District I Advisory Board Minutes May 1, 2017 www.wichita.gov The District I Advisory Board meeting was held at 6:30 p.m. at the Atwater Neighborhood Resource Center located at 2755 E. 19th St. N., Wichita, KS, 67214. Fire Report None District I Advisory Board Minutes May 1, 2017 Page 2 of 5 4. Police Report Officer L. Carlson, Patrol South Beat 21, reported a smash and grab burglar is at it again. Police believe this individual is someone they are familiar with, who was responsible for more than 65 burglaries back in 2010 and 2015. The camera project in Old Town continues to move forward and should be complete this summer. Question from DAB: Q: Would the cameras just be in Old Town, or would they be in other parts of the city also? A: Carlson said they will start out in Old Town, but he looks for the project to grow and expand to other areas. Officer A. Villegas, Patrol East, Beat 38, reported a non-residential burglary hot spot near Central and Woodlawn. There was a larceny from auto hotspot near Douglas and Hillside, namely at Margaritas. Officer Thornton placed signs on the property reminding patrons to “hide your items, take your keys, and lock your doors.” Management was also contacted and will have video available for officers if the thefts occur again. Most cases are occurring in the overnight hours. Officer Villegas reported on a robbery at Edgemoor Park where a suspect riding a bicycle snatched a purse from a female walking in the area. Detectives have a suspect in mind and will be working a special assignment hoping to catch the suspect. There was an auto theft hotspot near Harry and George Washington Boulevard; two persons were arrested. Comment from DAB: Q: Seems to be an increase of guns being stolen from vehicles. A: Officer Villegas confirmed, stating so many more people are carrying guns, the thefts have gone up. He said there were 78 firearms stolen from vehicles in the area between 29th St. N. to the Plainview neighborhood. Officer D. Watson, Patrol North Beats 43 and 44, said his area is experiencing a lot of gunfire and drive-by’s with no suspects. He said WPD is implementing a Gang Task Force for the summer and he is one of 20 Officers selected to serve. He said there will be 10 Officers working day shift and 10 on the night shift. Questions from DAB: Q: If someone has a tip, who should they call? A: Crime Stoppers. Comments from DAB: Council Member Williams mentioned she is interested in learning more about the Shot Spotter technology and whether it works in neighborhoods. Janet Wilson said there are people in her neighborhood that use cameras and they seem to really help as a crime deterrent. Library Report Anne Ethen shared more than 1,100 children have signed up for “1000 Books Before Kindergarten” and have logged over 78,000 books. The summer reading program will run from May 18th to July 28th and is open to any child from birth through grade 12. She reported they are looking for Teen volunteers to assist at the Angelou and Evergreen branches this summer. They must be going into grade 8th-12th in the fall. Angelou held its first ever job fair at the Angelou branch on Tuesday, April 11, 2-5 p.m. It was co-sponsored by Workforce Alliance of South Central Kansas, and 43 jobseekers participated. One person was interviewed and hired on the spot. They are planning to have another job fair in the fall. Council Member Williams thanked the Library for their Candid Conversations series. Recommended Action: Receive and file 6. Park & Recreation Report None New Business 7. Sewer Improvements to serve Roosevelt Avenue Rebecca Greif, Public Works Engineering, presented a petition for sewer improvements. The private sanitary sewer along Roosevelt Avenue, north of 9th Street is undersized and clogged with roots. A public sewer needs to be extended to alleviate the private services running in right-of-way and crossing private property lines. A petition was circulated by property owners in the area and was returned with 80% of the resident owners representing 76% of the improvement district area in favor of the project. The proposed improvement consists of extending a lateral sanitary sewer to serve the properties. The estimated cost of the improvements is $65,000. The project will be funded 27.8% by the improvement district and 72.2% by the Sewer Utility cash reserves or future revenue bond sales. If revenue bonds are issued, an additional 8% will be added for financing and administrative costs. Questions from DAB: Q: Can residents pay the total owed all at one time? A: Yes, there is a 30-day window where they can do that. Action Taken: Roseboro/Heflin made a motion that the District Advisory Board recommend approval of the petition. Motion carried 8:0. 8. Request for Resolution of Support for Application for Housing Tax Credits (Holyoke Gardens Senior Residences) Mark Stanberry, Housing and Community Services, presented a request for a Resolution of Support. The proposed Holyoke Gardens housing project is to be developed at 2717 N. Holyoke. According to the applicant, the proposed project will include construction of a three story building in 3 District I Advisory Board Minutes May 1, 2017 Page 4 of 5 order to provide for 42 two-bedroom apartment units. The apartment units will be offered to senior citizens, exclusively, and will feature ceramic tile showers and floors, with accessible roll-in/walk-in showers. Housing Tax Credit (HTC) rent amounts are estimated to be between $590 and $640 per month. The City’s HTC Policy requires a set-aside of 20% of the units for market rate tenants. Waiver of this requirement is requested, as the project will serve senior citizens, a special needs population. The HTC Policy provides for a waiver of the 20% market rate unit requirement when special needs populations are exclusively served. Bernard Knowles and Andy Bias, applicants, were present to address questions. Bias explained that the tax credit process is extremely competitive. He said the State received 53 application this year, and will likely only award 22. Questions from DAB: Q: I understand the plan is down to 37 units from the original 42 proposed? A: Yes Q: There is a lot of water that drains off the cemetery. What do you plan on doing about all that runoff? A: We will install the necessary storm water drainage. Q: You are proposing a three-story structure. Have you reached out to the neighborhood to see how they feel about it? A: Yes Q: Will this project still move forward if you don’t receive the tax credits? A: We could still build, but the rent would no longer be that affordable. Moses Thompson, resident, said he conducted a water dye test to see where the runoff water comes from in the area and where it goes. Action Taken: Wynn/Wilson made a motion that the District Advisory Board approve a recommendation for adoption of the Resolution of Support, waiving the 20% market rate unit requirement. Motion carried 8:0. 9. Request for Resolution of Support for Application for Housing Tax Credits (Waterman Apartments) Mark Stanberry, Housing and Community Services, presented a request for a Resolution of Support. The proposed project involves acquisition and renovation of the Waterman Apartments, located at 1718-1726 E. Waterman. The project will offer a total of 11 apartment units upon completion, including 10 one-bedroom apartment units, and one studio apartment unit. The existing garage structure at the rear of the site will be demolished, in order to provide additional surface parking spaces. The renovation plan includes plumbing, electrical, and flooring upgrades, in addition to exterior improvements. Each individual apartment is currently heated and cooled utilizing window 4 District I Advisory Board Minutes May 1, 2017 Page 5 of 5 units in the living rooms. These units will be updated and additional units will be added to the bedrooms. The existing laundry area will also be improved. HTC rent amounts are estimated to be $305 for the studio apartment unit, and between $485 and $560 for the one-bedroom units. One of the units will be offered for lease to a homeless individual. Janice Rich, neighborhood representative, said she posted the information about the project on Nextdoor.com and only one person expressed interest. Andy Bias, applicant, said that individual contacted him and he answered her questions. Action Taken: Mayes/James made a motion that the District Advisory Board approve a recommendation for adoption of the Resolution of Support, waiving the 20% market rate unit requirement. Motion carried 8:0. Board Agenda Updates, Issues and Reports  Wilson: Reminded everyone about WIN University that will be held August 5, 2017.  Roseboro: Reported they had a successful neighborhood clean-up and on June 3rd they will hold their five-neighborhood picnic.  James: Schweiter days is May 27th, 2017  Wynn: Thanked the City and Aaron Mayes for helping with a clean-up at a residence in his neighborhood.  Johnson: Announced there will be a Juneteenth celebration parade on June 24th. CON2017-00013 SF-5 Single-Family Residential to Conditional Use request for an accessory apartment Kathy Morgan, Metropolitan Area Planning Department, will present this request. The applicant is requesting a Conditional Use for a 25-feet by 55-feet accessory apartment to be located on an unplatted lot. The property is zoned SF-5 Single-Family Residential. It is currently developed with a single-family home and accessory buildings. The site is serviced by a septic system. The accessory apartment will have a separate septic system on the site. RECOMMENDATION: Based upon information available prior to the public hearings, planning staff recommends that the request be APPROVED, subject to five conditions. Board Agenda 11.
