District I Advisory Board Minutes November 2, 2015 www.wichita.gov The District I Advisory Board meeting was held at 6:30 p.m. at the Atwater Neighborhood Resource Center located at 2755 E. 19th St. N., Wichita, KS, 67207. 10 Board Members, 5 Staff and 14 Members of the public were present. Motion by Roseboro, 2nd by Buckmaster, carried 10:0. Approval of Minutes Motion to approve the minutes submitted. Motion by Roseboro, 2nd by Thompson, carried 10:0. Public Agenda Scheduled Items No Items District I Advisory Board Minutes November 2, 2015 Page 2 of 3 Off Agenda Items Russ Pataky expressed his opposition to the outsourcing of the City of Wichita’s water services assessment. Dorothy Billings expressed her opposition to the outsourcing of the City of Wichita’s water services assessment. William Ebersole expressed his opposition to the outsourcing of the City of Wichita’s water services assessment. Lori Lawrence expressed her opposition to the outsourcing of the City of Wichita’s water services assessment. Janice Thacker spoke about her request of residential property becoming commercial to support her initiative “Art that Touches the Heart.” This zoning concern was heard but not addressed by the DAB until notification from the MAPC. Staff Reports Fire Report No report was provided due to an emergency call Police Report Officer D. Watson, Patrol North, explained how the new body camera operates and where it is mounted on the officers. Patrol North was the first unit trained to use the cameras followed by Patrol East, Patrol South and lastly Patrol West in the coming weeks. Officer R.L. West, Patrol East, shared that Officers presented to the Ladies & Gentlemen Clubs at Adams Elementary and estimated that 2,000-3,000 people attended the Halloween celebration in College Hill. Action Taken: Motion by Roseboro, 2nd by Wilson, carried 10:0 to receive and file. New Business Housing and Community Services  Lesa Lank presented information from the Annual HUD funds and answered questions from the DAB and the public concerning: unallocated funds, loan payments and property sales that go back to funding, paving of streets, rules for using CDBG funds versus special assessments, explanation of HOMEownership 80 program, code enforcement & compliance, bike projects, and cultural and heritage involvement in after-school programs with YMCA.  DAB Member Brandon Johnson was nominated and voted in to represent DAB I on the Grants Review Committee 2 District I Advisory Board Minutes November 2, 2015 Page 3 of 3 New Business Public Works & Utilities  Penny Feist presented the water rate structure including alternatives with a Lifeline Rate offering three scenarios and took suggestions  Questions were answered concerning residential and business/commercial rates, when the cost based rate ending 2016, and water drought concerns compared to rates Board Agenda Updates, Issues and Reports  Replatting versus rezoning definition requested  Veteran’s Day recognition by City Council on Nov. 10th, 2015  Results of using a wood chipper during a neighborhood clean-up are coming  WIN Annual Dinner will be held in January  Fall Festival with Schweiter NA had 100-200 people present Adjournment Motion to adjourn was made and seconded. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled Items No items. 2.
