District I Advisory Board Minutes March 7, 2016 www.wichita.gov The District I Advisory Board meeting was held at 6:30 p.m. at the Atwater Neighborhood Resource Center located at 2755 E. 19th St. N., Wichita, KS, 67214. Nine board members, eight staff and eight members of the public were present with one citizen that did not sign-in. Members Present Staff Present Twila Chaloupek Officer D. Public Agenda Scheduled Items No Items (DAB Member Twila Chaloupek arrived for the meeting) Off Agenda Items Armando Michel discussed his new plan for the property he owns at 1320 E. Central-El Vaquero. He shared the goal of restoring the previous business of a family restaurant and entertainment center with no alcohol. Michel stated that it was hard for him to meet code requirements due to funding. He also said that he wanted to know how to connect with the community and offer a place for people to get together. District I Advisory Board Minutes March 7, 2016 Page 2 of 4 DAB Questions: DAB: Have events taken place since the MAPC voted down Mr. Michel’s first proposal? A: Yes DAB: Has Mr. Michel spoken to neighbors? A: No Michel was informed that he could contact the Planning Department at 316-268-4421 and request a Development Review meeting. The meetings are held on Wednesday’s and he must call for an appointment by 9 a.m. on Tuesday. The McAdams Neighborhood Association contact information was provided to Michel. Action Taken: No action required from the DAB until a new proposal is presented to the MAPC. Staff Reports Fire Report No report provided due an emergency call. Police Report Detective W. Hummell, shared information about Crime Stoppers. Crime Stoppers is a non-profit organization, solely based on donations from the community. It is a division of the Wichita Crime Commission. Crime Stoppers always encourages cooperation with law enforcement, but in those cases where citizens do not want to call police, they are encouraged to provide the information they have anonymously through Crime Stoppers by one of the following ways: Call (316) 267-2111 or 1-800-222-TIPS or Text TIP217 plus your tip to CRIMES (274637) or Report a tip online at www.wichitasedgwickcountycrimestoppers.com. DAB Questions: DAB: Are neighborhoods that do not typically communicate with police using Crime Stoppers? A: The anonymous program cannot track that information. DAB: Is there a chance that the anonymous citizen could be recorded on video when the reward is picked up? A: Yes, however there is no follow-up with the bank to identify the anonymous citizen. DAB: Is there a process to join the Crime Stoppers Board? A: Yes, information on the program or if you are interested in volunteering you may call the Wichita Crime Commission at 267-1235. Officer D. Watson, Patrol North, shared an update for Beat 43 and 44 which included follow-up on three IMPACT Meetings. DAB Questions: DAB: How should people report consistent house parties? A: Call 9-1-1 DAB: Is the Crime Stoppers Program valuable to the Police? A: Yes, and some citizens report and decline the reward money 2 District I Advisory Board Minutes March 7, 2016 Page 3 of 4 New Business 1. Water Tower Mike Jacobs and Don Henry, Public Works and Utilities presented information on the rehabilitation of the city’s water tower on WSU campus including some updated graphics that are funded by WSU. A second tower at 21st and Woodlawn area would also receive upgrades with no graphics. There is a possibility of lead in the outside paint that will be removed so each tower will be covered and all the water will be emptied before the work takes place. A request for bids will go out to complete the upgrades by summer 2017. DAB Questions: DAB: What color are the towers? A: White DAB: What type of upgrades are taking place? A: Overall structure of the tower including the ladder DAB: Will residents’ access to water be impacted? A: No Public Comments: None Action Taken: Receive and file 2. ZON2016-00052 GC General Commercial to LI Limited Industrial Scott Knebel, Metropolitan Area Planning Department, presented the request. The applicant is requesting LI Limited Industrial (LI) zoning on the 0.46-acre, platted GC General Commercial (GC) zoned site located north of East Central Avenue, on the east side of North Hydraulic Avenue. The applicant owns a machine shop (United Machine, built 1965, 1991, per the Appraiser’s web site) that manufactures aircraft parts on the north abutting LI zoned property. The manufacturing of aircraft parts fits into the Unified Zoning Code’s (UZC) definition of “general manufacturing”; UZC, Sec.II-B.8.e. The LI zoning district permits general manufacturing by right; UZC, Sec.III-B.20.b.4. The proposed LI zoning will allow the applicant to expand the machine shop operation onto the site, without the restrictions imposed by the GC zoning district; UZC, Sec. III-D.6.n.; “…the entire frontage of the ground floor along the principal Street frontage is used for office space, display or wholesale or retail sales.” The site has a vacant building (built 1953) on it that was previously used as a gymnastic venue. Scott Knebel from Metropolitan Area Planning Department shared that planning staff recommends that the proposed LI zoning be APPROVED. Applicants Agent, Kirk Miller, was present for questions. DAB Questions: DAB: How does the applicant plan to utilize the requested space? A: Possible storage area and cafeteria Public Comments: None Action Taken: Heflin/Roseboro made a motion to approve the zoning request. Price Woodard and Murdock NA meeting discussed infill development  Sunflower Community Action is planning to go door-to-door to discuss access to water  Sleepy Hollow NA is planning for neighborhood clean-up in October  NE Heights NA is not meeting in March  Encourage citizens to dispose of cigarettes properly and not throw them outside due to grass fires  Schweiter NA is planning an Easter Egg Hunt  Country Overlook NA had new residents join, the newsletter was distributed and neighborhood clean-up is scheduled in October  LOVE Wichita is April 23rd and 30th  City Transit routes and fares will be changing, free fare week is March 26th-April 2nd Recommended Action: Receive and file Adjournment Motion to adjourn by Roseboro/Domitrovic, motion passed 9:0.
