to think we are spending the entire TIF on that
since that is the way it reads right now and asks for that correction to be noted.
MOTION:
Mayor Whipple moved to approve consent agenda items 1 through 21 in accordance with the
recommended actions shown thereon.

Mayor Whipple moved to receive and file report, approve the contracts and authorize the necessary
signatures.

COUNCIL AGENDA
IX) COUNCIL MEMBER AGENDA - NONE
X) COUNCIL MEMBER APPOINTMENTS AND COMMENTS
1.) Board Appointments - None.
Council Member Clendenin stated that with a heavy heart and deep disappointment he regrets to
announce that today will be his last meeting as a Council Member representing District III. Stated
effective December 31, 2020 he will resign from the Wichita City Council. Stated he did not come to this
decision lightly and without having many conversations with friends and colleagues asking for advice and
counsel. Stated this is neither the time nor the place for discussing or debating the specifics about
allegations made against him or why he is choosing today and this forum to make this announcement.
Stated he recognizes that he has become a distraction from the critically important work of this Council
and for the City that he loves and has served for nearly a decade. Stated he could not in good conscience
allow that to continue. Stated there are too many families, businesses, and schools that are suffering and
too many residents that are living on the edge that need our City's attention and laser focus. Stated there
are too many important hills that we need to climb together to continue getting this City moving forward
again after the pandemic. Stated it would be extremely selfish and unproductive to continue his work in
this position if any events in any other way diverted attention from the important City work that must go
on. Stated he is forever indebted to the residents of District III for giving him their support and trust over
the years and for standing with him on so many important City projects and for the relationships that he
has developed. Stated there are a couple of projects they have done over the last decade that have made a
huge impact on the City. Stated he thinks of the Library, of the Airport, of so many 50-year projects, but
the ones that mean the most to him are the new South Central Community Master Plan. Stated those
people deserve the City's attention and hopes that they can continue to give it. Stated Clapp Golf Course
has been preserved as a park and greenspace with what looks to be an amazing master plan of its own.
Stated the new library branch in District III, saving a Wichita icon the Starlite Drive-in, and especially
fixing many potholes. Stated he gives thanks to his colleagues and friends on this Council, thank you for
your kindness, your professional counsel, your wisdom and advice. Stated he will always remember it and
be thankful for it. Stated he also wants to add former Council Members who have continued to be his
friends to this day. Stated to the City Manager and City staff, thank you for your professionalism and your
committed service to this great City and are not given credit at all and deserve a tremendous amount of
praise for the hard work you do. Stated to his constituents in District III, thank you for giving me the
opportunity to serve and for the support, friendship, and trust over the many years he has been fortunate
enough to serve you. Stated he did the best he could and he gave everything he had and he appreciates the

many kind messages and support he had been sent in the recent days. Stated to his family and friends in
District III and across the City, thank you. Stated their care, concern and love impart is what has allowed
him to persevere. Stated sometimes it is only in the darkest hours that you can fully appreciate God's
grace, light, and love that surrounds and sustains you. Stated he wants to say God Bless each of you on
this Council and God Bless this wonderful City that we call home, Wichita Kansas. Thank you.
Council Member Johnson stated he wants to wish everyone a Merry Christmas and got everyone some
gifts, some nice sweets. Stated he might get in trouble by Council Member Tuttle being the fitness guru
that she having been appointed to the Governors Fitness Committee. Stated next time he will bring some
carrots. Stated Merry Christmas to everyone.
Mayor Whipple stated this is the last meeting of the year. Stated he wants to wish everyone a very Happy
Holiday and a very safe holiday season for Christmas and New Years. Stated he also wants to wish a
Happy New Years to all.

Mayor Whipple moved to adjourn the meeting.

II. CONSENT PLANNING AGENDA ITEMS
