Call to Order
Council Member Lavonta Williams called the meeting to order at 6:30 p.m. and welcomed staff and
guests.
Approval of Agenda

Burrell Gilmore, Sunflower Community Action Group, presented on “Ban the Box”, which
endorses the need to increase public safety and support the economy by providing job
opportunities for people with convictions. Questions- none.

Carl Ligon, President of Ken Mar NA, appealed to the DAB members concerning the need for
help for the neighborhood to continue the viability and safety for residents. Mr. Ligon commented
that shots were fired in the neighborhood. Reports were made to the police department and no one
received follow-up by law enforcement. Mr. Ligon provided pictures that were taken in the Ken
Mar neighborhood of city violations and asked for central inspectors to work evenings during
spring and summer months, due to issues that may only occur after business hours.
DAB Member: Do you have a record of the reports you made to the police department
concerning the shootings? Ligon: No. DAB Member: Make a list of the reports and we would be
glad to take a look at the reporting log.
Council Member LaVonta Williams, asked who did Mr. Ligon speak with when he made
reports to OCI. Ligon: Tom Stolz, Jay Stalkup and John Godwin.
Council Member Williams: We will ask for Tom Stolz and his staff to come to our next DAB
meeting.
DAB Member: Wichita Independent Neighborhoods, (WIN) meets with city department
managers bi-monthly; these are the types of complaints we should be aware of, in order to be able
to speak on the needs of the community.
Council Member Williams: District I will be starting a pilot program for citizens to take pictures
of city violations (tall weeds and grass, etc.) and send them downtown in efforts to expedite the
process of correcting city violations.

Action Taken: None
4. Police Report
Officer Carl Lemons, Beat 44, reported on stats for his beat. During the month of February: two
rapes, four robberies, 16 aggravated assaults, 19 residential burglaries, five nonresidential
burglaries, 83 larcenies and 16 auto thefts occurred. Most of the larcenies are happening around
liquor stores and Dollar General Stores. Be mindful of warming your cars during morning and
evening hours, your car only takes a few minutes to warm up. Information Meeting Providing
Answers to Citizens, (IMPATC) will be Wednesday, March 5th on the 1700 block of N. Spruce.
The IMPATC meeting is usually done within 72 hours of the incident; or depending on when the
officer gets all the information that is needed to provide to the community. Police are asking that
residents come out and support the meetings to help solve crimes in the community.
DAB Member: When did we decide when the IMPATC meetings take place? Lemons: Mostly;
when a level one offense occurs, IMPATC meetings are held.
DAB Member: Who responds to calls from 911? Lemons: All officers covering the beat area
respond, if they are on duty.

Officer Whyte, Patrol East Beat 32, reported in beat 31 there have been several reports of
graffiti in the Douglas Design District. Police are working on a plan to identify people that are
involved. There have been several burglaries in beat 32. Police have identified three suspects but
no charges have been filed yet. There have been several larcenies to autos taking: jewelry, money
and electronics. The vehicles have either been unlocked or suspects are using a coat hanger or
slim jims to get into the cars. There have not been any reports of broken glass to car windows.
DAB Member: Do we know who is responsible for the graffiti? Whyte: Police are aware that
many of the graffiti markings are not gang related but people like to tag their artwork. Police are
early in the investigations; more information will be available next month.
Officer Recio, Patrol South beat 22 and 23, reported for the month of February, police received
6 aggravated assaults, three auto thefts, while two arrests were made for the auto thefts. One of
the vehicles were left running to warm up at the time of theft. There have also been 36 larcenies
to the area and one homicide earlier during the month of February. An IMPATC meeting was
held due to the crime that occurred. Police issued 148 flyers to the neighborhood and four people
showed.
DAB Member: I am a NA president and I live in the area, I was not aware of an IMPATC
meeting. Recio: Police will try to do a better job of informing NA presidents of future IMPATC
meetings.

New Business
5. O.J. Watson Park
Elizabeth Goltry, Senior Budget Analyst Finance Department, presented on the O. J. Watson
Park Master Plan for the Park and Recreation Department. The goal of the plan is to receive direct
cost recovery of 100% by 2015, in order to be within compliance of the 2014-2015 adopted
budget. The goal of the operation will be adopted by the Wichita City Council to guide operations
and capital investments in the park for the next 30 years.
Goltry, explained that the Steering Committee of eight members, collected public input on the
priorities of the park and presented the list to the DAB members.
DAB Member: Does O.J. Watson Park still have paddle boats? Goltry: Yes, the park will also
provide kayak boats and classes to teach boat safety.
DAB Member: When is the deadline for the survey’s? Goltry: The deadline is the end of
March.
DAB Member: Does O. J. Watson Park charge to fish? Goltry: No, the park is considered a
community park so there is no charge to fish; but there is a charge for a fishing license.
DAB Members: I am very concerned about the trend the Park and Recreation is going towards
by making the parks self-sufficient. “Our community needs a nice park that isn’t too far away.”

6. Housing and Community Service Department
Mark Stanberry, Manager of Home/Neighborhood Improvements, presented on a requested
resolution for DAB I to support a 9% Housing Tax Credit application, with a waiver of the 20%
market rate unit requirement.
Stanberry, reported Inwood Crossings Senior Apartments; to be located at 3540 N. Inwood,
will be composed of 49 two bedroom apartments with washer and dryer hook ups. There is an age
requirement of 55 and older, no children and extended family members will be allowed to reside
with the occupant. Housing and Community Services believes that the proposed project will
provide safe, clean affordable rental housing. Tim Austin is the consultant seeking resolution
support.
DAB Member: Who is the builder? Austin: LDG Development, Inwood Crossings based out of
Louisville. LDG Development must maintain ownership for 15 years.
Citizen: Will the property conduct background and credit checks and have elevators for
wheelchair access? Austin: Yes, elevators and fire sprinklers. No one with felonies or children
are allowed.
DAB Member: Will there be landscaping and gates around the property? Austin: Yes, it will be
a gated community, there is a city landscaping order and it will meet the requirements. Typically
the landscaping is not done at this stage of the plans. DAB Member: Who will enforce the
codes? Austin: Property management will enforce all codes.
Action Taken: Motion to approve the request was made, properly seconded. Motion carried 7:3.

7. Updates, Issues and Reports
CM Williams: Spoke on the upcoming Council meeting and the controversial vote of the name
changing of the airport, she welcomed suggestions and comments. CM Williams is also working
with the city manager and a young lady that is an animal enthusiast who wanted to know if the
City could do something as far as animal control in our community. CM Williams commented
that she will be out of town on next week and regretted that she would not be able to attend NA
meetings. “Go Shockers!”- CM Williams.

5. O. J. Watson Park
Elizabeth Goltry, Senior Budget Analyst Finance Department will present on the O.J.
Watson Park Master Plan for the Park and Recreation Department.
Recommended Action: It is recommended that the DAB I receive the staff report about O.J.
Watson Park Master Plan and provide guidance about prioritization of capital improvements at the
site.
6. Housing and Community Services Department
Mark Stanberry, Manager of Home/Neighborhood Improvement, will present on requested resolution for
DAB I support of tax credit.

Recommended Action: It is recommended that the District Advisory Board I approve a recommendation for
adoption of the resolution of support for the Housing Tax Credit Application, with waiver of the 20% market-rate
unit requirement, subject to further review, in accordance with the City of Wichita’s Housing Tax Credit Policy.
