The District I Advisory Board meeting was held at 6:30 p.m. at the Atwater Neighborhood Resource Center located at
2755 E. 19th St. N., Wichita, KS, 67214. Ten board members, nine staff and six members of the public were present.

Citizen/DAB Member, Aaron Mayes shared that You Thrive is an agency that is helping youth who age out of foster
care and Tim Gay is the Founder & Executive Director. Information can be found at youthrive.org
Staff Reports
3. Fire Report
Capt. Woods, Station 10, shared that there were 258 alarms with 178 being medical calls. Information was shared
about a fatal fire in District 1 that resulted in a toddler’s death. The recruit class is in progress. The department is
expecting a new hazardous truck, rescue truck and other equipment.

4. Police Report
Officer C. Burnett, Patrol North, provided information on a homicide at 11th and Estelle, SCAT is doing a lot of
follow-up with recent homicides, WPD met with WSU fraternities and sororities on 12/5/2017 to address safety
concerns.
Patrol East reported by Officer C. Burnett: the biggest issue in District 1 right now is the theft to vehicle crime
trend. We still have a lot of people leaving valuables in vehicles overnight. People are breaking into the cars, or in
many cases just opening the unlocked car doors and taking wallets, purses, and other valuable items. Despite some
arrests this is still an ongoing concern. This is seen in the area of Douglas/Central and Hillside/Oliver and also in the
Sunnyside neighborhood.
Questions from DAB:
Q: With people warming up cars, can you tell the difference with auto start devices versus unlocked cars?
A: No, but those devices have good security features.
Comment from DAB:
A resident has a camera that captured the tag of the suspects for the homicide at 11th and Estelle
5. Library Report
Anne Ethan, provided the following information.
The 1000 Books before Kindergarten program continues. Coming to the end of our first year in the program, over
1800 children have signed up and have logged over 283,000 books. Adult Reading Program in conjunction with
Suzanne Tobias of the Wichita Eagle, the Library will be conduction the #ReadICT challenge -- read 12 books from
12 different categories over 12 months. Categories to be announced December 31.
Angelou Branch News: December technology program at Angelou, tomorrow, Tuesday December 5, from 4 to 5:30,
Facebook for beginners. There are still spaces available, call the Angelou branch tomorrow at 688-9580. Candid
Conversations book discussions will continue in 2018 with a discussion in February of the book Kinship Concealed:
Amish Mennonite – African American Family Connections by Sharon Cranford and Dwight E. Roth. Registration
begins January 5 and copies of the book will be available for checkout by the first 15 people who sign up.
Question from DAB
Q: When is the new library downtown expected to open?
A: June 2018.
6. Park & Recreation Report
Angela Buckner, Lynette Woodard Rec Center, classes can be formed based on registration.
Edgemoor Recreation Center: On November 7th, Edgemoor Recreation Center hosted Election Day for Sedgwick
County. Voting hours were from 6:00am – 7:00pm. This site had approximately 400 voters casting their ballots for
their District City Council Member. This also was a great opportunity to show case our facility and activities to
individuals in the community who may have never been here before. On November 20th & 21st, Edgemoor provided
Kids Konnection for grade school children while they were out of school on Thanksgiving Break. Edgemoor had 13
children in attendance for both dates. This activity generated $520 of revenue for our Department. The City of
Wichita had a sidewalk installed for pedestrians along 9th Street from Edgemoor to Woodlawn in November. This
sidewalk should be a great benefit to the neighborhood in order to obtain a healthy, fun, and safe walking opportunity
to and from Edgemoor Recreation Center and the Rockwell Library.

Linwood Recreation Center: Linwood Golden Age Club hosted a Veteran’s Dance on Veteran’s Day (Saturday
11/11). 118 seniors were in attendance 28 veterans attended. Hosted the November Barry’s Crew Event on Saturday,
November 18. Although attendance was small (approximately 50 participants), members had a great time enjoying
mini-class sessions such as Kids Yoga, Tiny Tumblers, Tae Kwon Do, Cartooning Basics and Little Chefs. Recital
Linwood Ballet & Tap participants on Thursday, November 30. There were 24 participants who performed to a
crowd of 90 parents, grandparents, other family members and friends.
McAdams Recreation Center: Boot Camp - $4 Drop-in (“NEW”) 4wks, Tuesday - 6:30 pm to 7:30 pm, Thursdays -
6:30 pm to 7:30 pm, Saturdays - 11:00 am to 12:00 pm. Free event Cookies with Santa (Presented by, McAdams
Recreation Center & Story time Village) McAdams Recreation Center. Friday, December 15, 2017 6:00 pm to 8:00
pm. KWANZAA Celebration (Council of Elders) McAdams Recreation Center, Tuesday, December 26, 2017, 4:00
pm to 7:00 pm
Lynette Woodard Recreation Center: Tuesday, November 14th Lynette Woodard Recreation Center held its 2nd
annual Holiday Piano Recital with over 65 parents and family members in attendance. Private music lessons consist of
drums, guitar and piano are continually growing at Lynette Woodard with the fall session as of November 2017
bringing in (150 participants) in comparison to 2016 with (115 participants) which included December. Woodard’s
music lessons are on track to increase by the end of fall (December) by 50%. Woodard is also considering developing
more private music classes in 2018 which will feature Orchestra instruments. Purchased a new Triceps press machine
for the fitness center which was installed on November 16th. Fitness memberships for the fall session in 2017 not
including December are already up by 30% in comparison to fall 2016 September, October and November. Lynette
Woodard is partnering with the Sedgwick County extension office to offer bonding through Board Games for Free.
More classes to come with this great partnership. Christmas break Lynette Woodard will have free open gym for
youth 16 and under every day the facility is open. 1-4:00 p.m.
Park & Rec. Dept. December activities: A Night with Santa, Thursday December 7th 6:30-8:30 p.m. Century II
Exhibition & Convention Halls. Free event geared toward ages 12 and under, Donations of non-perishable items for
the Kansas food bank are greatly encouraged. Kid Konnection Camps, Linwood, Edgemoor and Orchard 7:00 a.m. –
6:00 p.m. Ages 6-13 $20 per child/day. Other recreation centers will be holding free open gym for youth. Winter
registration for Wichita Park & Rec. classes start Monday, December 11th.
New Business
7. PUD2017-00007 GC General Commercial to Create Planned Unit Development #55 Crown Uptown Theater
Dave Yearout, Metropolitan Area Planning Department, will present this request. The applicant is requesting a
zone change from GC General Commercial (GC) to a Planned Unit Development (PUD) for approximately 0.54-acre
generally located at the southeast corner of East Douglas Avenue and Hillside Avenue on the south side of Douglas
mid-block (3207 East Douglas Avenue). The application would establish PUD #55, and create development
standards for Crown Uptown Theater, to permit the rehabilitation of the existing theater facility and other site
improvements.
RECOMMENDATION: This application has been submitted to allow significant rehabilitation of the existing
structure. Under the requirements of the current zoning (GC), the property could not be rehabilitated without meeting
the development standards of GC. The PUD will permit the continuing operation of the Crown Uptown Theater.
Based upon information available prior to the public hearings, planning staff recommends that the proposed PUD #55
be APPROVED, subject to the following conditions:
a. The site shall be developed as generally depicted in the site plan prepared and submitted by Baughman on October
18, 2017, labeled as Crown Uptown Theater PUD.
b. General Provisions #1 through #10 on the PUD plan shall provide the development and administrative standards for
the PUD.

c. Four copies of the approved PUD shall be submitted to the Metropolitan Area Planning Department within 60 days
after approval of this case by the MAPC or Governing Body, as applicable, or the request shall be considered denied
and closed.

8. PUD2017-00008 B Multi-Family Residential to Zone change to Iasis Christian Center Planned Unit
Development (PUD #56)
Dave Yearout, Metropolitan Area Planning Department, will present this request. The applicant is seeking to
establish the Iasis Christian Center Planned Unit Development (PUD #56) on the B Multi-Family Residential zoned
1.53-acre platted tract general located at south of 13th Street North and east of I-135 at 1914 E. 11th St. N. The intent
of the attached PUD is to permit the expansion of an existing church facility as a multi-use worship, recreation,
education, and training facility. The applicant seeks to construct a 9, 750 square foot building on the subject property
north of the existing church facility. As described in the attached letter, the PUD would allow a certain level of
flexibility with site development regulations which would otherwise not be permitted under the existing zoning. The
proposed PUD would permit 8 deviations from the zoning standards for the B zoning district.
RECOMMENDATION: While the use of a PUD to modify zoning standards to allow a church-based community
service center is appropriate, the proposed signage does not match the residential character of the neighborhood.
Therefore, staff recommends a condition of approval to reduce the size of the signage allowed.
Based upon information available prior to the public hearings, planning staff recommends APPROVAL of the
application subject to 2 conditions.
Comments from Agent:
Notification was sent to citizen who lived within 200 feet of the church and no feedback was provided
The church is not planning to install a digital sign at this time however the request is mandatory if they change
their mind in the future.
Questions from DAB:
Q: Have neighbors responded to the notice from the City?
A: One call was received concerning how gravel will be applied
Q: Will there be a fence near the apartments?
A: There is currently a fence between the church and the apartments.
Comment from DAB:
This development is a great asset to the community
Action Taken: Mayes/Wilson made a motion to recommend that City Council approve the request. Motion
carried 10:0.

B. James: Schweiter area has concerns near the quad-plexes north of Harry and George Washington Blvd.
B. Johnson: Happy Holidays
J. Wilson: WIN, Inc. annual dinner was rescheduled to January 22, 2017
Mayes: There are concerns with the development at Central/Vassar and the site application process.
o MAPC Update: Mr. Gray is supposed to get parking agreements with other landowners because City required
modification of the driveway ate up about 3 parking spaces.
Questions from DAB:
Q: Do you anticipate a parking hassle on Vassar Street?
A: The entrance off of Central will likely help.
Q: Is there a hard completion due date for the developer, Mr. Gray?
A: No, but there is a lease in question with an expected due date.
D. Heflin: Hog Wild is the proposed business at Central/Vassar and they close at 8pm so parking should not linger.
On another note, an update on the progress of Westar changing street lights to LED would be appreciated.
A. Galvez: The East High JROTC members distributed newsletters for The Elm Neighborhood
J. Roseboro: Be careful for raccoons and coyotes near Chisholm Creek. We need light improvement in our city. The
combined Christmas party hosted by several neighborhood associations is December 8th.
B. Domitrovic: Reflectors are needed under bridges
