Vice Mayor Johnson stated he will be abstaining from item 5 due to a potential conflict of interest. Council Member Frye inquired what the conflict of interest is. Vice Mayor Johnson stated the conflict of interest is that these are CDBG funds and his wife is the Executive Director of Habitat for Humanity and he needs to abstain from all federal funding through CDBG. Council Member Frye stated this has nothing to do with Habitat, but just because it is CDBG. Vice Mayor Johnson stated yes, we have also reallocated CDBG funds in the past that pass back towards Housing. Stated if he were to approve this and at some point we reallocate that money back to affordable housing that could be a problem. Council Member Frye stated he gets that on the Housing, but did not see how it was relevant here and inquired if Legal agrees. Jennifer Magana, Director of Law, stated it is correct.
