DISTRICT I ADVISORY BOARD AGENDA June 13, 2016, 6:30 p.m. Atwater Neighborhood Resource Center 2755 E. 19th St. N., Wichita, KS 67214 ORDER OF BUSINESS Call to Order Approval of agenda for June 13, 2016 Approval of minutes for April 4, 2016 and May 2, 2016 Public Agenda Board will hear public issues from individual citizens regarding City issues not scheduled on the agenda. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled Items A. Chisholm Trail Parkway System presented by Vincent Hancock-President, Delano Neighborhood Association B. General community concerns from Syeeda Echols 2. Off Agenda Items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Staff Reports 3. Fire Report Fire Department will provide information on activity in the District I community. Recommended Action: Receive and file 4. Library Report Library Staff will provide information and updates on activity in the community. Recommended Action: Receive and file New Business 6. ZON2016-00008 & CON016-00009 Scott Kneble, Metropolitan Area Planning Department, will present this information. The applicants are requesting LC Limited Commercial (LC) zoning on the 0.32-acre, platted B Multi-Family Residential (B) zoned portion of the of the1.12-acre site located north of 1st Street, on the east side of Minnesota Avenue. This B zoned north portion of the site is developed as a triplex (built 1935). The south and east parts of the site are the applicants’ LC zoned auto repair and indoor car sales business, as permitted by Use Exception BZA12-87. RECOMMENDATION: In the past the MAPC has supported the expansion of established businesses after a case-by-case consideration. The proposed LC zoning would allow the expansion of the existing LC zoned auto repair and allow outdoor car sales to replace the current indoor car sales business. The applicant’s 10,000-sqaure foot building was built in 1988 making it perhaps the most recent development in the area. Based upon information available prior to the public hearings, planning staff recommends that the proposed LC zoning and Conditional Use for outdoor car sales be APPROVED, subject to 16 conditions. District I Advisory Board Agenda June 13, 2016 Page 2 of 2 7. Improvements to 9th Street North between Hillside and I-135 Shawn Mellies, Public Works & Utilities will present this information. On April 19, 2016, the City Council approved an agreement with Baughman Company to design improvements to 9th Street North between Hillside and I-135. Recommendations: Approve the design concept. Background: On April 19, 2016, the City Council approved an agreement with Baughman Company to design improvements to 9th Street North between Hillside and I-135. Analysis: The section of 9th Street is currently a four lane roadway with curb & gutter and minimal underground storm sewer between I-135 and Grove and a two lane roadway between Grove and Hillside. There is on-street parking for some of the multifamily housing near Volutsia. The 9th and Grove intersection is currently signalized. 8. 2016 – 2025 Proposed Capital Improvement Program (CIP) Budget Mark Manning, Finance will present this information. The City of Wichita CIP outlines infrastructure improvements forecasted for the community over the next decade. It provides broad policy direction on priorities for improvements, and the amount of debt that should be incurred. A draft CIP document has been prepared by staff. To receive feedback and direction, staff has or will present to the City Council in workshop, the District Advisory Boards, and the Planning Commission. Adoption of the CIP by the City Council is planned for later this summer. Board Agenda 9. Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District.
