Page 1 CITY COUNCIL PROCEEDINGS JANUARY 4, 2022 MINUTES OF THE MEETING OF THE CITY COUNCIL Wichita, Kansas, January 4, 2022 Tuesday, 9:01 AM The City Council met in regular session with Brandon Whipple, Jeff Blubaugh, Becky Tuttle, Bryan Frye, Jared Cerullo, and Cindy Claycomb. Absent: Brandon Johnson. Staff Members Present: Bob Layton, City Manager, Jennifer Magana, Director of Law, and Karen Sublett, City Clerk. Mayor Whipple called the meeting to order at 9:01 a.m. Approve the minutes of the regular meeting on December 28, 2021. MOTION: Mayor Whipple moved to approve the minutes of regular meeting on December 28, 2021. Motion carried 6 to 0, (Absent: Johnson). ADOPTION OF THE CITY OF WICHITA/SEDGWICK COUNTY FOOD SYSTEMS MASTER PLAN. Page 2 CITY COUNCIL PROCEEDINGS JANUARY 4, 2022 ***Vice Mayor Johnson arrived at 9:06 a.m.*** Mayor Whipple asked if anyone in the audience wished to speak on this item. 1) Claudia Holcomb stated I am a registered licensed dietician and worked with the steering committee on this initiative since 2017. Stated during my career I have worked with schools and communities to increase choices for healthy options for kids and families. Stated during those 20 years, I have found that there was a very key role that government played in the sustainability and support of those actions. Stated an example is transportation for people who do not have transportation, public transportation is key, schedules and routes and the availability to bring things on the bus are key to individuals that lack transportation. Stated it has been my honor to talk to a lot of local growers, we have seen that there are a lot of entrepreneurs that can support the economy and increase choices for healthy food options. Stated I encourage you to support the Master Food Plan. 2) Megan Greenway stated I am co-owner of Orie's Farm Fresh, which is a local urban farm in the northwest side of town. Stated we grow a variety of seasonal vegetables and garlic, which is what we are known for. Stated I am a member of the steering committee and am excited about this plan for a whole host of reasons. Stated I've donated a lot of my time as a member of the Health and Wellness Coalition's Food Policy Committee and several years ago we became aware of the need for a structured food system master plan. Stated I feel like the past two years have even increased the necessity for something like this because the pandemic has exposed a lot of vulnerabilities in the industrialized food system. Stated I am supportive of the entire plan, it is exciting to me, but a few things are particularly exciting to me as a local producer and am hopeful that we will be able to adopt some clear and grow a friendly urban agricultural policy with this plan. Stated I am excited that it can facilitate the growth of our local food system as a whole and it would be great if more local growers start to offer their products to the community so that we can all maybe rely on the national grocery chain stores a little bit less in our daily lives. Stated I am also excited about fostering a reconnection between members of our community and the folks and families who are growing their food and increasing access to local healthy foods, which is really important. Stated I hope we can also find ways to incentivize local experts to help share their knowledge to make it more accessible and approachable for average families to know how to prepare the fresh local foods that they can find here in town. 3) Shelly Rich stated I facilitate the Health and Wellness Coalition and we have been committed to coordinating and helping connect community partners to promote physical activity and good nutrition to every generation living in the greater Wichita area and I'm very excited for the objectives and action steps in this plan. Stated I think it is what the City of Wichita needs, so I ask for your support in passing this plan because I think that all the objectives and action steps are needed but I'm especially looking forward to fostering food system coordination and education in our community. Council Member Tuttle stated this is a great day to be able to present this to the City Council and looks forward to the opportunity too when it is presented to our friend across the street at the county. Stated I want to give thanks to the Health and Wellness Coalition of Wichita, this would not have come to us if it were not for them. Stated I have had the opportunity to be involved with this organization for years, served as the Chair and served with the Food Policy Committee, which was originated because of the Food desert Study that the Health and Wellness Coalition did back in 2013. Stated that is where we raised the basic awareness in the community that 25% of our population lives in a food desert and we have 44 square miles of food deserts, and it drew upon the community to understand the necessity of getting the people to food and food to people in a way that we have never seen before. Stated it has been almost a decade that we have been working on this initiative and then in 2018, thanks to the generous funding of Page 3 CITY COUNCIL PROCEEDINGS JANUARY 4, 2022 the Kansas Health Foundation, we were able to hire new venture advisors so that we could proceed with this plan and have some context expertise. Stated I want to also thank staff who have had time and passion invested in this because we know it is so important for our community. Stated this is a community driven initiative and I'm hopeful that the City and County will also be a part of this process as we move forward to make sure that everybody has one of the most basic needs, access to health foods. Council Member Frye thanked Council Member Tuttle and the Food System Master Plan Steering Committee for educating me and our community on the topic of food deserts. Stated it has been a long labor of love and dedication and fully supports this. Stated I am really excited about goal #3 and the economic opportunities tied to the increase in local food production and keeping those dollars in our local community and supporting one of our targeted industries, agricultural. Stated I think this plan is very robust, there is a whole list of reasons of why I am supporting it. Council Member Blubaugh stated I probably asked the most questions about this going through the process but I'm excited about the opportunities, mostly being an agricultural state and the opportunities that are out there for keeping more of the produce here at home as well as the environment we are in right now trying to keep everybody well and healthy. Stated I think this is a good step forward and I'm excited to see where it goes. MOTION: Council Member Tuttle moved to adopt the City of Wichita/Sedgwick County Food System Master Plan. (Mayor Whipple momentarily left the bench, Vice Mayor Johnson in the chair) Mayor Whipple asked if anyone from the audience wished to speak on this item, no one came forward. MOTION: Mayor Whipple moved to approve the contract with Geo Reentry Services and authorize the necessary signatures. Motion carried 7 to 0. 3.) EVERGREEN COMMUNITY CENTER AND LIBRARY ART. Mayor Whipple asked if anyone from the audience wished to speak on this item, no one came forward. Page 4 CITY COUNCIL PROCEEDINGS JANUARY 4, 2022 Council Member Claycomb stated this is the culmination of four years of my work and then work before that with former Council Member Janet Miller. Stated I think this really tops off what the community center and library is going to be. Stated I am very impressed with the work that the design group has done and then bringing together three artists working with our staff and our team that is working on the renovation to actually have art that follows a theme that came from the community as well as art that looks like it fits together. Stated I am very excited for this last bit and cannot wait for its opening. Vice Mayor Johnson stated kudos to Council Member Claycomb for her leadership on this and staff. Stated this is amazing artwork and would love to see more of this throughout our City. MOTION: Council Member Claycomb moved to approve the conceptual design for art. Motion carried 7 to 0. CITY MANAGER’S PERFORMANCE EVALUATION AND SALARY ADJUSTMENT. Attachment: Agenda Report No. X-1.docx Mayor Whipple asked if the Director of Human Resources is here to present the item. Bob Layton, City Manager stated typically the Council Members that have been involved in the review process have made a brief presentation. Council Member Tuttle stated we as a Council took some opportunities to review our City Manager's performance for 2019 and 2020 and felt that over the past two years and during the entire career that we have been fortunate enough to have Mr. Layton, since 2008, that his performance warranted to have not only the cost-of-living increase but also the merit increase. Stated it is noted in the agenda report that we are doing two years now because Mr. Layton agreed back in 2020 due to the economic environment, that he would pause his own merit increase from 2019, which I also think reflects on the tremendous character that he has and the passion for the City. Council Member Frye stated reminding the public that this is a two-year evaluation, we did the 2019 evaluation in 2020 but decided to defer the compensation because of the economy and then this last summer, Mayor Whipple, Council Member Tuttle and I informed the group along with the rest of the Council in Executive Session to do the 2020 evaluation. Stated we are playing a little catchup but is over a two-year period. Stated the 2021 evaluation will take place next year and thanked the City Manager for the work that he has done, the last two years have been difficult, and you have done a great job leading us through that and helping us be better informed and make good decisions. Stated we have had robust policy discussions but with your leadership especially with the staff and the concerns going through the last two years has been fantastic. Council Member Tuttle stated when we were evaluating and looking at the last two years performance, there was an extremely long list of accomplishments and would like to highlight a few of them for the public a few things that we thought were mentionable: the small business portal that we have; our Places for People plan; the Multi-Modal Transit Center; the Walter's Branch Library in District 3; the branch library study; North Junction federal funding, which is huge not only for our community but for our region; the Northwest Water Treatment Facility federal funding; COVID response; affordable housing fund; Clapp Master Plan phase 1; PPE for small businesses; South Lakes Pickleball Complex; Federal funding for businesses COVID recovery; ARPA expenditure plan; park, recreation, Cultural Services Manager; ASR Federal funding; abandoned building demolition process improvements and the grocery/food desert study. Stated those are just a few of the accomplishments in the last two years and with the altered work environment that we all had and a true change in our community, you have navigated us so well. Page 6 CITY COUNCIL PROCEEDINGS JANUARY 4, 2022 Mayor Whipple asked if anyone from the audience wished to speak on this item, no one came forward. Vice Mayor Johnson stated I appreciate Bob's leadership throughout my term in office but especially through the last two years with everything that was going on. Stated you have been a steady leader and keeping us informed and helping us to make the best decisions that we can for the City and that. Mayor Whipple stated I have received somewhat of a push back on this process when it comes to the Manager and wants to make some clarifications on how the process has been and where we are going with it. Stated when we evaluate the City Manager it is almost a rubric that we are weighting the next evaluation against. Stated when folks who have reached out and said, I disagree with this right here so the City Manager shouldn't get a raise; we have to stay professional and focused on what came out of our sessions when we decided what would be as a group, what would be weighed against the Manager for consideration. Stated I want to make it clear that there are specific criteria that was discussed during these meetings in which that is what the evaluation is graded off of and frankly that is the way it should be, it shouldn't be done based off of emotion. Stated I have also received some concerns about the raise and wants to highlight what Council Member Tuttle said, this is a two-year raise, our City Manager, because of the economic climate, decided not to take the first raise during that year because we were balancing the budgets. Stated we are now financially better as a City so we are giving him the raise in which he earned and hasn't received from the work in 2019. Stated this isn't just one big lump raise, this is catching up and every employee got a raise in 2019. Stated we did not look to punish our employees during the 2020 budget cycle because of COVID. Stated the City Manager chose not to take his raise because of the economic climate at that time, so now we are just making him whole from what he earned in 2019. Stated further this is 2020's evaluation, we should have got this out earlier and believes our ordinances says we should be doing this in June or July. Stated moving forward, I hope that we will get this back on schedule because I think it is confusing, this is not a reflection of 2021, this is 2020's, so we should be working on 2021's evaluation in the next couple of months. Stated folks have reached out and said the salary for this position is a lot and I think that those sentiments are taken out of context. Stated I think you have to look at other public employees who have similar responsibilities. Stated when I did some research I looked into the top paid people at WSU. Stated there is about five to 10 people that make more than our City Manager does. Stated I looked into superintendents and other types of public employment that has similar responsibilities and frankly our City Manager position makes the bottom tier of the type of salaries we should compare him to if we were to be objective, which is to compare him against his peers and not just throw out a number out there without putting it into context. Stated it is very important for the City of Wichita, we want the best people to work for us, we want to attain the best people, so this salary should reflect what peers are making not only in other cities but even in our region and right now I think our Manager is towards the lower tier when compared to other similar public employees in similar leadership roles. Stated moving forward in the evaluation process, I have suggested that we get more data, I want to make sure moving forward that we have data from the directors, stakeholders in that we could get public opinion not so much on an individual because I think it become politicized, but also data on the functions of that individual oversees; how do people feel about our Aquatics Plan, how are the experiences over at our golf courses. Stated I think that we should have more object-able data as we move forward and plans working with this Council and the next Council to ensure we have much more data to work off of so that we can be more efficient when it comes to these performance evaluations. Council Member Cerullo stated I will be supportive of this vote today but at the same time I am responsive to what the Mayor is saying. Stated I am hearing overwhelmingly in my district from the people who are active the most in terms of the Manager's salary and what point is enough, enough. Stated I get that we have to stay competitive, we have to keep our Manager's salary competitive with the goals and the objectives that are placed in front of him or her. Stated after this raise our Manager will be Page 7 CITY COUNCIL PROCEEDINGS JANUARY 4, 2022 making a quarter million dollars a year and to the many people, an overwhelming amount of people in District 3, that is hard to fathom. Stated I have to represent my people and make it known that this is tough for them to accept. Stated I do Bob thank you for your service, I agree that you have done a wonderful job for the City of Wichita, I don't deny that. Stated in my short tenure here on this Council, I have appreciated your advice, suggestions, and everything that you have done to help guide me in things I didn't know about, and I appreciate that. Stated along with the advice from my fellow Council Members as well, I thank you for your service to the City. Mayor Whipple stated again to put the money figure into context, a recent story said the President of WSU makes over $400,000 a year. Stated our school superintendent makes over $300,00 a year according to an article. Stated our City Manager manages over 2,000 employees and the way our system is set up, my job as an elective is to direct the City Manager to look into pothole complaints. Stated there is a firewall between the electives and the City Manager side who with that is not an easy job. Stated I think if we want to attract and retain good managers to our City, we have to have a realization of the ecosystem in which they work in. Stated we don't want our City Manager to be the lowest on the scale here when it comes to regional salaries and when it comes to his peers in our region. Stated I agree that out of context it sounds like a significant salary, but when you weigh it up against people who work in our City who have similar responsibilities or someone at a lesser level because they are not running our entire City; it is very comparable. MOTION: Council Member Frye moved to approve the City Manager’s Performance Evaluation and Compensation increases as described above. The 2019 increase is retroactive to December 14, 2019, and the 2020 increase is retroactive to December 12, 2020. Motion carried 7 to 0. XI) COUNCIL MEMBER APPOINTMENTS AND COMMENTS 1.) Board Appointments. (NONE) Council Member Claycomb stated today is my last meeting as a City Council member and wanted to say that it has been an honor to serve the residents of District 6 and the residents of the entire City. Stated it has been an absolute pleasure to serve with my City Council colleagues, I have learned a lot from you and have enjoyed collaborating on many projects during my four years. Stated it has been a privilege to work with a really talented and experienced staff and I can't say enough about our staff and how they have helped me during my four years and helped the residents of this City. Stated I don't think people appreciate sometimes how much our staff really cares about this City and residents, which is a tribute to the City Manager's leadership and to our staff that we have here. Vice Mayor Johnson stated it has been an honor to serve with Council Member Claycomb as well, I appreciate all your service to our City and your district. Stated I thought you did a great job as a Council Member, and it has been fun to work with you as well. Stated Council Member Cerullo got appointed a few months ago, it has been great to work with you and appreciates your insight, advice, and conversations we have had and thank you for your service to the City. Stated the District 1 advisory board meeting that was scheduled last night was rescheduled to January 18th at 6:00 p.m. over at Atwater. Stated we will have four zoning cases at that meeting. Stated I have known both of you prior to you serving on Council and knew you would be great Council leaders; we will miss you up here. Stated this is a difficult job and you both have handled it with grace and professionalism, and I thank you for it and our community should thank you for it as well. Council Member Cerullo stated this is also my last Council meeting and wants to thank this Council for putting their trust in me and choosing me to serve out the rest of the unexpired term in a transition period where our district had been suffering. Stated moving forward I wish only the best for the new Council Members and would remind them to always listen to the people and what they are saying and listen to your staff that is guiding you, they are the experts and the ones who have the knowledge in their fields, and I wish them only the best moving forward. Mayor Whipple stated I want to also thank Council Members Cerullo and Claycomb for their service. Stated it takes a lot to serve in public office and life and we appreciate folks who have the courage to step up and out to take the time to serve our community in public office. Stated we grow a variety of seasonal vegetables and garlic, which is what we are known for. Stated I am a member of the steering committee and am excited about this plan for a whole host of reasons. Stated I've donated a lot of my time as a member of the Health and Wellness Coalition's Food Policy Committee and several years ago we became aware of the need for a structured food system master plan. Stated I feel like the past two years have even increased the necessity for something like this because the pandemic has exposed a lot of vulnerabilities in the industrialized food system. Stated I am supportive of the entire plan, it is exciting to me, but a few things are particularly exciting to me as a local producer and am hopeful that we will be able to adopt some clear and grow a friendly urban agricultural policy with this plan. Stated I am excited that it can facilitate the growth of our local food system as a whole and it would be great if more local growers start to offer their products to the community so that we can all maybe rely on the national grocery chain stores a little bit less in our daily lives. Stated I am also excited about fostering a reconnection between members of our community and the folks and families who are growing their food and increasing access to local healthy foods, which is really important. Stated I hope we can also find ways to incentivize local experts to help share their knowledge to make it more accessible and approachable for average families to know how to prepare the fresh local foods that they can find here in town. 3) Shelly Rich stated I facilitate the Health and Wellness Coalition and we have been committed to coordinating and helping connect community partners to promote physical activity and good nutrition to every generation living in the greater Wichita area and I'm very excited for the objectives and action steps in this plan. Stated I think it is what the City of Wichita needs, so I ask for your support in passing this plan because I think that all the objectives and action steps are needed but I'm especially looking forward to fostering food system coordination and education in our community. Council Member Tuttle stated this is a great day to be able to present this to the City Council and looks forward to the opportunity too when it is presented to our friend across the street at the county. Stated I want to give thanks to the Health and Wellness Coalition of Wichita, this would not have come to us if it were not for them. Stated I have had the opportunity to be involved with this organization for years, served as the Chair and served with the Food Policy Committee, which was originated because of the Food desert Study that the Health and Wellness Coalition did back in 2013. Stated that is where we raised the basic awareness in the community that 25% of our population lives in a food desert and we have 44 square miles of food deserts, and it drew upon the community to understand the necessity of getting the people to food and food to people in a way that we have never seen before. Stated it has been almost a decade that we have been working on this initiative and then in 2018, thanks to the generous funding of Page 3 CITY COUNCIL PROCEEDINGS JANUARY 4, 2022 the Kansas Health Foundation, we were able to hire new venture advisors so that we could proceed with this plan and have some context expertise. Stated I want to also thank staff who have had time and passion invested in this because we know it is so important for our community. Stated this is a community driven initiative and I'm hopeful that the City and County will also be a part of this process as we move forward to make sure that everybody has one of the most basic needs, access to health foods. Council Member Frye thanked Council Member Tuttle and the Food System Master Plan Steering Committee for educating me and our community on the topic of food deserts. Stated it has been a long labor of love and dedication and fully supports this. Stated I am really excited about goal #3 and the economic opportunities tied to the increase in local food production and keeping those dollars in our local community and supporting one of our targeted industries, agricultural. Stated I think this plan is very robust, there is a whole list of reasons of why I am supporting it. Council Member Blubaugh stated I probably asked the most questions about this going through the process but I'm excited about the opportunities, mostly being an agricultural state and the opportunities that are out there for keeping more of the produce here at home as well as the environment we are in right now trying to keep everybody well and healthy. Bob Layton, City Manager stated typically the Council Members that have been involved in the review process have made a brief presentation. Council Member Tuttle stated we as a Council took some opportunities to review our City Manager's performance for 2019 and 2020 and felt that over the past two years and during the entire career that we have been fortunate enough to have Mr. Layton, since 2008, that his performance warranted to have not only the cost-of-living increase but also the merit increase. Stated it is noted in the agenda report that we are doing two years now because Mr. Layton agreed back in 2020 due to the economic environment, that he would pause his own merit increase from 2019, which I also think reflects on the tremendous character that he has and the passion for the City. Council Member Frye stated reminding the public that this is a two-year evaluation, we did the 2019 evaluation in 2020 but decided to defer the compensation because of the economy and then this last summer, Mayor Whipple, Council Member Tuttle and I informed the group along with the rest of the Council in Executive Session to do the 2020 evaluation. Stated we are playing a little catchup but is over a two-year period. Stated the 2021 evaluation will take place next year and thanked the City Manager for the work that he has done, the last two years have been difficult, and you have done a great job leading us through that and helping us be better informed and make good decisions. Stated we have had robust policy discussions but with your leadership especially with the staff and the concerns going through the last two years has been fantastic. Council Member Tuttle stated when we were evaluating and looking at the last two years performance, there was an extremely long list of accomplishments and would like to highlight a few of them for the public a few things that we thought were mentionable: the small business portal that we have; our Places for People plan; the Multi-Modal Transit Center; the Walter's Branch Library in District 3; the branch library study; North Junction federal funding, which is huge not only for our community but for our region; the Northwest Water Treatment Facility federal funding; COVID response; affordable housing fund; Clapp Master Plan phase 1; PPE for small businesses; South Lakes Pickleball Complex; Federal funding for businesses COVID recovery; ARPA expenditure plan; park, recreation, Cultural Services Manager; ASR Federal funding; abandoned building demolition process improvements and the grocery/food desert study. Stated those are just a few of the accomplishments in the last two years and with the altered work environment that we all had and a true change in our community, you have navigated us so well. Page 6 CITY COUNCIL PROCEEDINGS JANUARY 4, 2022 Mayor Whipple asked if anyone from the audience wished to speak on this item, no one came forward. Vice Mayor Johnson stated I appreciate Bob's leadership throughout my term in office but especially through the last two years with everything that was going on. Stated you have been a steady leader and keeping us informed and helping us to make the best decisions that we can for the City and that. Mayor Whipple stated I have received somewhat of a push back on this process when it comes to the Manager and wants to make some clarifications on how the process has been and where we are going with it. Stated when we evaluate the City Manager it is almost a rubric that we are weighting the next evaluation against. Stated when folks who have reached out and said, I disagree with this right here so the City Manager shouldn't get a raise; we have to stay professional and focused on what came out of our sessions when we decided what would be as a group, what would be weighed against the Manager for consideration. Stated I want to make it clear that there are specific criteria that was discussed during these meetings in which that is what the evaluation is graded off of and frankly that is the way it should be, it shouldn't be done based off of emotion. Stated I have also received some concerns about the raise and wants to highlight what Council Member Tuttle said, this is a two-year raise, our City Manager, because of the economic climate, decided not to take the first raise during that year because we were balancing the budgets. Stated we are now financially better as a City so we are giving him the raise in which he earned and hasn't received from the work in 2019. Stated this isn't just one big lump raise, this is catching up and every employee got a raise in 2019. Stated we did not look to punish our employees during the 2020 budget cycle because of COVID. Stated the City Manager chose not to take his raise because of the economic climate at that time, so now we are just making him whole from what he earned in 2019. Stated further this is 2020's evaluation, we should have got this out earlier and believes our ordinances says we should be doing this in June or July. Stated moving forward, I hope that we will get this back on schedule because I think it is confusing, this is not a reflection of 2021, this is 2020's, so we should be working on 2021's evaluation in the next couple of months. Stated folks have reached out and said the salary for this position is a lot and I think that those sentiments are taken out of context. Stated I think you have to look at other public employees who have similar responsibilities. Stated when I did some research I looked into the top paid people at WSU. Stated there is about five to 10 people that make more than our City Manager does. Stated I looked into superintendents and other types of public employment that has similar responsibilities and frankly our City Manager position makes the bottom tier of the type of salaries we should compare him to if we were to be objective, which is to compare him against his peers and not just throw out a number out there without putting it into context. Stated it is very important for the City of Wichita, we want the best people to work for us, we want to attain the best people, so this salary should reflect what peers are making not only in other cities but even in our region and right now I think our Manager is towards the lower tier when compared to other similar public employees in similar leadership roles. Stated moving forward in the evaluation process, I have suggested that we get more data, I want to make sure moving forward that we have data from the directors, stakeholders in that we could get public opinion not so much on an individual because I think it become politicized, but also data on the functions of that individual oversees; how do people feel about our Aquatics Plan, how are the experiences over at our golf courses. Stated I think that we should have more object-able data as we move forward and plans working with this Council and the next Council to ensure we have much more data to work off of so that we can be more efficient when it comes to these performance evaluations. Council Member Cerullo stated I will be supportive of this vote today but at the same time I am responsive to what the Mayor is saying. Stated I am hearing overwhelmingly in my district from the people who are active the most in terms of the Manager's salary and what point is enough, enough. Stated I get that we have to stay competitive, we have to keep our Manager's salary competitive with the goals and the objectives that are placed in front of him or her. Stated after this raise our Manager will be Page 7 CITY COUNCIL PROCEEDINGS JANUARY 4, 2022 making a quarter million dollars a year and to the many people, an overwhelming amount of people in District 3, that is hard to fathom. Stated I have to represent my people and make it known that this is tough for them to accept. Stated I do Bob thank you for your service, I agree that you have done a wonderful job for the City of Wichita, I don't deny that. Stated in my short tenure here on this Council, I have appreciated your advice, suggestions, and everything that you have done to help guide me in things I didn't know about, and I appreciate that. Stated along with the advice from my fellow Council Members as well, I thank you for your service to the City. Mayor Whipple stated again to put the money figure into context, a recent story said the President of WSU makes over $400,000 a year. Stated our school superintendent makes over $300,00 a year according to an article. Stated our City Manager manages over 2,000 employees and the way our system is set up, my job as an elective is to direct the City Manager to look into pothole complaints. Stated there is a firewall between the electives and the City Manager side who with that is not an easy job. Stated I think if we want to attract and retain good managers to our City, we have to have a realization of the ecosystem in which they work in. Stated we don't want our City Manager to be the lowest on the scale here when it comes to regional salaries and when it comes to his peers in our region. Stated I agree that out of context it sounds like a significant salary, but when you weigh it up against people who work in our City who have similar responsibilities or someone at a lesser level because they are not running our entire City; it is very comparable. MOTION: Council Member Frye moved to approve the City Manager’s Performance Evaluation and Compensation increases as described above. The 2019 increase is retroactive to December 14, 2019, and the 2020 increase is retroactive to December 12, 2020. Motion carried 7 to 0. XI) COUNCIL MEMBER APPOINTMENTS AND COMMENTS 1.) Board Appointments. (NONE) Council Member Claycomb stated today is my last meeting as a City Council member and wanted to say that it has been an honor to serve the residents of District 6 and the residents of the entire City. Stated it has been an absolute pleasure to serve with my City Council colleagues, I have learned a lot from you and have enjoyed collaborating on many projects during my four years. Stated it has been a privilege to work with a really talented and experienced staff and I can't say enough about our staff and how they have helped me during my four years and helped the residents of this City. Stated I don't think people appreciate sometimes how much our staff really cares about this City and residents, which is a tribute to the City Manager's leadership and to our staff that we have here. Vice Mayor Johnson stated it has been an honor to serve with Council Member Claycomb as well, I appreciate all your service to our City and your district. Stated I thought you did a great job as a Council Member, and it has been fun to work with you as well. Stated Council Member Cerullo got appointed a few months ago, it has been great to work with you and appreciates your insight, advice, and conversations we have had and thank you for your service to the City.
