District I Advisory Board Minutes May 5, 2015 www.wichita.gov The District I Advisory Board meeting was held at 6:30 p.m. at the Atwater Neighborhood Resource Center located at 2755 E. 19th St. N., Wichita, KS, 67207. The Council Member, nine Board members, eight staff and 21 members of the public were present (three did not sign in). Members Present Staff Present David Buckmaster Lt. M. Public Agenda Agenda Items None Off Agenda Items None District I Advisory Board Minutes May 4, 2015 Page 2 of 6 Staff Reports Fire Report Capt. Bubba North, Station 10, reported there were nine fires in Wichita during April and six of them were in District I. Two were accidental, two were incendiary, and two remain under investigation. Total loss was $310,000. Capt. North also reported May is the month when they do their annual hose testing, hydrant testing and yearly inspections. Action Taken: Receive and File. Police Report Officer Donielle Watson, Patrol North 44 Beat, reported there were recently three shooting incidents on the 43 Beat: 9th and Grove, 1100 block of Volutsia and 12th and Grove. There was also a drive by in the 2800 block of Holyoke, but no one was injured. Officer Watson said he was one of the Officers who attended a train the trainer class at KLETC on Mental Health First Aid. They are now in the process of getting all WPD Officers trained. He also reported about a recent successful event at St. Mark’s where he and other Officers talked to around 20 youth about what to do if stopped by a police officer. He also encouraged everyone to either participate in or attend the Law Enforcement Parade slated for May 16th. Police hope to make this an annual event. Q. What was hit at 2800 Holyoke? A. A house. Q. Are we still doing IMPACT meetings? A. Yes. Q. Can you tell us about the dancing Officer? A. Officer Baird was at a Habitat for Humanity groundbreaking ceremony and he started dancing with the kids and Council Member Williams videoed it. The video was posted on the City’s Facebook pages and has already had more than a million hits. Q. Does WPD track how many victims aren’t cooperative? A. Officers don’t do that, but the detectives most likely do, especially the gang detectives. Officer Tammie Doshier, Patrol South 325 Beat, reported she is new to the beat, so she has been driving every street to familiarize herself with the area and noting properties where there is graffiti, residents are parking on the grass, or have premises violations. She reminded citizens to be cognizant of personal safety; with the weather getting warmer, typically crime increases. Q. Do you know who is doing the graffiti? A: WPD has a suspect, but can’t prove it. Q. Do you want citizens to report graffiti? Is it possible to add graffiti to the Wichita Report app? A. Janet Johnson will follow up with IT. Q. Are you seeing more loose dogs? A: Officer Doshier said she wasn’t seeing any big increases, just the usual amount of dogs running at large. Q. Does there seem to be more graffiti? A: Not sure; gang graffiti is removed very quickly, but the regular tagging seems to take longer. Action Taken: Receive and File. Council Member Williams took a few minutes to recognize Kiana Knolland who is the Boys and Girls Club Youth of the Year. 2 District I Advisory Board Minutes May 4, 2015 Page 3 of 6 New Business Improvements to the Intersection of 45th Street North and Hillside Paul Gunzelman, Public Works Engineering, presented the design concept for improvements to the intersection at 45th and Hillside. He said they anticipate construction to start in 2017 and that intersection has also been submitted to possibly receive additional traffic safety funding. Gunzelman said traffic will be down to one lane during construction. Q. Is most of the traffic there from the Koch complex? A. A lot of it is; also traffic from Heights High School. Q. Is there Koch funding involved in this? A. No. Q. Aren’t there apartments going in on the northeast corner of that intersection? A. Yes, either duplexes or single family. Don’t know if that has been finalized. Q. Why is there a need for a signal? A. It’s needed during peak traffic times. Q. What is the status of the 13th and Edgemoor project? A. They are obtaining the temporary construction easements and Westar should start moving poles in the near future. Q. I would like to know why there’s no Koch money involved since most of the traffic is theirs? A. Koch paid for 37th St.; don’t know if this portion was even negotiated. Q. Who is doing the traffic counts on 9th Street? They aren’t going to be accurate due to the no left turn and the barricades. A. Not sure if it’s the City or KDOT doing the count – will check. Q. Will there be detours during the construction. A. Yes Action Taken: Roseboro/Heflin made a motion to recommend approval of the design concept. Motion carried 9-0. Aquatics Master Plan Brian Hill, Park and Recreation, gave an update on the City’s Aquatics Master Plan and District I options. He said the Park Dept. brought the plan before the DABs a couple of years ago and made a recommendation to City Council, but Council didn’t like it, so Park is re-visiting the Plan. Hill said everything is back on the table and the Park Department is engaging other stakeholders such as the YMCA and Swim Club. Hill pointed out that four of the City’s nine pools are located in District I:  College Hill which ranks #1 in attendance  Edgemoor which is closed due to complicated structural issues  Linwood which ranks in the middle in attendance  McAdams which ranks the lowest citywide in attendance He then outlined the aquatics options:  One Centralized indoor pool that would be open all year and have the capacity to provide lessons, meets, etc. (This facility would be open and available year round and would be able to make a profit as compared to one pool that only had a 7% cost recovery rate.)  Repairing the existing pools (Current pools are more than 50 years old; repairs are a gamble because there is no way of predicting if the repair will last for two years or 20 years)  Replacing the existing pools (This would entail dividing the city into four quadrants with a pool in each quadrant; however, current funding levels only allow for the construction of three pools)  Splash pads (These are inexpensive, but typically only appeal to young children)  Closing pools (An example would be Countryside where the pool was closed and the park was re- purposed.) Hill provided ballots so those in attendance could vote for their preferences. 3 District I Advisory Board Minutes May 4, 2015 Page 4 of 6 Q. Didn’t the citizens in College Hill pay to keep their pool open? A. Yes, they self-assessed a tax. Q. What are the two lowest attended pools? A. Boston and McAdams. Q. What does it cost to operate a pool? A. Around $35,000. Q. Have you considered the issue with attendance at McAdams is the hours? A. Yes, and we’ve tried everything. They say they wanted the hours to be 10 a.m. to 4 p.m. and we tried that and only seven people showed up. So we went back to 1 to 5 p.m. and attendance is still low. This year we are encouraging the Boys and Girls Club to utilize this pool as well as the Summer Activity Camps and other groups. Q. What were the usage numbers at Edgemoor and are there plans to fix it? A. At the time of the closure it was the 3rd highest. Fixing that pool is a complicated issue. Q. Where are the splash pads? A. Fairmount, Osage, Riverside and Lincoln Parks. Q. Why would Edgemoor be complicated to fix. A. Hill provided a detailed and technical response that had to do primarily with the pool losing more than a foot of water a day; the inability to determine the cause; and the fear at some point it could cause an eddy and suck swimmers to the bottom of the pool and drown them. Q. Does the Wichita Swim Club have any interest in partnering with you? A. Yes, they and the Y are interested. Q. What did Omaha do to build such a strong aquatics program? A. They built a state of the art facility so they could host competitive meets and other events. Q. How long would it take to build a centralized aquatics facility? A. 12 to 16 months. Q. It appears a decision has been made to permanently close Edgemoor because everything is being removed. A. Items are being taken down at that location to protect them from the elements while the pool is not functional. Q. McAdams is always busy in the summer with sporting events like football and baseball. The pools should also have competitions where the participants get medals. A. They do. The first one of the season is scheduled for June 10th at McAdams. Q. I would like to see the McAdams pool stay open. When will a decision be reached on which pools to close? A. Data is currently being collected and a committee being formed to study the data. We anticipate taking a recommendation to the Park Board in August. C. We need to serve the youth in our area and we need a brand new pool at McAdams. C. I grew up here and swam in that pool, I would hate to see it close. C. I would support a centralized pool as long as it was at McAdams. Action Taken: Provide feedback. 2015 – 2024 Proposed Capital Improvement Program (CIP) Budget Troy Tillotson, Department of Finance, presented the proposed Capital Improvement Program Budget. The City of Wichita CIP outlines infrastructure improvements forecasted for the community over the next decade. The CIP aligns with the core priorities of protecting life and property, protecting infrastructure investment, and promoting a growing and sustainable community. The CIP also aligns with priorities in the Comprehensive Plan, which are: 1) maintain and replace what we have; 2) enhance what we have; and 3) expand our current infrastructure. A draft CIP document has been prepared by staff. Adoption of the CIP by the City Council is anticipated later in 2015. Q. Is there $50 or $100 million in the budget for Parks? A. $50 million. There was a discussion on the pros and cons of the new approach to street maintenance as well as one on evaluating public facilities based on visitorship. C.
