Page 1 CITY COUNCIL PROCEEDINGS JUNE 22, 2021 MINUTES OF THE MEETING OF THE CITY COUNCIL Wichita, Kansas, June 22, 2021 Tuesday, 09:30 AM The City Council met in regular session with Brandon Whipple, Brandon Johnson, Becky Tuttle, Cindy Claycomb, Bryan Frye, Jeff Blubaugh, and Jared Cerullo. Staff Members Present: Robert Layton, City Manager, Jennifer Magana, Director of Law, and Jamie Buster, Deputy City Clerk. Mayor Whipple called the meeting to order at 9:30 a.m. Approve the minutes of regular meeting on June 15, 2021 MOTION: Mayor Whipple moved to approve the minutes of regular meeting on June 15, 2021. Motion carried 7 to 0. II) CONSENT AGENDA ITEMS 1 THROUGH 24 Vice Mayor Johnson stated he wants to pull items II-13 and II-22. MOTION: Mayor Whipple moved to approve Consent Agenda items 1 through 24, with the exception of items 13 and 22, in accordance with the recommended actions shown thereon. Motion carried 7 to 0. Vice Mayor Johnson stated he will be abstaining from items II-13 and II-22 due to personal conflicts. MOTION: Mayor Whipple moved to approve Consent Agenda item 13. Motion carried 6 to 0. MOTION: Mayor Whipple moved to approve Consent Agenda item 22. Motion carried 6 to 0. COUNCIL BUSINESS III) BOARD OF BIDS AND CONTRACTS 1.) Report of Board of Bids and Contracts and WAA Board of Bids and Contracts dated June 14, 2021. MOTION: Mayor Whipple moved to receive and file report, approve the contracts and authorize the necessary signatures. Motion carried 7 to 0. IV) PETITIONS FOR PUBLIC IMPROVEMENTS - NONE COUNCIL AGENDA X) COUNCIL MEMBER AGENDA - NONE XI) COUNCIL MEMBER APPOINTMENTS AND COMMENTS 1.) Board Appointments. Council Member Frye appointed Brynn Murphy as a youth member to the District V Advisory Board. Council Member Tuttle appointed Bruce Gass and John Baker to the District II Advisory Board and Shala Perez to the Diversity, Inclusion, and Civil Rights Board. Mayor Whipple reappointed Lisa Vayda to the Wichita/Sedgwick County Access Advisory Board and appointed Don Henry to the Groundwater District Management Board. MOTION: Mayor Whipple moved to accept the appointments. Motion carried 7 to 0. Vice Mayor Johnson stated they had a great Juneteenth celebration this past weekend and wanted to thank the Park and Recreation staff who helped out and got everything set up early and then worked late to help clean up. Stated he really wants to thank the Park and Recreation Department and all of the staff, stated they had a great celebration. Mayor Whipple stated on Thursday at Naftzger Park they will have a Pride celebration at 6:00 p.m. Stated it will be a concert and will have lots of community sponsors and support and should be a good time. Council Member Cerullo stated he believes there will be Covid vaccines available at that event. Mayor Whipple stated yes, the event will also have Covid vaccines. Stated the Kansas Health Foundation was able to secure a grant and work with Hunter Health. Stated the goal is to reach those who might not be able to get a vaccine during normal business hours due to their job and this is a way to come after business hours to be able to get vaccinated and protected against Covid. Stated there will also be other medical services available, their information is available online on the Wave's website and Facebook page for those who are interested to learn more about this.
