District I Advisory Board Minutes November 6, 2017 www.wichita.gov The District I Advisory Board meeting was held at 6:30 p.m. at the Atwater Neighborhood Resource Center located at 2755 E. 19th St. N., Wichita, KS, 67214. John Hall, Housing and Community Services presented FY 2018-2019 funding for CDBG, HOME, ESG and received a nomination of Grants Review Committee Representative – District I. The Annual fiscal funding allocation is based on hopes of funding in July 2018. This is the 5th required presentation of the 5 year plan. Questions from DAB: Q: Executive Branch could likely end all the funding, how much funding would be lost in your department? A: 98% Q: Can ESG funds be used for jobs to homeless citizens? A: No, but CDBG Public Service funding could. Q: Are Community Services Representatives (CSR’s) funded out of the funding? A: Yes Q: When does the grants review committee meet? A: February of each year Nomination for DAB I Member to participate on the Grants Review Committee: Bill Wynne District I Advisory Board Minutes November 6, 2017 Page 2 of 6 Public Agenda Board will hear public issues from individual citizens regarding City issues not scheduled on the agenda. Each presentation is limited to five minutes unless extended by the Board. 2. Scheduled Items No Items 3. Off Agenda Items No Items Staff Reports 4. Fire Report Lt. Johnson, Station 10, shared that there were 3 fires (1-accidental, 1-undetermined, and 1-attempted arson). The current recruit class of 15 will finish around January 2018. Be aware of cold weather and the need to service furnaces and be careful with space heaters. Question from DAB: Q: Are you still distributing smoke alarms? A: Yes, call the main office in City Hall. 5. Police Report Officer A. Recio, Patrol South, provided information on shootings that took place at a private after-hours party event (nuisance order was served). The part was at 209 E William. Bradford Glen Apartment updates were provided. . Questions from DAB: Q: Are IMPACT meetings occurring with Patrol South? A: Not that many. Q: How are neighborhood associations notified if IMPACT meetings do not occur? A: At the neighborhood association meetings. Q: Any response to the violence occurring at churches around the US? A: Some churches hire officers. Officer A. Tapia, Patrol North, provided information of auto theft on the rise compared to last year; larcenies have also increased although robberies are down compared to last year. On November 22nd there will be an Auto Theft Awareness event where officers will look for running unlocked cars and distribute educational material. Questions from DAB Q: What about crime increasing in College Hill? A: Officer Villegas with Patrol East previously shared that crime most likely increased due to increased police presence just south of the College Hill area. Q: Are cameras downtown now reporting back to give tickets A: Yes, there was a special assignment to look for traffic violators. 2 District I Advisory Board Minutes November 6, 2017 Page 3 of 6 Q: What about the fire near 21st and Woodlawn? A: ATF is investigating the fire. Q: There is a home in The Elm neighborhood association that has a lot of traffic with vehicles coming in and out fast? A: Officer Tapia will follow up on this concern. Comment: Thanks for helping with the A. Price Woodard and Murdock neighborhood association clean up. 6. Library Report From Anne Ethan-read by Kameelah Alexander The 1000 Books before Kindergarten program continues. As of today, 1766 children have signed up and have ready almost 265,000 books. November is Kansas Reads to Preschoolers Month. This year’s title is called The Napping House. Stop by any library location to enter to win a free copy of the book. A special Pajama Storytime will be held at the Central Branch on Wednesday December 15, 6:30-7:30. For ages 2-6. The Friends of the Wichita Public Library will be having a Used Book Sale Thursday November 30 and Friday December 1. Books will be sold for $5 per bag. Plastic bags will be provided, or purchase a tote bag for $1. Upcoming technology class at the Angelou Branch library: Facebook for Beginners, Tuesday December 5, 4-5:30 p.m. Register online or call the Angelou branch to register, 688-9580. Question from DAB Q: Can another walk through take place at the new library downtown? A: We will see. 7. Park & Recreation Report Angela Buckner, Lynette Woodard Rec Center, classes can be formed based on registration. Wichita Park & Recreation is preparing for A Night with Santa being held on Thursday, December 7th from 6:30- 8:30 p.m. at Century II Exhibition & Convention Halls. It is a free event geared toward kids ages 12 and under with all types of activities. Kids Konnection, at Edgemoor, Linwood and Orchard rec centers is on days that USD 259 students are out of school. Kids bring their own lunch and the Park department brings the structured fun. The cost is $20 per day, ages 6-13 from 7:00am-6:00pm, the other recreation sites have open gym and other activities (Please see the flier). Lynette Woodard just held a free basketball clinic on Saturday, November 4th from 10a.m. – 12:00 p.m. for kids ages 5-11 in partnership with the Lady Blazers basketball team. The team currently rents the gym at Woodard. The team wanted to give back to the community. There were over 45 participants in attendance. There were also over15 prizes given out 6 basketballs, water bottles, puzzles and Frisbees. Lynette Woodard hosted a Neighborhood Fun Night on Friday, November 3rd from 5:30-7:00 p.m. in partnership with BSR productions and 8 other local Inspirational and Christian rap groups. There were over 150 participants in attendance. Woodard was able to give out prizes donated by Academy Sports and Dicks sporting goods along with smaller prizes from family and friends of Woodard Rec. Woodard’s community education classes have been taking off with a bang in the kitchen with our new Candy Bouquet workshops and Edible Bouquet Workshops due to the success and request of students we will be 3 District I Advisory Board Minutes November 6, 2017 Page 4 of 6 implementing a Balloon Bouquet workshop during the winter session. All the workshops are geared for all ages. The workshops will also be expanded to reach numerous organizations, churches, groups and be able to be held outside of a scheduled date listed as long as a minimum is met with the group at Atwater. There will be more to come on this. Woodard has also started an afterschool playground where children are able to come in and play afterschool before Woodard’s classes and activities begin. McAdams Recreation Center and our Fitness Instructor Denise Colborn partnered with “Rise Up For Youth” which is a local youth organization on Saturday, October 28, 2017 from 10:30 am until 2:00 pm to offer an “Empowerment Workshop” which included exercise, dance and seminars for girls, ages (12) to (17) years of age. McAdams Recreation Center partnered with our Instructor Denise Colborn and Valerie Lynn Knight to offer on Saturday, October 28, 2017 our annual “Party in Pink”, dance/fitness event to raise awareness for Breast Cancer. McAdams Recreation Center partnered with the Northeast Optimist Club, Denise Colborn Fitness and McAdams Golden Age Club to sponsor our annual “Fall Festival” event which was held on Friday, October 27, 2017 from 6:00 pm to 8:00 pm. Edgemoor will start construction within the next month to replace the concrete gym floor with an athletic cushion multi-purpose material. They will also be laying on a newer material to replace the aging tile on the floor of the hallways in the building. They will not have to rip up the tile which will save money through the process. Edgemoor also hosted the Bob Jackson pickle ball tournament on Saturday, October 7th from 9:00am – 5:00pm. Bob Jackson was a pickleball ambassador for the Pickleball Association and an ambassador for the Park Department by teaching hundreds of people how to play the game. Bob was one of the first initiators to bring the game to the Wichita Park & Recreation Department. The pickleball family raised $2,500 for the family. The Park Department allowed them to conduct this special event, by only charging them 50% of the normal gym rental fees. This pickleball group provided food and drinks for everyone throughout the day. They had a beautiful day of fun and comradery while reminiscing how great Bob Jackson was. Linwood hosted its annual grade school Halloween Party on Friday, October 27 from 6:00-8:00 pm. 262 people attended this event featuring carnival games, candy and Halloween trinkets, spooky tattoos, and a haunted room full of ghosts and monsters. East High School provided 26 JROTC members to work the Linwood Grade School Halloween Party. These volunteers ran carnival games and served as zombies and monsters in the Haunted Room. Use of these volunteers resulted in a part-time staff cost savings of $1,414.14. The ARC donated approximately $500 worth of Halloween decorations and haunted house props for use in Linwood’s Halloween Party. New Business 8. PUD2017-00006 TF-3 Two-Family Residential to Establishment of Planned Unit Development #54 to permit uses allowed in the GO General Office zoning district and other specific uses Dale Miller, Metropolitan Area Planning Department, presented this request. The applicant is requesting a zone change from TF-3 Two-Family Residential (TF-3) to a Planned Unit Development (PUD) for approximately 1.67-acres generally located one block north of East Lincoln Street and east of Interstate 135 Kellogg/US Hwy 54 exit ramp. The application would establish PUD #54, and create development standards for Metro Boulevard, a mixed-use redevelopment plan of the former Metro Boulevard High School facility. The Project Description of the PUD explains that the development is proposed “to redevelop the former Metro Boulevard High School facility into a unique mixed-use center with a focus on providing the community needed art studio space, educational outreach, a community gathering facility and a residential component for an on-site manager and/or artists-in-residence. Ancillary uses, such as offices and other small-scale retail shops, may also be part of the project.” 4 District I Advisory Board Minutes November 6, 2017 Page 5 of 6 RECOMMENDATION: Based upon the information available at the time the staff report was prepared, it is recommended that the request be approved subject to the following findings: This recommendation is based on the following conditions: 1. The PUD shall be developed in compliance with the Metro Boulevard Planned Unit Development #54 plan prepared by Baughman Company, dated October 17, 2017. 2. General Provisions #1 through #13 on the PUD plan shall provide the development and administrative standards for the PUD. Updates from Agent, Russ Ewy This is a customized zoning request due to limitation with a former school building. If needed, three dwelling units will be used by the owner, artist-in-training and onsite staff. Questions from DAB: Q: Have neighbors been spoken to? A: Yes, 4 residents received information. Q: What safety concerns are there with welding? A: There’s a room/building in the school that will be renovated for this activity. Q: Is it like hands on maker space? A: Yes, on a smaller scale. Dale Miller presented and agent Russ Ewy was present. Action Taken: Mayes/Heflin made a motion to recommend that City Council approve. Motion carried 8:0. 9. CON2017-00035 SF-5 Single-Family Residential (SF-5) to Conditional Use for an accessory apartment Dale Miller, Metropolitan Area Planning Department, presented this request. The applicant requests a Conditional Use for an accessory apartment on property zoned SF-5 Single-Family Residential (SF-5). Generally located mid-block between Clifton Avenue and Yale Avenue on the north side of East Second Street (3612 East 2nd). The property is developed with a one-and-one-half-story bungalow residence built in 1922 with parking in the rear of the lot. The accessory apartment will be located in the main structure and have a separate entrance. RECOMMENDATION: Based upon information available prior to the public hearings, planning staff recommends that the request be APPROVED. This recommendation is based on 5 findings. Update from MAPC: No action is required due to no protest for this request Action Taken: Receive and File 10. Gloria Jeff, Wichita Area Metropolitan Planning Organization (WAMPO) presented on the WAMPO scenario planning initiative information. Information was shared about who WAMPO is and what WAMPO does. Discussion of was centered on planning for what could be, capacity wise we are good for 30 years for the City to handle traffic, Wichita does not have congestion compared to other cities, there is an 45 second delay in the average traffic backup, Scenario Planning-Phases: 1. Driving forces, 2. Issues & Challenges, 3. Opportunities and 4.
