Council Member Lavonta Williams called the meeting to order at 6:30 p.m. and welcomed staff and
guests.

Mayor’s Youth Council (MYC) Introduction
Robert Hovenkamp introduced the Mayor’s Youth Council- Hovenkamp informed the Board
the MYC has several community service projects to complete during the year and the MYC was
also interested in learning how government functions.

DAB Member: What community service projects did MYC work on in 2013?
Aaron Lewellyn: Jump Start, which is a program that will allow the youth to learn about
positives and negatives in high schools. Other projects are: Operation Holiday, Children’s Home,
A Night with Santa, reception with the City Council and Mayor, State of the City Address.
DAB Member: In 2014 what will you do? Lewellyn: The MYC will do a Sticker Shop
Campaign, which will consist of posting stickers on windows at liquor stores to prevent minors
from buying alcohol. The MYC will also go the Capitol to meet state representatives, various
community service projects, Young Leaders across Wichita and attend National League of Cities.
Hovenkamp: Aaron will also introduce the Mayor at the State of City Address.
CM Williams: There are several meetings to attend to get some ideas of questions to ask when
you visit the Capitol. Also, participation in Love Wichita would be a great project.

Action Taken: None
4. Police Report
Officer L.J. Carlson, Beat 21, reported cars had been broken into during mid-November through
mid-December. Video footage of the break-ins was viewed by police officers. “It’s excellent to
see video footage to help with faces, tags, etc.”
Police activity has increased around bar and club areas. Community Police and SCAT are
patrolling the Old Town area. The Police Department has had meetings with bar and club owners
to be on the same page. Auto thefts and burglaries are down. A lot of effort has gone into
reducing the rate of auto thefts. Vehicular theft is the largest area of theft in the city.
DAB Member: What percentage of police is in Old Town at night? Officer Carlson: The
percentage increases on weekends and at closing time.
CM Williams: Walkers and Jetty’s has been open for a couple of weeks. Has there been any
trouble? Officer Carlson: Just license and parking issues.
Officer Bussard, Beat 47, reported Hope for the Holidays that took place during Thanksgiving
and Christmas, was a great success; 200 meals were delivered to families in need. There has been
an increase in auto thefts, mostly from people warming their cars in the mornings and leaving
them unattended. Police have visited a city housing property on 26 th Street for drive-by shootings
on several occasions. Two families that are associated with rival gangs live on the same block.
Police are working with the City Law Department, the community and staff to see if they can
move the families for the safety of the neighborhood. After speaking with the neighbors in the
area, street lights have been added. Reports of three drive-by shootings have occurred in the area
within the last three months.

DAB Member: Are you looking to re-locate either families or just one? Officer Bussard: If we
could get one family to relocate, issues between the two families would reduce.
DAB Member: If the police are continuously called out to a specific apartment within city
housing- is it considered grounds for removal? Officer Bussard: Yes.

New Business
1. CON2013-00029
Bill Longnecker, Metropolitan Area Planning Department, presented on city conditional use
request for ancillary parking on a TF-3 Two-Family Residential zoned property. Location: West
of Oliver Avenue on the northeast corner of Belmont Avenue and 13 th Street North.
DAB Member: What did MAPC say? Longnecker: The planning commission recommended it
unanimously.
DAB Member: Fencing along Belmont should be higher than 3 ft. It could potentially lead to
noise and traffic that will disturb neighbors. Jay Storey, Applicant: It was reduced to 3ft for
headlight view to allow vehicular traffic to ride along Belmont.
DAB Member: A cedar fence is not good enough; it should be a concrete wall, because after a
few years a cedar fence will deteriorate. Storey, I will continue to maintain the fence around the
property.
Citizen: Questioned the usage of water for the property landscaping. Storey: Water efficiency is
an absolute priority. Usage will be what the city requires.
Action Taken: Motion to approve item was made, properly seconded. Motion carried 10:0.
1. ZON2013-39
Bill Longnecker, Metropolitan Area Planning Department, presented on a zoning site that is
being developed with a medical office and hospital which will: increase a ground sign size from
32 to 96 square feet, increase in building sign size from 32 to 130 square feet, increase in the
number of signs for a business from one to two, the internal illumination of building signs, and a
decrease in ground sign separation from 150 to 100 feet. The applicant intends to continue
medical office and hospital use on the site, but desires increased signage as allowed under
Limited Commercial (LC) zoning.
Russ Ewy, Applicant: Wesley Medical Center has three signs along Woodlawn, which are 60 ft.
from the new sign for the Heart Hospital. Re-zoning is necessary to do a sign which will be 70
square ft. bigger, for an appealing sign.
DAB Member: Will the sign face north east to traffic? Ewy: Yes.
Action Taken: Motion to approve the request was made, properly seconded. Motion carried 10:0.

CM Williams: Reported due to an increase in violent activities at Southeast High School, she
met with the Council of the Elders to discuss school issues and encouraged the Council to become
more involved with the school district.

Bill Longnecker, Planning, will present on a request for a day care general on SF-% Single family Residential
property.
Location: East of Grove Street on the southeast corner of Estelle Avenue and 24th Street North (2821 E 24th St.
N)
Recommendation: Based upon information available prior to the public hearings, planning staff recommends
that the request be APPROVED, subject to conditions listed in the staff report.

Recommendation:
Based on the information prior to the public hearing, MAPD staff recommends the application be APPROVED,
subject to the following conditions listed in the staff report.
7. ZON2013-39
Bill Longneck, Planner, will present a request. The applicant’s GO General Office (GO) zoned site is developed
with a medical office and hospital use. The applicant intends to continue medical office and hospital use on the
site, but desires increased signage as allowed under LC Limited Commercial (LC) zoning. The applicant
submitted a voluntary Protective Overlay (PO) restricting land uses to those permitted in the GO zoning district,
but permitting signage in accordance with LC zoning under the Sign Code, see the attached letter from the
applicant. The application area received three Sign Code variances and one administrative adjustment between
2001 and 2006 (case numbers BZA2001-21, BZA2006-26, BZA2006-34 and BZA2006-36). Those variances and
adjustments allowed: an increase in ground sign size from 32 to 96 square feet, an increase in building sign size
from 32 to 130 square feet, an increase in the number of signs for a business from one to two, the internal
illumination of building signs, and a decrease in ground sign separation from 150 to 100 feet. The addition of an
emergency room to the site prompted the three cases in 2006, as the applicant was concerned with adequate
signage during emergency situations.
Location: East of North Woodlawn and ½ mile south of 29th Street North (2600 N. Woodlawn)
Recommendation:
Planning staff recommends that the request for LC zoning be APPROVED subject to a Protective Overlay with
the following conditions:
1. The subject property shall be limited to those uses as permitted by the GO zoning district only.
2. Signs shall be permitted in accordance with the City of Wichita Sign Code for the LC zoning district. No
building signs are permitted on the south or east building facades facing residential zoning. A pole or monument
sign shall not be permitted on the southern 60 feet of the Woodlawn frontage.
