District I Advisory Board Minutes August 7, 2017 www.wichita.gov The District I Advisory Board meeting was held at 6:30 p.m. at the Atwater Neighborhood Resource Center located at 2755 E. 19th St. N., Wichita, KS, 67214. Public Agenda Board will hear public issues from individual citizens regarding City issues not scheduled on the agenda. Each presentation is limited to five minutes unless extended by the Board. 1. Hoelscher, Station 10, shared that there were 27 fires city wide in July. 5 of them were located in District 1(2- large fires at 150 N Main at a high-rise causing $126,000 total loss, 1-accident, 1-arson non-dwelling, and 1-vehicle). Tammy Snow was appointed as the new Interim Fire Chief. Question from DAB: Q: When out on a call? How much does a call cost? (Like calls at Shadyway Plaza Tower) A: False call warnings add up and vary. District I Advisory Board Minutes August 7, 2017 Page 2 of 4 4. Police Report Officer J. Hooks, Patrol East, year-to-date numbers are down besides burglary. 2 burglars were caught recently and that cleared 6 cases, the Patrol East Community Cookout is September 16th from 11am-3pm at Edgemoor Park. Questions from Citizen: Q: Is the East Substation closed? A: Yes, there is currently an outage at the station. Q: Does meth or crack have the most usage? A: Meth because it is easier to get. Officer L. Carlson, Patrol South, 2 after-hour clubs were shut down after good partnerships between MABCD and the Fire Department; the nuisance ordinance was used. As of now, 20 cameras have been set up in the Old Town area. Questions from DAB: Q: How many motorcycles will be out? A: Unsure but they will be all over the city. Q: How have the cameras affected man power? A: The same amount of officers are used at this time. Questions from Citizen: Q: Is Patrol South having a cookout? A: Yes, the date is unknown. Comments: Thanks for confiscating illegal gambling machines. Officer C. Burnett, Patrol North, Officers helped with the Convoy of Hope on bikes and horses, last Wednesday officers had a cookout with the camp kids from Lynette Woodard Recreation Center, the date is unknown for the Patrol North cookout. Today there was a domestic violence incident at 1700 N. Spruce. 5. Library Report Anne Ethan-read by Kameelah Alexander  1000 Books Before Kindergarten: Over 1500 children have signed up and have logged over 195,000 books since the program began in January of this year.  Summer Reading ended on July 28. Statistics have not been released yet. We will continue to hand out prizes to finishers until school starts, although we have run out of some prizes and will not be getting more.  Candid Conversations Book discussion at Angelou: Friday, August 18, 7-8:30 p.m., special after hours program. Discussion of Writings on the Wall by Kareem Abdul-Jabbar. Attendance has been very good at the two previous Candid Conversations book discussions (18 to 20 in attendance). Response from attendees has been favorable. It has been suggested that we continue this beyond the 3 book series that concludes in August.  Angelou will be hosting another job search workshop with the assistance of the Workforce Alliance of South Central Kansas. Receive assistance with email, resume writing, cover letters, job applications, and job searching. Tuesday, August 29, 6 to 8 p.m. at the Angelou Library. 6. CON2017-00026 B Multi Family to Conditional Use for a Utility, Major to allow the expansion of an existing electric substation. Kyle Kobe, Metropolitan Area Planning Department, presented this request. This application was filed to request a Conditional Use Permit for a major utility to allow the expansion of an existing electrical substation at roughly 4100 East 17th Street North. The site is adjacent to the grounds of Wichita State University and is zoned B Multi-Family. The purpose of this application is to allow for Westar to expand its level of service to the area and to take advantage of the existing infrastructure already in place in the form of transmission lines and access to the grid. The substation, the Innovation Station Electrical Substation, will provide power for Wichita State University, as well as provide interactive data to the school to be used as a teaching tool. The applicant explains that transporting electricity over long distances is more efficient at higher voltage levels. Substations like this convert that electricity into lower voltages to make it appropriate for regular consumption. The station will function much the same way as before, save that it will be able to provide an increase in service capacity for the surrounding areas. The applicant proposes beginning construction in the fall of 2017 and to begin operations in 2018. RECOMMENDATION: Based upon information available prior to the public hearings, planning staff recommends that the request be APPROVED, subject to the following conditions: a. The site is to be developed as shown on the Innovation Station Substation Plan dated 5/17 by Westar Energy. b. Any changes to the site or screening design, the size of the area to be expanded to, or the location of the expansion will require review by the Planning Department. c. If the Zoning Administrator finds that there is a violation of any of the conditions of the Conditional Use, the Zoning Administrator, in addition to enforcing the other remedies set forth in the Unified Zoning Code, may, with the concurrence of the Planning Director, declare that the Conditional Use is null and void. MAPD updates: No landscaping planned Questions from DAB: Q: Is there a landscaping within 10ft policy by Westar? A: A screening wall is proposed all the way around (property will swap out between WSU and Westar), there will be 2 gates, 13ft X 153ft dimensions to update existing equipment. Westar Staff available Bridget Bowman, Don Sherman, and Katie Wahlbridge Action Taken: Roseboro/Wynne made a motion to recommend that City Council approve. Motion carried 8:0. Additional questions from DAB to Westar: Q: Additional poles on 17th Street, are some of them coming out? A: Yes Q: Alley ways; who maintains them? A: Westar pays the city. 3 District I Advisory Board Minutes August 7, 2017 Page 4 of 4 Q: When will Kenmar construction begin? A: October 2017, completing end of 2018. Q: When will the Mossman project with transmission poles begin? A: September 2017 Q: When will the Westar center be completed? Will you offer tours of the new facility? A: 2018 and yes Q: Is there a consolidation update? A: Merger has not been filed yet but when it is there will be a 300-day time frame for approval. Q: What is the status of the Central street operation center? A: It will remain open after the new building opens and another location out south will close. 8. Naftzger Park redesign overview Economic Development Department staff presented this information. Staff will provided an overview of the project to redesign Naftzger Park, invited citizens to view the concept presentation on Thursday, August 10th or Friday, August 11th. Update: It is important for business owners to have safe areas for patrons. Park elements will be relocated to other parks. City Council will ultimately approve the design with the City and developer agreeing on the plan input. Comments from the public can be emailed to Wichita Park and Recreation. Comments from DAB:  Great feedback from the community at the 2 previous meetings  Maintaining the park is most important after the renovation No Action Required Board Agenda 9. Updates, Issues and Reports  Williams: Jane Byrne is now on the Wichita Bicycle and Pedestrian Advisory Board. The District Advisory Board welcomes City Fellow, Janek Sunga to his first DAB I meeting.  James: 28 youth completed the Mayor’s Youth Council orientation. Jianna Cousin is the Mayor and the will focus on 5 major issues.  Roseboro: No neighborhood night out (NNO) for NE Heights NA. Be cautious of “shade tree” mechanics; they are allowing oil from cars to wash into our drains.  Wilson: NNO is active, WIN job fair in partnership with Joshua Project is August 12th.  Alexander: Lynette Woodard Rec. Center and WSU tennis team will host a camp on August 26th at Fairmount Park. Recommended Action: Receive and file Adjournment Motion to adjourn Motion made by Roseboro/Mayes, carried 8:0.
