MINUTES OF THE MEETING OF THE CITY COUNCIL
Wichita, Kansas, July 27, 2021
Tuesday, 09:30 AM
The City Council met in regular session with Brandon Whipple, Brandon Johnson, Cindy Claycomb,
Becky Tuttle, Bryan Frye, Jared Cerullo, and Jeff Blubaugh.
Staff Members Present: Robert Layton, City Manager, Jennifer Magana, Director of Law, and Jamie
Buster, Deputy City Clerk.
Mayor Whipple called the meeting to order at 9:30 a.m.
Approve the minutes of regular meeting on July 20, 2021
MOTION:
Mayor Whipple moved to approve the minutes of regular meeting on July 20, 2021.
Motion carried 7 to 0.
CONSENT AGENDA ITEMS 1 THROUGH 8
Vice Mayor Johnson stated he wants to pull item II-5.
MOTION:
Mayor Whipple moved to approve Consent Agenda items 1 through 8, with the exception of item 5, in
accordance with the recommended actions shown thereon.
Motion carried 7 to 0.
Vice Mayor Johnson stated he will be abstaining from item 5 due to a potential conflict of interest.
Council Member Frye inquired what the conflict of interest is.
Vice Mayor Johnson stated the conflict of interest is that these are CDBG funds and his wife is the
Executive Director of Habitat for Humanity and he needs to abstain from all federal funding through
CDBG.
Council Member Frye stated this has nothing to do with Habitat, but just because it is CDBG.
Vice Mayor Johnson stated yes, we have also reallocated CDBG funds in the past that pass back towards
Housing. Stated if he were to approve this and at some point we reallocate that money back to affordable
housing that could be a problem.
Council Member Frye stated he gets that on the Housing, but did not see how it was relevant here and
inquired if Legal agrees.
Jennifer Magana, Director of Law, stated it is correct.

MOTION:
Mayor Whipple moved to approve Consent Agenda item 5 in accordance with the recommended action
shown thereon.
Motion carried 6 to 0 (Vice Mayor Johnson abstained).
COUNCIL BUSINESS
III) BOARD OF BIDS AND CONTRACTS
1.) Report of Board of Bids and Contracts dated July 26, 2021.

Hannah Lang, Department of Finance, reviewed the item.
MOTION:
Mayor Whipple moved to receive and file report, approve the contracts and authorize the necessary
signatures.
Motion carried 7 to 0.

MOTION:
Mayor Whipple moved to approve the new and revised petitions and budget, adopt the new and amending
resolutions, and authorize the necessary signatures.
Motion carried 7 to 0.
COUNCIL AGENDA
X) COUNCIL MEMBER AGENDA - NONE
XI) COUNCIL MEMBER APPOINTMENTS AND COMMENTS
1.) Board Appointments.
Council Member Claycomb reappointed Deborah Foster to the Metropolitan Area Planning Commission.
Council Member Frye appointed Jill Kerschen to the Access Advisory Board and Nick Penner to District
V Advisory Board.
MOTION:
Mayor Whipple moved to approve the appointments.
Motion carried 7 to 0.
Mayor Whipple recognized State Senator Mary Ware with us in the audience today.
ADJOURNMENT
MOTION:
Mayor Whipple moved to adjourn the meeting.
Motion carried 7 to 0.
The City Council meeting was adjourned at 9:39 a.m.
