The District I Advisory Board meeting was held at 6:30 p.m. at the Atwater Neighborhood Resource
Center located at 2755 E. 19th St. N., Wichita, KS, 67214. Nine board members, six staff and seven
members of the public were present.

Staff Reports
Fire Report
No report
Police Report
Officer A. Recio, Patrol South, shared an update on assaults, thefts, larcenies and robberies. An after-
hours party location closed down. Patrol South officers are assisting in Old Town during closing hours of
clubs.
Officer N. Long, Patrol East, shared an update including a rise in non-residential burglaries of sheds. A
crime response team was formed in Patrol East. Citizens are advised to keep a record of serial numbers
and keep an eye on unfamiliar vehicles with trailers attached.
Officer J.C. Atondo, Patrol North, shared an update on several shootings that could include gang
activity.
Helen Rigdon, Wichita Public Library, shared an update on Rockwell and Comotara branches, public
libraries book sell, and the Library is accepting applications for Teen Volunteers 8th thru 12th grade.
New Business
1. Replatting versus rezoning education
Dale Miller, Planning Director presented information. Educational information was shared
concerning City and state regulations for replatting versus rezoning.
By state law zoning cases have to be published in the newspaper and letters have to be sent to
individual property owners located within 200 feet of the application area 20 days in advance of the
Planning Commission hearing. By department policy applicants are also required to post on the
application area one of the City’s red and white signs that contain the case number, brief description of
the request and the planning department’s phone number on the application area. Only one sign is
required unless there are additional street frontages, then one sign per street frontage is required. The sign
has to be posted 13 days in advance of the Planning Commission hearing.
In contrast, state law does not require any public notice for plats. There is no state requirement to notify
anyone of a proposed plat or replat. Previously, by department policy applicants were required to post
one of the City’s red and white signs containing the case number and the department’s phone number
along one street frontage of the area to be platted or replatted. Now the applicant is required to post a sign
on every perimeter street frontage. That change was made by the planning director.
Plats and replats are reviewed by the Subdivision Committee of the Planning Commission, the Planning
Commission and the governing body. The Subdivision Committee and the Planning Commission hearing
provide time for anyone to speak about a plat or replat. By policy the City Council does not take
additional testimony on Planning Commission cases; however, someone could ask for the City Council to
waive that policy provided there are extenuating circumstances. Approval of a plat or replat is
administrative, meaning that as long as the plat or replat meets the minimum development standards, the
Planning Staff that review the plat or replat are obligated to approve.

Zoning cases are quasi-judicial, meaning that the Planning Staff reviewing a zone case can exercise their
own judgement about the request and vote to approve or deny a zone change provided they produce
specific findings dealing with surrounding land use and zoning, consistency with adopted plans, ability to
supply public services to the site or neighborhood opposition or support. Such discretion is not allowed
with plats, if the plat meets minimum standards it is approved.

support the Law Enforcement Parade on April 23, 2016
Community Operations Recovery Empowerment Inc. (CORE) community garden at 1121 N.
Green will be available to the public
Sleepy Hollow Park has had trees removed and new trees planted
NE Heights NA has received assistance from City staff with water problems in their area
Schweiter NA Easter Egg Hunt went well and Schweiter day is at the end of May
College Hill could receive an Oxford House of eight residents
Country Overlook NA will welcome Police Chief Ramsay at their next meeting
