DISTRICT ADVISORY BOARD (DAB) I MEETING MINUTES Monday, September 8, 2014 6:30 p.m. Atwater Neighborhood Resource Center, 2755 E. 19th St. N., Wichita, Kansas 67214 Members Present Members Absent Guests Brandon James Aaron Mayes Listed on last page David Buckmaster Bill Wyne Dan Heflin Twila Chaloupek James Roseboro Beverly Domitovic Janice Rich K.C. Daryl Johnson, WFD, Station #10 Officer Trish Tiede, WPD, Beat 33, Patrol East Paul Gunzelman, City Engineer, Department of Public Works and Utilities Alana Haynes, Office of Community Engagement Order of Business Call to Order Council Member Lavonta Williams called the meeting to order at 6:30 p.m. and welcomed staff and guests. Approval of Agenda Motion to approve the agenda submitted. Motion carried 7:0. Approval of Minutes Motion to approve the minutes submitted. Motion carried 7:0. Public Agenda 1. Agenda Items No item. 2. Off Agenda Items Lister Jefferson and Ray Allen presented on The Program, a community based program to assist men and women, who wish to become educated and possibly make career changes in the construction arena. Mr. Jefferson also provided handouts to members of the DAB for further review. DAB member: Will this program offer bonds for offenders to work? Allen: Yes, we plan to become bonded in order for our participants to gain experience with companies on worksites. District I Advisory Board Minutes September 8, 2014 Page 2 of 3 CM Williams: Encouraged Lister Jefferson to contact Alana Haynes to provide additional information regarding The Program. Action Taken: Received and Filed Staff Report 3. Fire Report Lt. Daryl Johnson, WFD, Station #10, reported that there have been 35 fires, year to date, 680 EMS calls, 217 service alarms and 932 calls for the District I area, which has reached the total calls for 2013. DAB member: What department is EMS under? Johnson: EMS is under Sedgwick County. Action Taken: Received and Filed. 4. Police Report Officer Trish Tiede, WPD, Beat 33, Patrol East, reported stats for August in Beats 31, 32, and 33. There were three robberies, four auto thefts, 10 aggravated assaults and one auto theft. Tiede also stated that auto thefts and larcenies in vehicles are increasing. Valuables are to be stored out of sight to prevent possible larcenies. Lastly, the Schweiter NA will have a clean-up on September 27th. DAB member: What Beat is 32? Tiede: Beat 32 is the Hilltop area. Action Taken: Received and Filed. New Business 5. City of Wichita Public Works & Utilities Paul Gunzelman, City Engineer, presented on a design agreement with Poe & Associates to design improvements to the intersection of 13th Street North and Edgemoor Drive. DAB members were provided staff reports for review. DAB member: What are the plans for the trees on 13th St. Will you trim or cut them down? Gunzelman: It will depend on what Westar Energy would need to do to operate their lines. DAB member: How far off the road will the improvements be? Gunzelman: 20 ft., all improvements can be done with the right away that is there now. The more north the project extends, the more the need will be. DAB member: If trees are removed, will they be replanted? Gunzelman: As of now, there are no plans to replant trees, however; landscaping is usually included in the project. DAB member: Have the homeowners been notified? Gunzelman: Yes, homeowners should have received a letter in the mail and door hangers. Citizens: Homeowners commented that they approved of the project, but did not want to lose the trees. A traffic light at the intersection was also recommended to the public works department. Dan Heflin made a motion to recommend approval of the design improvements on 13th St. 2 District I Advisory Board Minutes September 8, 2014 Page 3 of 3 Motion was properly seconded by David Buckmaster. Motion passed 8-0. Board Agenda 6. Updates, Issues and Reports CM Williams: reported that the visit to the WSU residence hall open house tour went well and commented that the café was very nice. CM Williams also encouraged DAB members to continuously check on the seniors in the community during summer and winter months, particularly. 7. Adjournment Action Taken: Motion to adjourn was made by Janet Wilson, David Buckmaster seconded. Motion carried 8:0. Meeting was adjourned. Each presentation is limited to five minutes unless extended by the Board. 1. Agenda Items No Items. 2. Off Agenda Items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Staff Reports 3. Fire Report Fire Department will provide information on activity in District 1 community. Recommended Action: Receive and file 4. Police Report Police Department will provide information on activity in District 1 community. Recommended Action: Receive and file New Business 5. Department of Public Works and Utilities Paul Gunzelman, City Engineer, will present on a design agreement with Poe & Associates to design improvements to the intersection of 13th Street North and Edgemoor Drive. Recommended Action: It is recommended that the District Advisory Board recommend approval of the proposed design concept presented by staff Board Agenda 6. Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board Members to report any activities, events, or concerns in the neighborhoods and/or Council District.
