DISTRICT ADVISORY BOARD (DAB) I MEETING MINUTES Monday, February 4, 2013 6:30 p.m. Atwater Community Center, 2755 E. 19th, Wichita, Kansas 67214 Members Present Members Absent Guests Brandon James KC Ohaebosim Charlotte Buckmaster Beverly Domitrovic Janice Rich Gerry Domitrovic Twila Chaloupek Aaron Mayes Janet Wilson James Roseboro Dan Heflin Bill Wynne David Buckmaster City of Wichita Staff Present Officer White Beat 32, Wichita Police Department Officer Carlson Beat 21, Wichita Police Department Officer Watson Beat 45, Wichita Police Department LaShonda Garnes, District 1 Neighborhood Assistant Order of Business Call to Order Wynne called the meeting to order at 6:31 p.m. and welcomed staff and guest. Approval of Agenda Roseboro (James) made a motion to approve the agenda as submitted. Motion carried. 6:0 Approval of Minutes Roseboro (Wilson) made a motion to approve the minutes as submitted. Motion carried. 6:0 Twila Chaloupek arrived at 6:33 p.m. Public Agenda Council Member Williams arrived and welcomed new Board members David Buckmaster and soon to be appointed Aaron Mayes. Council Member Williams expressed her appreciation and gratitude for them joining the District 1 Advisory Board (DAB). She informed the Board that she would not be the staying for the meeting, since it had a limited agenda. She advised that she would be attending the Sunnyside Neighborhood Association, since she is generally unable to attend their meetings because they are scheduled on the same night at DAB. She thanked everyone for coming. 1. Agenda Items District I Advisory Board Minutes February 4, 2013 Page 2 of 4 Brian Baldry and ? from Farm Bureau Insurance presented information on how they would be able to assist Homeowner Associations and Neighborhood Associations in educating homeowners on how to keep their homes safe. Baldry advised that they wanted to raise awareness, build strong local communities, and help in keeping neighborhood safe, and hold question and answer sessions. Baldry talked about how when crime rates are decreased it would also decrease insurance rates, creating a stronger community. ? stated that Farm Burean could help by providing education and prevention tips on theft, vandalism, fraud, storm damage, property values, and group activities. She indicated they also have personal services that can assist with reducing claims for homeowners and neighborhoods. She quoted a West African saying “No one is without knowledge except he/she who asks no questions.” Baldry stated that they want to help n the community. Roseboro wanted to know if they provided insurance for nonprofit Boards. She stated yes. Wynne asked if they could provide a map of a particular neighborhood identifying which area has which rating. She stated yes that information would be township. Dan Helfin arrived at 6:45 p.m. Chaloupek wanted to know what township 67211 was a part of. Danielle advised that she would have to check to be sure. Baldry added that this information we could bring to the specific Homeowner and Neighborhood Associations. He stated that they would first me the president of the association to understand the community’s interest. After gathering that data they would develop a presentation tailored to the specific needs and inquiries of the community. Wilson asked if they could insure community gardens individually or in clusters. Danielle advised that she believed they could; however, if they couldn’t they had relationships with other brokers that they could recommend. The Board thanked Farm Bureau for their presentation. 2. Police Report 2 District I Advisory Board Minutes February 4, 2013 Page 3 of 4 Officer White, Beat 32, Wichita Police Department advised that there have been several incidents with individuals identifying them as Kirby Vacuum representatives making contact with homeowners and offering them a service and then coming back at a later date in robbing their homes. White advised there were 4 burglaries in January. He advised the community to not allow anyone in their home and to contact 911 and report suspicious a character. White advised in the East Bureau that they are developing a larceny reduction goal a Nnd they are concentrating on hotels, motels, and big parking lots. Wynne asked if door-to-door salesmen are suppose to have a city license and if the Board could get a sample of what the license should like. White advised that yes they should have a license. Wilson asked if they had a description of the individuals misrepresenting themselves as the Kirby Vacuum representatives. White advised that the description was vague and that there were several individuals with the group. James wanted to know if the larcenies occurred because people left things in sight. White advised that this is generally the cause of most larcenies. James asked if WPD could patrol those areas putting “If I Was A Thief” flyers in the window. White advised that yes WPD does disseminate those flyers. He also advised that now they needed to also educate the motel and hotel owners, so they would educate their guest. Officer Carlson, Beat 21, Wichita Police Department advised parking on Commerce Street is causing some concerns for business owners that they are trying to address. He advised that the Traffic Engineer is looking into this for a solution. Carlson advised that Old Town has now 3 cameras up and running and are waiting for 1 additional camera to be installed. Officer Watson, Beat 45, Wichita Police Department advised there were 9 Beats in Patrol North that he would be reporting on. Watson advised the Board of the following crime statistics for January for Patrol North: Aggravated Assault w/firearms 4 Aggravated Assault/Other 2 Aggravated Assault/Domestic Violence 4 Aggravated Assault on Law Enforcement 1 Aggravated Battery 5 Aggravated Battery/Domestic Violence 3 Robberies 4 Burglaries 14 Homicides 2 1700 E NE Parkway (individuals drove to Quik Trip) 1700 E 23rd St (4 individuals taken into custody – 3 arrested/juveniles) Roseboro asked if he could give the Board the addresses for the burglaries on Beat 47. Watson advised that there were 6 burglaries on Beat 47: 3 District I Advisory Board Minutes February 4, 2013 Page 4 of 4 2700 block of Chautauqua 2200 block of Minneapolis 4900 block of Pembrook 2200 block of Minnesota 2300 block of Grove 2400 block of Minnesota James asked what were the motives of the juveniles involved in the homicide. Watson advised that he did not have that information, but even if he did he wouldn’t be at liberty to discuss the case as a community person could be called to be a jury member on the trial and that would be impact the case. Wynne asked why there is never a report from Beat 38 at the DAB meeting. Garnes advised that she would get with the Community Police Officer for a report. Watson advised that he would also talk with Patrol East to see if they could send a report of all the Beats that encompassed District 1. Wynne thanked Officers for their reports. Action Taken: Received and filed. Updates, Issues and Reports Wilson advised that she would be giving a report to the City Council at the end of February on the activities of CNAC. Chaloupek advised that they are still looking for a meeting space. Domotrovic reminded everyone that the District 1 Breakfast was February 9th. Roseboro advised that Northeast Heights would meet on the 4th Thursday of the month. Each presentation is limited to five minutes unless extended by the Board. 1. Agenda Items Farm Bureau Financial Services, Danielle Bishop will present information on things that matters most to homeowners, providing preventive actions they can take to reduce claims, or to detour a thief, and other examples to protect their investment. Recommended Action: Receive and file. 2. Off Agenda Items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Staff Reports 3. Fire Report Fire Department will provide information on activity in District 1 community. Recommended Action: Receive and file. 4. Police Report Police Department will provide information on activity in District 1 community. Recommended Action: Receive and file. Board Agenda 5. Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board Members to report any activities, events, or concerns in the neighborhoods and/or Council District.
