DISTRICT ADVISORY BOARD (DAB) I MEETING MINUTES Monday, November 4, 2013 6:30 p.m. Atwater Community Center, 2755 E. 19th, Wichita, Kansas 67214 Members Present Members Absent Guests Beverly Domitrovic Donald E. Approval of Agenda Wynne (Heflin) made a motion to approve the agenda submitted. Motion carried. 12:0 Approval of Minutes Wynne (Heflin) made a motion to approve the minutes submitted with two noted corrections. Motion carried. 12:0. Public Agenda 1. Police Report Officer Watson, Beat 45, Wichita Police Department advised that that there had been many recent auto thefts. He further mentioned that many of the motorcycles stolen were related to a meth ring. Heflin asked if the stolen vehicles were a City wide trend. Officer Watson answered that he was unaware of the auto thefts being a recent City wide trend. Officer Long, Beats 31, 32 & 36 advised that there had also been a rise in auto thefts on the Eastside of the City. Commonly these auto-thefts were motorcycles being stolen at apartment complexes. There has also been an issue of motorcycles being stolen at dealerships. Officer Long shared that there had been a shooting that occurred. The suspect had been identified and an impact meeting has occurred with the community. Officer Long mentioned that there have also been a number of complaints about the Hill Bar and Grill near Douglas and Oliver about traffic. Police are working to with KDOT to put up signs to help reduce these problems. Heflin inquired about a nearby neighbor disturbing his neighborhood at 7 AM and asked the officer how he should approach the situation. Long responded that the police for that Beat should be contacted to talk to the neighbor. Officer Recio, Beat 23, advised that there had been a rise in auto thefts at the Downtown Y.M.C.A. A number of people arrested fit the video at the Y building. These people were not members of the Y. CM Williams thanked the Officers for their report. Action Taken: Received and filed. New Business 5. Consolidated Plan Priority Needs. Mary K. Vaughn, Director, Housing and Community Services, presented on the Consolidated Plan Priority needs. Vaughn elaborated that the City of Wichita needs a 5-year consolidated plan for projected expenditure area. Vaughn expressed that public input is essential in determining where funds may be allocated. Housing and Community Services is using a survey that may be obtained on their website and Activate Wichita to receive input. Wilson asked if Housing and Community Services funding was use or lose. Vaughn responded that the funding may carry on into the next year. 2 District I Advisory Board Minutes November 4, 2013 Page 3 of 4 Miles asked if there was more demand for than what Housing and Community Services had for services. Vaughn responded that there is more demand for services than the availability. Wilson thanked Mary K. Vaughn for taking furloughs. Vaughn requested that surveys from the District I be returned the week before Thanksgiving on November 22nd. Action Taken: Reviewed and commented. 6. Nomination of Grants Review Committee Representative-District I Mary K. Vaughn Director, Housing and Community Services, presented a request for a District I nomination for the Community Service Block Grant Review Committee. Vaughn stated that meeting times for the committee are January 28, February 5 and February 6. CM Williams asked if there were any board members interested in being nominated for the Community Services Block Grant Review Committee. Aaron Mayes and KC Ohaebosim were nominated for the CSBG Review Committee. 7. ACT ICT Lashonda Garnes presented about the third and final phase of the City’s community engagement efforts, ACT ICT. She thanked District 1 for their participation in the engagement efforts. Board Agenda 8. Updates, Issues and Reports Roseboro thanked his fellow District Advisory Board members for not approving the zoning the last month. Steven from 31 East Boston announced that there is a meeting about postal worker dog bites that is going to occur at the United Way Building on 245 N. Water Street. Wilson stated that on November 21st there is a Neighborhood Say Thank You Dinner at 1045 N Madison at 6:00 PM. Rich encouraged citizens to attend the meeting the Postal worker dog bite meeting. Wynne announced that there is going to be a groundbreaking for a new children’s home complex next Monday November 11. Wynne also that on Tuesday November 12 there will be a hearing for McConnell Base hearing for a tanker location. Heflin praised the improvements made bridging Sleepy Hollow and Roosevelt. 3 District I Advisory Board Minutes November 4, 2013 Page 4 of 4 9. Each presentation is limited to five minutes unless extended by the Board. 1. Agenda Items No items submitted. 2. Police Report Police Department will provide information on activity in District 1 community. Recommended Action: Receive and file. New Business 5. Consolidated Plan Priority Needs Mary K. Vaughn, Director, Housing and Community Services, will present on the Consolidated Plan Priority Needs. Recommended Action: Review and comment on community priority needs. 6. Nomination of Grants Review Committee Representative – District II Mary K. Vaughn Director, Housing and Community Services, will present on a request for a District I nomination to the Grants Review Committee. ACT-ICT Donte Martin, Director of Municipal Court, will present on ACT-ICT the third and final phase of a community engagement process to gather input directly from citizens on their vision for Wichita’s future, the top priorities and preferred method of funding. Recommended Action: Provide comments. Board Agenda 8. Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board Members to report any activities, events, or concerns in the neighborhoods and/or Council District.
