Call to Order
Council Member Lavonta Williams called the meeting to order at 6:30 p.m. and welcomed staff and
guests.
Approval of Agenda
Motion to approve the agenda submitted. Motion carried 11:0.
Approval of Minutes
Motion to approve the minutes submitted with one correction. Motion carried 11:0.
Public Agenda
1. Agenda Items

2. Off Agenda Items
David Babich- presented on a proposal to make 37th Street north between Oliver and
Woodlawn a four lane road. Babich asked the DAB I members to support the four lane
road improvement proposal.

DAB member: Will the property owners pay for sidewalks? Babich: I am not sure, at
this time.
DAB member: I agree with you, there is enough traffic on that street to make it a four
lane road.
DAB member: Have you met with the City of BelAire about this? Babich: Yes, the
BelAire City Council is on board, however; the BelAire community doesn’t want to pay
for the improvements of the roads.
DAB member: What is the cost difference to go to a four lane? Babich: We are not sure
at this point, but it is a $5.5 million dollar project.
Don Landis, Secretary of WIN, presented on a partnership between the Wichita
Independent Neighborhood (WIN) and the Wichita Public Library. WIN is starting a
training program to inform neighborhoods and citizens about the resources that is
available within the City. The classes will be held every first and third Wednesday at
6:30pm at the Central Library.
CM Williams- Is this similar to the Citizens Academy, Landis: Yes, when WIN notices
a need in the community, WIN contributes.
DAB member: Can we do a YOU TUBE video, of the classes? Landis: We would love
to do this for YOU TUBE.

Staff Report
3. Fire Report
Lt. Micah Hoelscher, Fire Station # 10, reported that there were 24 fires across the City.
District I had a total of 6 fires with one arson. The main cause of fires have been, open
stoves with the gas being released and space heaters. Please keep clothing away from any
heaters or open fires.
DAB members: I would like to thank the fire department for coming out and putting in
smoke detectors.

4. Police Report
Officer Gregory Feurborn, reported that crime has been down in District I. This
Christmas the police department feed over 100 families. Officers went out and delivered
the meals, the toys that were left over were donated to the Children’s Crises Center.
Safety fairs will began in January, and officers are facilitating safety seminars for
residents on Poplar Street.

Officer Lloyd- Patrol East, reported that there has been a tagger in District I, and the
suspect has been identified.
CM Williams: Is it possible to give the tagger community service to paint murals and
provide art in the community. Lloyd: Community services is definitely something to
consider.

New Business
5. Park and Recreation Department
Angela Bucker, Park and Rec. Supervisor, reported that the winter classes are beginning with
classes for toddlers to senior citizens. Cycling classes are about to start at Lynette Woodard,
which will be the only center with cycling classes. The Park and Rec Department is partnering
with the Fairmount Park community to hold a workshop teaching self-defense techniques. More
information will be provided at a later time.

6. Sedgwick County Emergency Communications.
Laura Meyers, reported that Sedgwick County 911 receives approximately 650,000 calls for
service a year. In 2013, there were 80,517 abandoned cell phone calls (non-emergency calls that
are generated when a phone that is in a pocket, or being played with by a small child call
911). Sedgwick County 911 is asking citizens to utilize the locking features that are on cell
phones, take batteries out of old and inactive cell phones. Use caution when allowing a child to
play with a cellular telephone. The Sedgwick County 911 would like to ensure that all incoming
emergency lines are kept open for people that need to call 911 in the event of a true emergency.
DAB members: Are you available to do NA meetings? Meyers: I will go anywhere to get the
message out, I also do early education to teach public safety and about 911.
DAB member: Have you put out a PSA? Meyers: We have not as of yet, we will look into it.
CM Williams: Check with City 7 to put a message on channel 7.

7. Updates, Issues and Reports
CM Williams: Discussed the DI demolition properties and stated the Library remains a
very important issue for City leaders.

Action Taken: Motion to adjourn was made by James Roseboro, David Buckmaster seconded.
Motion carried 11:0.

6. Sedgwick County Emergency Communications
Laura Meyers, Major, Sedgwick County Emergency Communications, will present on “Don’t Play Around and Lock
It Down” which is a message on improper cell phone usage in Sedgwick County and how taxing it is for Emergency
Communications (911).
