District I Advisory Board Minutes April 3, 2017 www.wichita.gov The District I Advisory Board meeting was held at 6:30 p.m. at the Atwater Neighborhood Resource Center located at 2755 E. 19th St. N., Wichita, KS, 67214. Scheduled Items Jeanne Burns and Quincy Taylor from Sunflower Community Action shared that based on door knocking some citizens in the 67214 area are concerned with lack of healthy/ affordable housing in 67214, lack of trash pickup, and pollution from nearby factories. The goal is to build a project leadership team to address the issues. Questions from DAB: Q: What will you start doing? A: That is what we are working on. Q. Have you attended NA meetings? A: Yes District I Advisory Board Minutes April 3, 2017 Page 2 of 6 2. Off Agenda Items Jackie Lugrand presented information as a retired USD259 staff member. There is a need for adult presence in the school (volunteers). Please sign up to sit in class rooms at Spaght Elementary. Questions from DAB: Q: Have you been to the neighborhood association meetings yet? A: It is scheduled Q: Can flexible times be available? A: Yes, more flexibility is now available based on volunteer’s ability to assist with core courses such as reading and math. DAB Comment: Schools should reach out to neighborhood associations also Staff Reports 3. Fire Report Lt. Micah Hoelscher, Station 10, shared that in March there were 19 fires in Wichita and 2 fire fatalities. 9 of the fires were in District I and were caused by cigarette smoke (3), clothes dryer (1), shed (2), arson (2 under investigation), vehicle arson (1 under investigation). Citizens are encouraged to close bedroom doors at night to prevent smoke from entering and to have more than one way out of your house. Recommended Action: Receive and file 4. Police Report Officer V. L. Kern, Patrol South, shared that she will be going to Kansas City, Missouri for camera project training and this includes the ability to capture stolen tags. Beat 22 has an increase of larceny to autos. Officer R. West, Patrol East, Beat 37, Report of no hot spots this last week. WPD is working around Town East Mall to monitor parking lots, Law Enforcement Parade is this Saturday at 10:30am, on January 8th dog bite reported & dogs running at large. Officer B. Johnson, Patrol North, shared information about 2 shootings in March of 2017. Questions from DAB: Q: Is there a spike in human trafficking? A: This information is not known at this time. 2 District I Advisory Board Minutes April 3, 2017 Page 3 of 6 Q: Do you ever assist ICE? A: No, not to my knowledge. Recommended Action: Receive and file 5. Library Report Anne Ethen shared that the Adult Winter Reading ended March 12th with a total of 332 adults participating. The 1000 books before Kindergarten program has 983 children signed up and they have logged over 55,000 books. Candid Conversations series is: Police on Racial Profiling: in their own words. This is tomorrow, Tuesday, April 4, 7-9 p.m. at the WSU Hughes Metroplex. Chief of Police Gordon Ramsay will be one of the participants in the panel discussion. Next week is a presentation titled Voting Rights and Racial Justice, Tuesday, April 11, 6:30-7:45 p.m. at the Central Library; the speaker is the head of the Kansas chapter of the American Civil Liberties Union. This program is made possible by a grant from the National Endowment for the Humanities and the Kansas Humanities Council. More information, including the list of programs that have been planned so far and a video of the entire first presentation on Wichita’s role in the Civil Rights movement, can be found on our website, www.wichitalibrary.org/candid. Branch Libraries are looking for Teen volunteers to assist at the Angelou and Evergreen branches this summer. Must be going into grades 8-12 in the fall. Angelou Job Fair: Tuesday, April 11, 2-5 p.m. bring your resume. Cosponsored by the Workforce Alliance of South Central Kansas. Recommended Action: Receive and file 6. Park & Recreation Report Angela Buckner, Lynette Woodard Rec. Center, Shared that 3 events would take place on April 8th, Spin Cycling at Lawrence Dumont Stadium, Bunny Blast at O.J. Watson Park, and A Free Day of Healthcare at Fairmount Park. Summer camp registration begins April 17th for youth age 6-13. Comments: There are a lot of events on the same day. Questions from DAB: Q: When does park and recreation book/schedule events? A: 6 months to a year out. ZON2017-00001 and CON2017-00006 Rezone to LC Limited Commercial District and Conditional Use for an Entertainment Establishment Kathy Morgan, Metropolitan Area Planning Department, will present this request. The applicant is requesting a change in zoning from B Multi-Family Residential District (B) to LC Limited Commercial (LC), and a Conditional Use for an Entertainment Establishment for a 0.835- acre site located on the south side of East 17th Street North and east of North Hillside Road. The property address is 3815 East 17th Street North. The purpose of the rezoning is to allow the remodeling of the multi-purpose room at the Lutheran Student Center into a coffee shop with a renovated kitchen, new restroom facilities and an outdoor patio. The new coffee shop operation would include food and beverage preparation and service. No alcohol will be served at the premises. The project site plan also includes a new parking lot with 23-parking spaces adjacent to the existing parking lot of the student center. The existing Lutheran Student Center is zoned B, and is used for campus ministry services at Wichita State University for the Lutheran Church. The rezoning to LC is necessary to allow the conversion of the facility to the permitted use of a coffee shop/restaurant and the parking lot construction. The Conditional Use application was filed in order to allow an entertainment establishment within 300 feet of a single-family zoning district. The coffee shop may provide occasional live entertainment. RECOMMENDATION: Based upon information available prior to the public hearings, planning staff recommends that the request be APPROVED, subject to four conditions Update from MAPD: There is enough parking to accommodate the request. Questions from DAB: Q: Can they make money? A: Yes, it is student centered. Action Taken: James/Roseboro made a motion to recommend that City Council approve the request. Motion carried 9:0. 8. CON2017-00009 TF-3 Two-Family Residential to Conditional Use to build ancillary, off-street parking for a commercial building at 201 South Hillside Avenue Kathy Morgan, Metropolitan Area Planning Department, will present this request. The applicant requests a Conditional Use to build ancillary, off-street parking for GO General Office (GO) at 201 south Hillside. The site is located at 214 South Lorraine and is developed with a single-family residence. Only the east 25 feet of the property abutting the improved alley will be developed for parking. Properties located to the west, north and south of the subject site are zoned TF-3 and developed with single-family residences. Properties located east of the subject site are zoned GO and are developed with one-story commercial strip buildings. 4 District I Advisory Board Minutes April 3, 2017 Page 5 of 6 Ancillary parking is used by businesses or manufacturing as a technique to provide additional off- street parking. The MAPC has previously reviewed and approved several similar requests. RECOMMENDATION: Based on information available prior to the public hearings, planning staff recommends that the request be APPROVED, subject to the three conditions. Update from MAPD: A 6 foot privacy fence is currently there, the applicant would like to use some of the backyard to park 8 cars. If property is sold the condition must stay with the home which protects the residential neighborhood. The lot would still have a small backyard and this does not change the zoning. Questions from DAB: Q: The fence will be re-routed around the new parking A: Yes Questions from Public: Q: Conditions are? (See Staff Report) Concern: It is an intrusion into the neighborhood no signs are in the area. Q: East to West for the 25ft, is that needed? A: Yes, for maneuvering parking. MAPD Update: No, residence within 200ft have contested? DAB Comment: Courtesy from the planning department to extend notice to 500ft instead of 200ft. Q: Is the applicant here? A: No Public Comments: There is plenty of parking on Hillside. Response: You are not allowed to cross Hillside for ancillary parking. Concern of real estate value of the property with the proposed request. Action Taken: Roseboro/Johnson made a motion to recommend that City Council deny the request.
