The District I Advisory Board meeting was held at 6:30 p.m. at the Atwater Neighborhood Resource
Center located at 2755 E. 19th St. N., Wichita, KS, 67214. Seven board members, eight staff and four
members of the public were present.

Scheduled Items
James Roseboro provided a NUSA 42ND Annual Conference Overview: 719 people attended from 29
states and two countries, workshop tracks were shared, the 43rd conference will be held in Nebraska. The
City of Wichita is a member of NUSA. WIN, Inc. was a finalist for Best Neighborhood Program Award:

Staff Reports
Fire Report
Lt. G. Johnson, Station 10, shared that in June there were four fires in District I (2-Accident, 1-Arson, 1-
Under Investigation). Citizens were encouraged to be aware of high water in areas when it rains and stay
cool in the heat. Final numbers for 4th of July incidents were not available.
DAB: Was a child rescued in the creek near NE Heights area?
A: Yes
Police Report
Officer D. Watson, Patrol North, shared an update on day time SCAT team efforts focused on
aggravated assaults, domestic violence assessments are now taking place during 911calls, and focus for
WPD in the next two weeks will be on abortion protest.
DAB: Is there a national spike in violent crime compared to Wichita?
A: Statistics are collected differently across the US.
Citizen: For peaceful protest, who is the point of contact?
A: Chief of Police and/or substations.
Officer A. Tapia, Patrol North, shared an specific times and locations for planned abortion protesters
Library Report
Anne Ethen, Wichita Public Library, shared an update on groundbreaking for new library in downtown
area with spring 2018 opening date, enrollment is down in the summer reading program overall but
increased in Evergreen and Angelou. Updated events for children were shared.
New Business
2017-2018 Proposed Budget Overview
Elizabeth Goltry, Finance provided a review of the 2017-2018 proposed budget with power point
presentation and handouts.
DAB Concerns:
Clarification was provided concerning the transit fund, WPD staffing of officers, and how street
maintenance is conducted.
Public Question/Comment:
Citizen: What is the dust control pilot program?
A. It helps treat the dust and reduce the effects of inhaling
Citizen: Where does municipal court fees go?
A. In the “Other Sources” general funds with fees from Century II, Park & Recreation, and Arts.
Citizen: Was illegal dumping discussed in the social media town hall?
A. No, because information was collected during the previous town hall discussions.

Citizen: Is energy efficiency in the budget?
A. Not specifically
Action Taken: Roseboro/Heflin made a motion to receive and file the information. Motion passed
7:0.

Updates, Issues and Reports
Vice Mayor
Two bids are up for discussion with the sale of the Hyatt Hotel
A new hotel is proposed for the downtown area and this can assist with attraction for NCAA
tournaments
Conversations are taking place with health officials concerning prescription drugs, opioids and
heroin.
Update provided from on REAL: Race, Equity and Leadership forum
Calvary towers update: HUD funding removed. Residents are offered vouchers to move

Library branch survey will begin this week
Flooding near NE Height area is still a concern
No signs on Douglas pertaining to flooding
Sleepy Hollow parks maintenance is ongoing
Juneteenth events were great including a day of service with 60 volunteers painting home
addresses on 80 curbs
Community Services Representative
Juvenile Expungement Clinic July 16th hosted by P3-Big Brothers Big Sisters
Registration available for Wichita’s Neighborhood Night Out
