Call to Order
Council Member Lavonta Williams called the meeting to order at 6:30 p.m. and welcomed staff and
guests.
Approval of Agenda
Motion to approve the agenda submitted. Motion carried 7:0.
Approval of Minutes

Public Agenda

Angela Rooker, Big Brother Big Sister, provided an overview of the Big Brother Big Sisters
programs and provided awareness of community services, such as, mentoring and coaches for
youth. Two youth members also spoke about their involvement in the Big Brother Big Sister

Staff Report
3. Fire Report
Lt. Nicholas Woods, WFD, Station #10, reported that during the month of September there were
six fires; four arsons and two accidental in District I. Suspects for the arson cases are being
investigated. The fire department performed successful fire drills at their local schools. Woods
reminded citizens to check the batteries in smoke detectors when setting back the clocks this
month. Questions- None.

4. Police Report
Officer Matthew Lowe, WPD, Beat 31, reported for September in Beats 31, and 38. Good
footage was recovered for a robbery of a grocery store in College Hills and there has also been an
increase in garage thefts from citizens leaving their garage doors open. In Beat 38, robberies are
up, however; a small car chase occurred, suspect were captured.
Officer Chad Burnet, WPD, Beat 45 and 46, reported that police are working on capturing
suspects involved in fire arsons from raw footage that was captured showing the suspects. The
arsons have mainly been near apartment complexes. District I has also experience an increase in
burglaries at small convenient stores, videos and prints have been obtained. Burnett also reported
that the Boys and Girls Club will need volunteers to help build playground equipment. If anyone
needs additional information, please contact the Boys and Girls Club. Questions- none.

New Business
5. CUP2014-0027
Jess McNeely, City Planner, presented on an amendment to, DP-45, the C-K-M CUP, Parcel 5
to permit a nightclub in the city. DAB Members were provided the MAPD staff report for
review.
Greg Ferris, applicant agent, addressed the members of the DAB with plans of enhancing the
property and creating a center that will be first class. Ferris also expressed that the center will not
be open for business of a nightclub, but will operate more in the role of an event center that would
require reservations for usage. Staff will present during events and no outside alcohol will be
allowed in the building. The building will also have sound proofing equipment that will prevent
neighbors from being disturbed. The plans are to protect and enhance the area and neighborhood.
DAB member: Has this been before the City Council? McNeely: No, this item goes before
MAPC on Thursday, October 09, 2014.
DAB member: Will this be similar to Corporate Caters? Keith Brown: Yes, we also plan to
have a full kitchen and a large section dedicated to customer and staff parking.

DAB member: Will the six days that are open to the public happen or will it be less? Brown: We
will open for the public on holidays for buffets; more than likely it will be four days per year.
DAB member: Will there be security provided? Brown: We do not anticipate having events or
guest that will cause the need for security.
Citizens expressed their concerns of noise and the possibility of the center attracting crime to the
area. Brown addressed the concerns of the citizens and DAB members and added a condition of
the center closing at 2:00a.m.
Dan Heflin made a motion to recommend approval, of an amendment to, DP-45, the C-K-
M CUP, Parcel 5 to permit a nightclub in the city with the additional condition of the
nightclub closing at 2:00 a.m. Motion was properly seconded by Aaron Mays. Motion
passed 9-0
6. Public Works and Utilities Department
Paul Gunzelman, City Engineer, presented on improvements to the Intersection of 37th Street
North and Hillside. Staff reports were provided to DAB members.
DAB member: Will this project tie into the 37th street rebuilding project? Gunzelman: Yes, the
left turning lane is on 37th and Hillside.
DAB member: How many years to gage capacity? Gunzelman: It will depend on what
develops around the area. With the addition of heavy trucks, the life span of the road may be
shorter.
DAB member: When or if the bridge is to be replaced will the lanes be extended? Gunzelman:
It will depend on future development plans for the area.
Beverly Domitrovic made a motion to recommend approval, of the 37th Street Improvement
Plan. Motion was properly seconded by Dan Heflin. Motion passed 9-0.
7. Department of Public Works & Utilities – Douglas Design
Paul Gunzelman, City Engineer presented on a new design concept for Douglas. Washington to
Grove Streetscape Improvements including: curb bulb outs, medians, mid-block crosswalks and
lighting and artwork. Gunzelman commented that the item will go before the City Council on
December 2nd and that the business owners on Douglas supported the design for business
developments. Staff reports were provided to DAB members.
DAB member: Have we looked into conserving water? Gunzelman: If you are basing water
conservation from the diagram in the handout, more trees are depicted than the actual plans,
however; we are considering rain gardens.
DAB member: In the past, trees have been planted in front of business signage. Will this be an
issue for this project? Gunzelman: About half the number of trees will be planted as seen on the
diagram in your package. Landscaping will work hard to find something that will last and it will
be well maintained throughout the seasons.
DAB member: Why is there angle parking in this plan? Gunzelman: The angle parking is for
the businesses, it allows for additional parking,

Brandon James made a motion to recommend approval, of the Douglas Design Plan.
Motion was properly seconded by Janet Wilson. Motion passed 9-0.

Recommended Action: It is recommended that the request for an amendment to DP-45 to allow a nightclub in
the city on Parcel 5 be APPROVED, with the following conditions.
