Call to Order
Council Member Williams called the meeting to order at 6:35p.m.and and welcomed staff and guest.
She thanked everyone for coming and proceeded with the first order of business.
Approval of Agenda
Roseboro (Wilson) made a motion to approve the agenda as submitted. Motion carried. 5:0
Approval of Minutes
August minute corrections: page 2: Fire Department statement should read detectors not
equipment. The heading for the fire report needs to be changed from Police to Fire.
Roberts (Chaloupek ) made a motion to approve the minutes with the noted corrections. Motion carried.

Council Member Williams then asked each Board member to introduce themselves and the area
they represent. She noted that we have one new Board member and expects to have one more.

4. Fire Report
Captain Newby, Wichita Fire Department provided the statistics for July 2012
82 All Fires
666 EMS & Rescue Alarms
211 Service Alarms
Newby advised that they will have a 9/11 remembrance at Lincoln Park and will release a dove at
10 a.m. He also noted that the State Firefighter memorial would be held on October 14th at 10
a.m.
Newby reminded the Board and community to remember to check furnaces, change filters, and
check smoke alarms. He noted that there would be more to encourage that in the month of
October.
Rich wanted to know what was included in service calls. Newby advised those calls would
include hazardous material calls, smoke in the area, anything non EMS or Fire related.
Roseboro asked if Newby was aware of what was occurred Sunday at 1:15 p.m. at 21st &
Edgemoor. Newby indicated he was not sure. Council Member Williams noted she believes it
was the call regarding Mr. Jackson of Jackson Mortuary as he passed on Sunday.
Newby advised that Fire Station had a code blue call and was able to revive the individual. He
credits this to their new CPR program.
James wanted to know if the increase in fires just in District 1 or citywide. Newby advised that it
was across the city.
Heflin wanted to know what the protocol for monitoring fire hydrants is. Newby advised that is
the responsibility of Public Works and they proactively check them. Heflin then asked if there
was a pressure check done as well. Newby advised that would be done through Public Works as
well.
Wilson asked Newby to elaborate on the new CPR program. Newby advised that the Fire
Department not will initiate CPR manually before shocking. He indicated that they have being
using this approach for over 6 months and the results have been great.

5. Police Report
Officer Feuerborn Beat 43, Wichita Police Department advised that officers from Patrol
East could not attend tonight’s meeting but wanted to inform the Board that there would be a
“Stranger Danger Awareness” program at Schweiter Park on September 15th at 10 a.m.
Feuerborn advised that Officer Weber was on a one week rotation and could not be
here tonight.
Feuerborn advised that they have seen an increase in burglaries on Beats 43, 44 42, 48,
and 45. He indicated that there were seven cases in the area 16-th – 19th and
Matthewson – Piatt. He indicated that there were two suspects in custody and they may
be related to other cases. Feuerborn also advised that one of the suspects in custody caused
a short car chase to occur. Feuerborn also noted they have some special assignments planned
for these areas.
Feuerborn advised that in the 3400 block of Country Club there was an increase in burglaries
and that in two of the cases fingerprints were recovered and suspects have been arrested. He
advised that it is important to make sure your areas are well lit, that these burglaries had entries
from back door of homes.
Feuerborn advised that they have seen an increase in gang activity on Beat 43 and 44. He
indicated that there was an identified hot spot between 11th – 15th and Grove to Lorraine, with
nine open cases: Beat 43 (5) and Beat 44 (4). Feuerborn indicated that there was person
related to two of the cases.
Feuerborn advised that they are working on gang suppression and conducting surveillance.
Feuerborn advised that Old Town is increasing in the number of Officers in the area.
Roseboro asked if the gang activity was only increasing in other areas. Feuerborn advised yes
in Old Town and the East Bureau. Roseboro also asked how many Officers were taken from
others beats to support Old Town. Feuerborn advised that Patrol South sends Officers from
there bureau, but typically other bureaus don’t have Officers in Old Town unless there is
something happening and they are not needed in their area. He also noted that the Old Town
Association also hired off duty Officers to work in the area.

New Business
6. Lights on the River – Holiday Boat Parade Event
Rebecca Lewis, Environmental Health Department presented information on the Lights on
the River event scheduled for December 1st. Lewis advised that she served on the RiverCity
WRAPS committee. Lewis explained that Lights on the River is a free family-friendly event
that highlights Wichita’s best natural asset each holiday season – the Arkansas River. She

noted the event is expected to draw as many as 5,000 visitors. Lewis advised that the night
parade will conclude with a stunning firework display and a visit from Santa and his reindeer.
Lewis explained that RiverCity WRAPS’ mission is to develop and implement water quality
improvement projects in the community that restore and protect the overall health of the river’s
watershed ecosystem. She noted that this even t is one of many that will RiverCity WRAPS
would be responsible for.
Lewis advised that event is planned for audience engagement and participation. She indicated
that each both would have different messages with tips on what Wichita residents can
personally do to improve the City’s water quality, such as pick up after your pet or direct
downspouts away from paved surfaces. Participants would then be able to volunteer on the best
tip and decorated boat.
Lewis advised that there are both volunteer and sponsorship opportunities available.
Volunteers are needed to help plan and coordinate the following activities:

Event Security
Boat Staging and Launch
VIP Party and Decorations
Food and Beverage Vendors
Sponsorship and Advertising
Day of Volunteers
Event Marketing and Communications
Lewis advised that as a sponsor, your business would receive many advertising benefits such as
ad placement in the newspapers and web sites along with other promotional ads on billboards
and possible television and radio spots, depending the on the level of sponsorship. The different
sponsorship levels are:
Fireworks Sponsor - $12,500
Corporate Sponsor - $5,000
Clean River Sponsor - $2,000
Patron Sponsor - $1,000
Event Sponsor - $500
Heflin wanted to know if $500 was the smallest sponsorship available. Lewis advised that they
would welcome all sponsorships. Lewis noted for more information to go

Chaloupek wanted to know if the silting would be taken care of before the event. Lewis advised
no not before the event. Heflin noted that it is at different levels around river.
James wanted to know if they had been in contact with the WSU rowing team. Lewis advised
that they were sent a letter but a follow up was needed.

Wilson advised that A Price Woodard would be meeting on September 20th and that they will also
participate in the Celebrate Safe Community events on October 2nd.
Williams asked the Board if there was any additional information they wanted on gangs. Board
noted that they would like to better understand how to identify gang members, the difference gang
colors, and how to determine if graffiti is gang related. Williams asked Garnes to request this
information from Officer Feuerborn.
Roseboro advised that WIN would be meeting with City Department Heads in September. He noted
that North East Heights would be meeting on the 4th Thursday of September as well.
Domitrovic advised that there would a safety and clean up event at Rivera Park on Saturday,
September 15th. She noted that the Tri-S coalition is working on a project with AARP.
Heflin thanked Park staff for mowing the park better. He also ask for a status update on
neighborhood clean ups. Williams asked Garnes to give an update. Garnes advised that the program
design was being evaluated by staff and that the first presentation of the new program design would
be at the WIN Board meeting on Thursday. She advised that the program would look different as
staff was given the direction to develop the program based on new funding levels.
Citizen advised that he thinks it is unnecessary to mow grass when it doesn’t need to be mowed. He
indicated that he has watched them come over to Edgemoor Park and the grass did not need to be cut
several times when they cam over to mow the grass. He suggested that maybe a modification in the
contract needed to occur.
James reported that there would be a concert at Koch Arena on October 20th. He advised that Student
Government funded $6,000 in 2012 to student associations. He noted the following issues on the
WSU campus: new benches, campus safety, new campus garden, and that they are looking at
recycling glass. James that Marcus McNeal, former Mayor of Mayor’s Youth Council is looking to
start a Shocker Investment Society and if successful this would be a great addition to WSU.
Roseboro advised that WIN would be meeting Donte Martin and Deb Legge to discuss
environmental court at 2p.m. at Atwater.
Williams explained that the new President at WSU is involved in the community and is looking for
ways to connect. She noted that he is interested in working with the Young Professionals of Wichita
on an Enhance Community project in 2013.
Williams advised that she went to a ground breaking near K-96 & Oliver for a new apartment
complex. She indicated that they are later going to add retail and office space to the campus.
Williams gave an update on the concerns she has received from Shadyway Plaza advising that she
would be meeting with the owners to discuss, as well as, meeting with the residents to discuss their
concerns.
Williams advised that the 13th Street project has started and hopefully they will move to 9th Street
next.
Wilson advised that CNAC will now administer the Neighborhood Pride Campaign in the northeast
part of District 1. She noted that volunteers are need to judge the nominated properties.

Janice Williams, 2003 N Hydraulic wanted to know why Officer Weber had not been attending any
of the Power Neighborhood Association meetings. She also wanted to know how to get something
done about loud music being played in the neighborhood. Williams advised that she should call 911.
Evelyn Echols, 2018 N Hydraulic stated that somehow the laws for the noise ordinance needed to be
changed as neighbors should not have to deal with the constant disturbance. Yes also noted that there
is a lot of illegal dumping near 17th & Hydraulic. Echols advised that they are have some leadership
issues with the Power Neighborhood Association. She advised that the President had been in the
hospital since June and that the Vice President had moved out of the neighborhood. She advised that
their next meeting would be September 24th at the North East Senior Center and needed some help on
re-energizing and finding new leadership. Williams asked Roseboro if WIN could assist. Roseboro
stated yes.
