MINUTES OF THE MEETING OF THE CITY COUNCIL
Wichita, Kansas, April 27, 2021
Tuesday, 09:30 AM
The City Council met in regular session with Brandon Whipple, Jeff Blubaugh, Becky Tuttle, Bryan Frye,
Jared Cerullo, and Cindy Claycomb. Absent: Brandon Johnson.
Staff Members Present: Bob Layton, City Manager, Jennifer Magana, City Attorney, and Karen Sublett,
City Clerk.
Mayor Whipple called the meeting to order at 9:30 a.m.
Approve the minutes of regular meeting on April 20, 2021
MOTION:
Mayor Whipple moved to approve the minutes of regular meeting on April 20, 2021.
Motion carried 6 to 0, (Absent: Johnson).
(Vice Mayor Johnson arrived and took his seat at the bench)
II) CONSENT AGENDA ITEMS 1 THROUGH 15
MOTION:
Mayor Whipple moved to approve consent agenda items 1 through 15 in accordance with the
recommended actions shown thereon.
Motion carried 7 to 0.
COUNCIL BUSINESS
III) BOARD OF BIDS AND CONTRACTS
1.) Report of Board of Bids and Contracts and WAA Board of Bids and Contracts dated April 26,
2021.

MOTION:
Mayor Whipple moved to receive and file reports, approve the contracts and authorize the necessary
signatures.

MOTION:
Mayor Whipple moved to approve the new and revised petitions and budgets, adopt the new and
amending resolutions, and authorize the necessary signatures.
Motion carried 7 to 0.
COUNCIL AGENDA
X) COUNCIL MEMBER AGENDA - NONE
XI) COUNCIL MEMBER APPOINTMENTS AND COMMENTS
1.) Board Appointments.
Council Member Frye appointed Michelle Cadena to the Diversity Inclusion and Civil Rights board and
Gary Bond to the Historic Preservation Board.
MOTION:
Mayor Whipple moved to approve the appointments.

Vice Mayor Johnson encouraged everybody to wear their masks and to get vaccinated. Stated the
numbers in Sedgwick County are going up a little bit and we have to do our part to keep those numbers
down.
Council Member Cerullo encouraged everybody to come out to Brush up Broadway this Saturday, May
1st from 8:00 a.m. to noon.
Mayor Whipple stated our friends at the Sedgwick County Health Department are now having walk-ins
for those who are interested in getting a vaccine. Stated they still have appointments for those who are on
a tighter schedule.
Council Member Claycomb stated we had a great ribbon cutting at the Ralph Wulz U.S. Tennis Center
this weekend. Stated there was a nice turnout and a tournament and was a lot of fun and is looking
forward to lots of tennis and pickleball being played at our expanded tennis centers.

MOTION:
Mayor Whipple moved to adjourn the meeting.
Motion carried 7 to 0.
