District I Advisory Board Minutes February 1, 2016 www.wichita.gov The District I Advisory Board meeting was held at 6:30 p.m. at the Wichita Downtown Development Corporation, 507 E. Douglas Ave., Wichita, KS 67202. The Council Member, Ten Board Members, Eight Staff and Ten Members of the public were present. Members Present Staff Present David Buckmaster Officer M. Motion by Wynne/Roseboro, carried 9:0. Approval of Minutes Motion to approve the minutes submitted. Motion by Roseboro/Wilson, carried 9:0. Public Agenda Scheduled Items Jeff Fluhr with Wichita Downtown Development Corporation presented the updates for the downtown area including the transformation of housing and businesses. Off Agenda Items No Items District I Advisory Board Minutes February 1, 2016 Page 2 of 3 Staff Reports Fire Report Lt. Hauschild, shared an update about alarms and emergency calls. Police Report Officer M. Lowe, Patrol East, shared statistics about larcenies and auto thefts. An officer has a special assignment to work on robberies due to an increase of incidents. The importance of not leaving vehicles unlocked and running during the cold season was emphasized. Officer A. Recio, Patrol South, shared statistics about aggravated assaults, aggravated robberies, auto thefts and burglaries. The trouble with pop-up clubs/rentals at buildings was discussed with the concern of private parties with “bring your own bottle” rules and out of control or unwanted guests. Officer C. Burnett, Patrol North, shared an update for the Fairmount/WSU partnership. New Business Douglas Area Paul Gunzelman, Public Works and Utilities Department, presented the status update on east Douglas from Washington to Grove project and improvements to the intersection of Douglas and Hydraulic. Updates included:  Diagonal parking along the south side of Douglas  Left turning lanes in all directions  Hydraulic will lose a lane in each direction  Construction schedule to begin fall of 2016 DAB Questions: DAB: How does losing a lane on Hydraulic effect traffic? A: The current traffic flow can be maintained with one lane and just south of Douglas has been reconfigured to one lane. DAB: Are bike lanes being considered? A: No, because first and second street have been designated as bike lanes for downtown. Public Comments: Opposition for lack of parking space along Douglas was expressed from the President of MakeICT- Wichita’s Makerspace located at 1500 E. Douglas. Action Taken: Roseboro/B. James made a motion to approve the design with concern for parking along the south side of Douglas. Price Woodard Neighborhood participating in a community meeting to discuss development in the neighborhood sponsored by the U.S. Environmental Protection Agency’s Building Block for Sustainable Communities program.  February 17, 2016 at 6:30 WSU Office of Diversity and Inclusion are hosting a presentation at WSU Metropolitan Complex for Black History Month. Cost is $5.00  NE Heights created a calling tree that is working smoothly  Elm Neighborhood Association meeting is Thursday, February 4, 2016  Request for information concerning replatting versus rezoning  Expungement Informational hosted at Atwater NRC on Thursday, February 4, 2016 at 6:30 p.m.  Update provided about vacant QuikTrip buildings in Wichita  District I Breakfast on February 5, 2016 will discuss vacant buildings Adjournment Motion to adjourn by Roseboro/Buckmaster, motion passed 10:0. Douglas Ave., Wichita, KS 67202 ORDER OF BUSINESS Call to Order Approval of agenda for Feb. 1, 2016 Approval of minutes for Jan. 4, 2016 Public Agenda Board will hear public issues from individual citizens regarding City issues not scheduled on the agenda. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled Items Jeff Fluhr, Wichita Downtown Development Corporation 2. Off Agenda Items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Staff Reports 3.
