MINUTES OF THE MEETING OF THE CITY COUNCIL
Wichita, Kansas, October 26, 2021
Tuesday, 09:30 AM
The City Council met in regular session with Brandon Whipple, Brandon Johnson, Cindy Claycomb,
Becky Tuttle, Bryan Frye, Jeff Blubaugh, and Jared Cerullo.
Staff Members Present: Robert Layton, City Manager, Jennifer Magana, Director of Law, and Jamie
Buster, Deputy City Clerk.
Mayor Whipple called the meeting to order at 9:30 a.m.
Approve the minutes of regular meeting on October 19, 2021.
MOTION:
Mayor Whipple moved to approve the minutes of regular meeting on October 19, 2021.
Motion carried 7 to 0.
II) CONSENT AGENDA ITEMS 1 THROUGH 13
Council Member Cerullo stated he wants to pull items 5 and 7 for discussion.
MOTION:
Mayor Whipple moved to approve Consent Agenda items 1 through 13 with the exception of items 5 and
7 in accordance with the recommended actions shown thereon.
Motion carried 7 to 0.
Council Member Cerullo stated this is a relatively small lease agreement and wanted to make sure the
City has done its due diligence and we know we are getting fair market value for this lease agreement.
John Philbrick, Property Management, stated we acquired this property as part of the Kellogg/Webb Road
project. Stated with the redesign of the project it turned out the sign did not have to be relocated. Stated
the sign has remained through the development of the project. Stated the sign was on a month-to-month
lease at $600 per month and now that the project is completed the owner of the sign wanted to get a
longer term lease. Stated they have negotiated the lease at what they believe is market rate of $800 per
month plus 10% of revenues if they exceed the $800. Stated the lease was based on other comparable sign
leases in the market.
MOTION:
Mayor Whipple moved to approve the lease agreement and authorize all necessary signatures.
Motion carried 7 to 0.
Council Member Cerullo stated he wanted to bring attention to this program that supports the Wichita
Fire Department. Stated the Wichita Fire Department is one of 100 departments across the country that
was identified for some additional support to help the fire safety and awareness education throughout the

Wichita community and the Wichita School District. Stated this is a $5000 cash grant that is vital to help
communicate safety messages and improve the retention of the information shared throughout the
community. Stated in District III they deal with a lot of fire hazards and this is important to him. Stated he
believes these items are also key in community relations and the marketing strategies in the Wichita Fire
Department. Stated in his short six months on serving on the Council it has been an honor to support the
fire optimization study, extending the SAFER grant for 12 firefighters and two brush trucks, and
supporting three items just a few weeks ago for $8.4 million into the Wichita Fire Department pandemic
relief funds to buy new gear and new trucks. Stated it is a great honor to support the Wichita Fire
Department in this item as well.
MOTION:
Mayor Whipple moved to approve item 7 to receive The Hartford Fire Safety Grant and accept any award
offered.
Motion carried 7 to 0.
COUNCIL BUSINESS
III) BOARD OF BIDS AND CONTRACTS
1.) Board of Bids and Contracts dated October 25, 2021.

Melinda Walker, Department of Finance, reviewed the item.
MOTION:
Mayor Whipple moved to receive and file report, approve the contracts and authorize the necessary
signatures.
Motion carried 7 to 0.
VI) PETITIONS FOR PUBLIC IMPROVEMENTS - NONE
COUNCIL AGENDA
X) COUNCIL MEMBER AGENDA - NONE
XI) COUNCIL MEMBER APPOINTMENTS AND COMMENTS
1.) Board Appointments.
Council Member Frye appointed Cody Erwin to the Wichita Sustainability Integration Board.
Vice Mayor Johnson appointed Edward Watson to the Ethics Advisory Board.
Mayor Whipple appointed Jennifer Brehon to the Wichita Sustainability Integration Board.
MOTION:
Mayor Whipple moved to approve the appointments.

Vice Mayor Johnson stated it would be great for the Board of Bids and Contracts to have their own
section on workwith.wichita.gov website and to highlight that it is out there.

MOTION:
Mayor Whipple moved to adjourn the meeting.
Motion carried 7 to 0.
The City Council meeting was adjourned at 9:41 a.m.
