Jerald Johnson, WFD, Station #10 Officer Chad Burnett WPD, Beat 45, Patrol North Officer Matthew Lowe WPD, Beat 31, Patrol East Alana Haynes, Office of Community Engagement Order of Business Call to Order Board Member Bill Wynne called the meeting to order at 6:30 p.m. and welcomed staff and guests. Approval of Agenda Motion to approve the agenda submitted. Motion carried 11:0. Approval of Minutes Motion to approve the minutes submitted with one correction. Motion carried 11:0. Public Agenda 1. Agenda Items No items. 2. Off Agenda Items Action Taken: Received and Filed. District I Advisory Board Minutes February 2, 2015 Page 2 of 3 Staff Report 3. Fire Report Lt. Jerald Johnson, Fire Station #10, reported that the total number of fires for the month of January were; four accidental fires for District I and 11 accidental fires for the City. District I had the following types of fires: basement, garage, bathroom and a kitchen stove fires. A new recruit class is currently underway. 18 recruits started and currently there are 16. The graduation day is March 13, 2015. DAB member- What is a normal retention rate? Johnson- Usually there are one to two that are let go or that may drop out of the program. DAB member- How many make it through the first year? Johnson-Almost all of them make it through the first year. If they do not pass the required test, they will have to come out and take remedial testing. DAB member- Will the 16 be enough to then fully staff the department? Johnson- It depends, promotions and transfers may cause numbers to change, but it should bring the department up closed to being fully staffed. Citizen- Have you had any problems with people destroying the property at the fire station? Johnson-As of last week, we fixed the fence that was damaged and we are no longer having issues with people damaging our property. Action Taken: Received and Filed. 4. Police Report Officer Chad Burnett, beat 45, reported that WSU is organizing a community organization to make the area safer and to also allow for residents and students to feel safe and secure. In the past two months, several phone calls have been received for officers to do safety seminars teaching awareness and ways to identify suspicious activities. Captain White has formed a crimes investigation team that all stations are now enforcing. However, no major crime trends are going on right now. DAB member- What prompted the property task force? Burnett- Our detectives will sometimes get overwhelmed with property crimes all across the city. We do not have the man power on the sixth floor of city hall to handle all the phone reports. DAB members- How successful has this program been? Burnett- It’s very successful. When researching one crime- you may find other criminal activities. Officers were being pulled in several different ways. This is a trial run and we are trying it to see if it works. Getting to know your neighbors is huge. If your neighbors know who you are, they are able to look after your property while you’re away. Officer Matthew Lowe Patrol East beat 31, reported that assaults are up, burglaries and non-residential burglaries are down. The Town East area had taggers that have now been captured and charges were filed against the suspects. The area was damaged in value. The same suspects hit other commercial areas as well causing major loss in property value. Stand Together Coalition Lisa Blume, Prevention Specialist, presented on issues regarding youth substance abuse. DAB member- As a nurse, I learned that the brain and other organs of the body that had a high fat content allowed substances to clear slower for most persons. Blume- Marijuana can stay in the body for up to 30 days per usage. DAB member- Would you be able to send us the presentation and could you explain gateway drugs? Blume- People that use marijuana and Tabaco are capable of using other drugs, so basically it represents drugs usage that leads to heavier drug usage. Blume- Our main concern is for Wichita voters to fully understand what the law means and how it impacts our youth. If the youth thinks it okay, then their usage will increase. DAB member- What is Stand Together’s message? Pam Vaughn- We are trying to educate the public on how marijuana effects our youth, we are giving a different point of view. Citizen- I understand the effects of marijuana from a family member. I volunteer now to help people understand the impacts of youth using drugs. I also teach men of all ages and I know that this information is true. Board Agenda 6. Updates, Issues and Reports CM Williams: None. 7. Adjournment Action Taken: Motion to adjourn was made by James Roseboro, Dan Heflin seconded. Motion carried 11:0. Meeting was adjourned.
