Approval of Agenda Motion to approve the agenda submitted. Motion carried 10:0. Approval of Minutes Motion to approve the minutes submitted with one correction. Motion carried 10:0. Public Agenda 1. Agenda Items No item. 2. Off Agenda Items No item. District I Advisory Board Minutes November 3, 2014 Page 2 of 3 Staff Report 3. Fire Report Captain Richard Bahr, WFD, Station #10, reported that seven fires were in District I during the month of October. One fire was accidental, five arsons and one currently under investigation. The City had a total of 20 fires. The Wichita Mid-Continent Airport reported that there were approximately $1 million dollars in damages for the structure and $60 million dollars of damages for equipment that was inside of the building. DAB member: I would like to compliment the Fire Department on a job well done for responding to the incident in a professional and timely manner. DAB member: Who has jurisdiction over the Airport? Bahr: The Wichita Police Department, Wichita Airport and the Sedgwick County Fire Department are all on the same command system. We have combined efforts because of the multi-jurisdiction, but the department that has the most resources takes command. DAB members: Do you have fire detectors available? Bahr: Yes, just call the fire department and someone will come out and install them for you. Action Taken: Received and Filed. 4. Police Report Officer Troy Bussard, WPD, Beat 47, reported that there was a homicide in the 1500 block of North Minnesota, a suspect has been taken into custody. Calvary Towers has implemented their changes since August of 2014. The police department is working with Wichita State University regarding students parking in front of mailboxes and driveways between 7 am and 6 pm, in the Northeast Heights Neighborhood. Bussard also expressed gratitude to people that volunteered with the Boys and Girls Club to build the playground equipment and spoke about the police department’s partnership with the Union Rescue Mission to deliver Thanksgiving and Christmas meals to 100 families. CM Williams: Expressed appreciations to Officer Bussard for helping to build the playground equipment at the Boys and Girls Club. Officer Jason Dautrich, WPD, Beat 399, filling in for Officer West. Halloween in the park was held at Edgemoor Park many people attended the event. Staff at Adams Elementary expressed concerns for the class walk that would require traffic to slow down near the zones. Questions-none. Action Taken: Received and Filed. New Business 5. Nomination of Grants Review Committee Representative –District I Mark Stanberry, Program Manager, City of Wichita Housing and Community Department, presented on the nomination of a grants review committee. The Grants Review Committee includes representation from all District Advisory Boards, Wichita Independent Neighborhood Association, the United Way, Sedgwick County, USD #259, Wichita State University, and large and small businesses. The 14 GRC members are appointed annually by the City Council, and Housing and Community Services Department staff meet with them as they review applications from agencies who apply for HOME funds and proposals for ESG and CDBG Public Services programs. After review of the applications and proposals and public comments, the GRC makes 2 District I Advisory Board Minutes November 3, 2014 Page 3 of 3 recommendations to the City Council for HOME, ESG and CDBG funding for the next program year. Beverly Domitrovic nominated David Buckmaster to represent District I, Janet Wilson seconded, motion passed 10-0. CM Williams- Are there open meetings? Stanberry: Yes, people are encouraged to attend. 6. Recommendations for FY 215-2016 Funding Allocations CDBG,HOME,ESG Funds Mark Stanberry, Program Manager, City of Wichita Housing and Community Department, presented on funding priorities and contingency spending plans for fiscal year 2015-2016 and comment on affordable housing strategies in the housing policy. DAB member: Where are the neighborhood clean-ups? Stanberry: The neighborhood clean-ups are no longer under CDBG funding. (CM Williams requested additional information on the neighborhood clean up funding) DAB member: Under Glenn Dye Park there is $50,000 dollars - is it unused? Stanberry: The $50,000 dollars is from the previous year. DAB member: Are home repairs for as long as they live in the house for five years? Stanberry: Yes, the labor is from City staff and there is a five year forgivable loan attached. CM Williams would like to see the Way to Work funding increased. The District I Advisory Board recommended the following priorities in regards to the housing funding priorities:  The Housing Department to keep things stable across the board.  Maintain or increase funding across the board.  Increase the funding for Way to Work. Board Agenda 7. Updates, Issues and Reports CM Williams: Discussed her recent travels with the board and provided updates on the street improvements on Hillside and 12th Street. 8. Adjournment Action Taken: Motion to adjourn was made by Beverly Domitrovic, Janet Wilson seconded. Motion carried 10:0. Meeting was adjourned.
