Page 1 CITY COUNCIL PROCEEDINGS JANUARY 26, 2021 MINUTES OF THE MEETING OF THE CITY COUNCIL Wichita, Kansas, January 26, 2021 Tuesday, 09:30 AM The City Council met in regular session with Brandon Whipple, Brandon Johnson, Cindy Claycomb, Becky Tuttle, and Jeff Blubaugh. Absent: Bryan Frye. Staff Members Present: Robert Layton, City Manager, Jennifer Magana, Director of Law, and Jamie Buster, Deputy City Clerk. Mayor Whipple called the meeting to order at 9:30 a.m. Approve the minutes of regular meeting on January 19, 2021 MOTION: Mayor Whipple moved to approve the minutes of regular meeting on January 19, 2021. Motion carried 5 to 0 (Absent: Council Member Frye). II) CONSENT AGENDA ITEMS 1 THROUGH 10 MOTION: Mayor Whipple moved to approve consent agenda items 1 through 10 in accordance with the recommended actions shown thereon. Motion carried 5 to 0 (Absent: Council Member Frye). COUNCIL BUSINESS III) BOARD OF BIDS AND CONTRACTS 1.) Report of Board of Bids and Contracts dated January 25, 2021. Attachment: 01-25-2021 Board of Bids.pdf Hannah Lang, Department of Finance, reviewed the item. MOTION: Mayor Whipple moved to receive and file report, approve the contracts and authorize the necessary signatures. Motion carried 5 to 0 (Absent: Council Member Frye). COUNCIL AGENDA IX) COUNCIL MEMBER AGENDA - NONE X) COUNCIL MEMBER APPOINTMENTS AND COMMENTS  Page 2 CITY COUNCIL PROCEEDINGS JANUARY 26, 2021 1.) Board Appointments. Mayor Whipple appointed Stephanie Satrape to the Plastic Bag Task Force. MOTION: Mayor Whipple moved to approve the appointment. Motion carried 5 to 0 (Absent: Council Member Frye). Vice Mayor Johnson stated he wants to publicly recognize Council Member Tuttle. Stated she received the Distinguished Elected Official Award from the Kansas Recreation Department Association. Stated Eddie Fahnestock from the Board of Park Commissioners received the Distinguished Board or Commission Member Award, Brent Thomas with the Wichita Parks Foundation received the Distinguished Volunteer Award and the Wichita Parks Foundation Place for Parks Program received the Distinguished Public Service Award. Stated he wanted to give a shout out to those individuals and organizations and say congratulations. Council Member Tuttle thanked Vice Mayor Johnson for his comments. Stated she is very humbled and proud to receive this and it has been an honor to work with the Park Department for many years long before she was even on Council. Stated that Council Member Frye and Council Member Claycomb also received this award which makes it more special. Stated out of the eight awards that were given, four of them were awarded to the City of Wichita. Stated it highlights the exceptional work that our Park and Recreation Department does, thank you again. ADJOURNMENT MOTION: Mayor Whipple moved to adjourn the meeting. Motion carried 5 to 0 (Absent: Council Member Frye).
