Call to Order
Bill Wynne called the meeting to order at 6:30p.m.and proceeded with the first order of business.
Approval of Agenda
Roseboro (Domitrovic) made a motion to approve the agenda as submitted. Motion carried. 6:0

3. Park and Recreation Report

4. Fire Report
Captain Bahr, Wichita Fire Department advised that there were 44 fires in total for 2012
44 accidental fires (12 in District 1)
29 incendiary fire (9 in District 1)
12 fire cause undetermined (2 in District 1)
3 fire under investigation (1 in District 1)
Bahr advised that there were 4 incidents in July that totaled $1.2M in damages. The incidents
included:
North Glendale where a 2 year old was injured
E. 10th Street there was improper use of fireworks - fireworks were put in the trash can
Cooking fires
Attempted suicide
Chief Snow advised that the Fire Department had 8 youth working with the Fire Department
through the Way to Work Summer Employment program.
Snow advised that FREE smoke detectors or batteries were available – and anyone was eligible.
Snow advised that they should contact the Fire Department at 268-4510 to get smoke detectors
and/or batteries installed at their home.
Snow advised that they will begin giving away carbon monoxide detectors beginning in the Fall.
She also noted that they will be hosting the Wichita HOT in September.
Twila arrived at 6:39 p.m.
Bill Wynne thanked the Captain and Deputy Chief for their updates.

5. Police Report
Officer Schwiethale Beat 21, Wichita Police Department advised that there were no major
increases in activity in his area. He noted that WPD is working to identify more ways to handle
crowd control.
Officer Bussard Beat 47, Wichita Police Department advised that there was a drive by
shooting in the 2600 block of North Parkway. He noted that no one from the neighborhood
called 911 and that when they had the “IMPACT” meeting they encouraged neighbors to
contact 911 one when they hear and/or see activity that is inappropriate. He also noted that
during the “IMPACT” meeting they were able to connect with twenty-six neighbors.
Bussard noted that he had received information that the Union Rescue had seen a decline in
food donations. Bussard indicated that he worked with his Captain and got approval to have a
can drive across bureaus and was able to provide 7 crates of food within a 2 week period.

Bussard noted that he was working with LaShonda Garnes on a “Safe Steps to School”
program for the Mueller Elementary. He noted that there would be an increase in the number
of kids walking to school, and the goal of the program was to address safety concerns because
of the number of kids that would now be walking.
Roseboro wanted to know if the Union Rescue Mission was real short on food. Bussard
advised that yes the food pantry needed food donations.
Officer Feuerborn Beat 43, Wichita Police Department advised that there has been in an
increase in residential burglaries. He noted that 15 reports had been made over Beat 43, 44, and
45 regarding residential burglaries. Feuerborn noted that the suspects have ties on the south
end of town. He noted that the burglaries are similar in nature but not all related. Feuerborn
advised that they are stealing electronics and food. Feuerborn advised that two of the suspects
are juveniles (15 and 16) and both are run-a-ways.
Feuerborn also noted that there was an increase in gang activity in the 1300 block of Piatt. He
has reports of shots fired, disturbances of large groups in both the 1000 and 100 block of
Madison as well.
Janet arrived at 6:52 p.m.
Roseboro wanted to know if any other beats were experiencing gang activity.
Feuerborn advised yes other Beats are experiencing issues but this is normally the time
of year that we see gang activity increasing.
Feuerborn also informed the DAB that there was a shooting at 13th and Oliver.
Officer Dautrich Beat 31, Wichita Police Department advised that residential and
garage burglaries are up. He noted that they have some special assignments scheduled
and that they doing more patrolling and using undercover vehicles to assist with the
assignments.
Dautrich noted that in the 1200 block of Dellrose they are dealing with a problem
house that has several large bikes in street causing traffic issues. He noted that they are
working with the landlord to try and address the issue.
Dautrich advised that Officer Johnson completed the survey with the residents near
Schweiter Park and attempted to contact 50 neighbors and actually made contact and
received a response from 31 neighbors, 10 were non-responsive, 4 properties were
vacant, and 5 were busy.
He noted that the survey showed that 84% of residents liked living in the area. 50% use
the park weekly and 90% of the respondents were willing to work with WPD to address
concerns. The survey also noted that the top 3 concerns for the area were: trash, drug
activity, and traffic flow. The survey also noted that the majority of the residents felt
safe in the neighborhood.

New Business
6. CON2012-00034
Derek Slocum, Planning Department presented information of the request for a conditional
use permit for a Day Care located at 1001 N. Ohio. Slocum advised that the applicant New
Hope Missionary Baptist Church would like to open a daycare that will serve up to 60 children
per day, Monday through Friday from 6 a.m. – 6 p.m. The daycare will serve children from the
ages of 2 weeks to 12 years of age.
Slocum advised that the church would not be making any changes to the building and that
parking was available to the south of the church.
Slocum advised that staff was recommending approval subject to the conditions listed in the
staff report:
The conditional use permits the establishment and operation of a “day care, general,” as
defined in the Wichita-Sedgwick County Unified Zoning Code. The “day care,
general” use shall be developed and operated in general conformance with approved
site plan, and all applicable local and state regulations.
The maximum number of children allowed to be cared by the day care is sixty. The
hours of operation shall be Monday through Friday, 6:00 a.m. – 6:00 p.m., year-round,
excluding major holidays.
If the Zoning Administrator finds that there is a violation of any of the conditions of the
Condition Use, the Zoning Administrator, may, with the concurrence of the Planning
Director, declare that the Conditional Use is null and void.
Action Taken: Board recommended approval based on the staff recommendation. (Domitrovic)

7. CON2012-00037
Derek Slocum, Planning Department presented information on the request for a conditional
use permit for an accessory apartment at 129 N. Poplar. He advised that the current zoning is
Two-family Residential and that there is currently an accessory structure already at the property
and the owner plans to raze the existing structure and replace it with a new accessory
apartment.
Slocum advised that the applicant will need to submit a revised site plan before final approval;
however, based on the information available, staff is recommending approval subject to the
conditions listed in the staff report:
The Conditional Use permits one single-family accessory apartment on that part of Lot
20 beginning 65 feet west of the southeast corner northwesterly to a point on the north
line 35 feet east of the northwest corner, thence west 35 feet to the northwest corner
south to the southwest corner east 65 feet to the beginning and Lots 22-24, Poplar St.
Oliver’s Subdivision, Block 5, Chautauqua Addition (129 North Poplar). The site shall
be developed and maintained in general conformance with the approved site plan, and
in conformance with all applicable regulations, including but not limited to: local

zoning, including Article III, Section III-D-6. A.(1)-(4); building, fire and utility
regulations or codes. The revised site plan shall include a description of the materials
to be used on the exterior façade on the accessory apartment.
A revised site plan shall be submitted prior to final approval of the resolution
authorizi8ng the accessory apartment that depicts the perimeter of the subject site,
dimensions, existing structures, parking and driveway areas, utility easements, street
names, north arrow, etc.
If the Zoning Administrator finds that there is a violation of any of the conditions of the
Conditional Use, the Zoning Administrator, in addition to enforcing the other remedies
set forth in Article VII hereof, may, with concurrence of the Planning Director, declare
the Conditional Use null and void.
Roseboro wanted to know what the size of the accessory apartment would be. Slocum advised
46 X 28 foot or 1288 square feet.
Wynne wanted to know if the rough draft of the site plan come from the applicant or Planning
Department. Slocum advised the applicant.
Action Taken: Board recommended approval based on the staff recommendation. (Domitrovic)

Updates, Issues and Reports
Roseboro advised that there next meeting would be August 23rd.
Wynne advised that Council Member Williams was hosting an Economic Development Town Hall
on Saturday, August 11th at Atwater.
Roberts advised that the bed bug issue had been remedy and that the problem was isolated to fabric
covered furniture.
Chaloupek advised that Linwood have a successful clean up loading 3 packers and 135 tires.
With no further business, the meeting adjourned at 7:20 p.m.
