Council Member Lavonta Williams called the meeting to order at 6:30 p.m. and welcomed staff and
guests.

Staff Report
3. Fire Report
Captain Keith Niemann, Fire Station #10, reported that within the past few weeks exterior fires
have increased, which were started from people discarding cigarettes and dumping ashes from
barbeque grills into trash cans. The fire department would like to remind citizens to make sure
their grills are completely cooled before storing them close by their property and also to not allow
flammable materials to be thrown away in trash cans.
DAB member: The fire at 12th and Pershing, the home is not boarded, who would be responsible
for boarding the home? Niemann: It is up to the homeowner, if the homeowner does not take
care of the burned property central inspection will have it boarded.

4. Police Report
Officer Jason Whyte, Patrol North, Beat 32, reported that Patrol East now has a Facebook page
that is updated with auto accidents and traffic reports. Whyte also reported an increase in
larcenies to automobiles and buildings. A number of potted plants have been reported missing
from green houses and sheds. Items being taken from homes are electronics, purses and cash
money. The main items being taken from vehicles are book bags, electronics and personal items.
Upon leaving vehicles be sure to remove all personal items.
DAB member: What is the difference between a burglary and larceny? Whyte: A burglary is
when someone who is unknown to the owner goes in and steals property. Larceny is when the
robber may have had access to the property and commits a crime.
Officer Clayton Schuler, Patrol South, Beat 25, reported an increase in burglaries to the area.
Schuler said the police department has been working special assignments in the area to find the
suspects that are responsible for the burglaries. Officer Carlson has been working with Old
Town to have an entertainment district ordinance, to decrease the number of crimes in the area.
Questions-none.
Officer Chad Burnett, Patrol North, Beat 46, reported that the police department has started to
patrol more on bikes and foot to decrease burglaries. The bikes have been serviced; there are
11bikes that should be in the north area. On Sunday, May 4th at 25th St. and Hillside, a drive by
shooting occurred with two vehicles involved. Gunshots were exchanged and a few homes where
hit, no injuries were reported. Detectives are following-up on the incident, as this is currently
within the beginning of the investigation phase.
There were four IMPATC meetings during the month of April where police were able to gain
valuable information from the community. Currently, on two of the cases suspects are in custody.

New Business
5. Deputy Chief Hassan Ramzah, Wichita Police Department, provided updates on the
Investigations Division and also discussed the importance of reporting criminal activity to the
police department in efforts of keeping the community safe.
DAB member: Can you talk more about the people that are not cooperative in speaking with the
police? Ramzah: Yes, individuals that may be directly or indirectly associated with criminal
activities may be fearful of speaking with officers. Others may take the position of if they are not
directly affected not to become involved.
DAB member: Have you considered talking to Big Brothers Big Sisters to set up a mentoring
program with agencies such as Real Men Real Hero’s to mentor students; partnerships from other
agencies are welcomed.
6. Jennea Noel, City of Wichita Park and Recreation Department, reported on the conditions of the
Park and Recreation Department Aquatics Master Plan. Noel proposed closures to three facilities:
Country Acres, McAdams and Boston; three new facilities: Evergreen, Aley and Edgemoor, and
renovations to the remaining swimming pools.
DAB members commented on the McAdams pool usage and hours of operation. Concerns were
raised to address the locations of nearby pools, in the event of a closure to McAdams pool.
7. CON2014-00014
Dale Miller, MAPD, presented on a City Conditional Use to permit a Nightclub in the City
(microbrewery with music and outdoor food and beverage service) in CBD Central Business
District zoning within 300 feet of a park.
Miller commented that as of now the 14 day span for protest have not yet ended and allowed the
Agent for the Applicant, Greg Ferris to answer questions.
DAB member: Is the patio fenced in? Ferris: Yes, it is a wrought iron fence.
DAB member: Will this venue become a sports bar? Ferris: No, this will be a brewery to
showcase craft beer in a safe and friendly environment.
DAB member: Will you contribute to the community? Ferris: Yes, we would like to participate
in the First Friday events and work with the neighborhood associations.
DAB member: What types of food will you serve? Ferris: light foods such as: chicken wings,
sandwiches and soups, etc.
DAB member: Will the only place for parking be on the street? Ferris: There is parking on the
street. The owners are working with nearby businesses to contract their parking lots after hours.
Within CBD areas there are no parking requirements.
Janice Rich made a motion to recommend approval of the Conditional Use request for a
Nightclub in the City in CBD zoning subject to the four listed conditions. Motion was
properly seconded by Dan Heflin.
Motion passed 11-0.

8. ZON2014-00004 and CUP2014-00008
Dale Miller, MAPD, presented a request for the abolition of Community Unit Plan (CUP) DP-
283, the Falcon Falls Commercial CUP, and the down zoning of the application area’s LC
Limited Commercial (LC) zoning to TF-3 Two-family Residential (TF-3).
Miller allowed the Agent for the Applicant, Greg Ferris to answer questions.
DAB member: Will the property be listed for rent or sale? Ferris: The property will be rental
only.
DAB member: How many units will the property have? Ferris: There are 30 lots, 60 units will
be available.
DAB member: Will the property be joint homes? Ferris: Yes, they will be twin homes.
DAB member: Has the property been under water? Ferris: This particular property has not been
under water since the lake was constructed. The plans have been approved by the storm water
engineer.
DAB member: Why is this property being changed from LC to TF-3? Ferris: The property has
been on the market longer than 10 years.
Dan Heflin made a motion to recommend approval of the Falcon Falls Commercial CUP
DP-283 be voided and the requested zone change from LC to TF-3, subject to replatting
within one year. Motion was properly seconded by Brandon James.
Motion passed 11-0.

CM Williams: Reminded DAB members of the Old Town Entertainment District Ordinance that
is scheduled to be on the City Council agenda on Tuesday, May 13th.
10. Adjournment
Action Taken: Motion to adjourn was made by Janet Wilson, James Roseboro properly seconded.
Motion carried 11:0.

Jennea Noel from the Park and Recreation Department will report on the updated Aquatics Master Plan.

Baylee Cunningham from the Public Works and Utility Department will present on a water quality
pilot program targeting the stream that flows through Edgemoor Park.

8. CON2014-00014
Jess McNeely, City Planner, will present on a City Conditional Use to permit a Nightclub in the City (micro-
brewery with music and outdoor food and beverage service) in CBD Central Business District zoning within 300
feet of a park.
Location: West of S. Greenwood and south of Douglas (156 S. Greenwood).
Recommended Action: It is recommended that the request for a Conditional Use for a nightclub be
APPROVED, with the four listed conditions attached.

Bill Longnecker, MAPD, will present a request for the abolition of Community Unit Plan (CUP) DP-283, the
Falcon Falls Commercial CUP, and the down zoning of the application area’s LC Limited Commercial (LC)
zoning to TF-3 Two-family Residential (TF-3).
Location: North of East 45th Street North, west of North Hillside Avenue.
Recommended Action: It is recommended that the Falcon Falls Commercial CUP DP-283 be voided and the
requested zone change from LC to TF-3 be approved, subject to replatting within one year.
