District I Advisory Board Minutes January 2, 2018 www.wichita.gov The District I Advisory Board meeting was held at 6:30 p.m. at the Atwater Neighborhood Resource Center located at 2755 E. 19th St. N., Wichita, KS, 67214. Public Agenda Board will hear public issues from individual citizens regarding City issues not scheduled on the agenda. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled Items No Items 2. Off Agenda Items No Items Staff Reports 3. Fire Report Lt. RJ Gadbury, Station 5, be careful with space heaters and heating homes with stoves, there was a recent fire near 12th and Hillside in the Fairmount Neighborhood Association area, new recruits are out shadowing and several promotions have taken place in the fire department. Q: When the trench collapsed, what was the cause? A: No specific information has been made public. District I Advisory Board Minutes January 2, 2018 Page 2 of 4 4. Police Report Officer V. Minks, Patrol East: The recent huge issue with auto larceny has a suspect arrested and in custody. With auto thefts please be mindful of warming up cars and leaving them unattended, it is a crime of opportunity. Q: How about the homicide in the Schweiter area near the duplexes? A: It was not a random act and a nuisance letter will be delivered to the manager/owner of the mutli-family property. Officer B. Johnson, Patrol North: Patrol North did not have a lot of activity in December, meals were distributed to families in December in conjunction with the Union Rescue Mission. Warnings were distributed for cars running without people in them. Chief Ramsay: Provided an update on the police department and responded to questions. 5. Library Report Cynthia Burner and Savannah Ball, Savannah is now at the Rockwell branch, the adult reading program is active and the Candidate Conversation book club will continue at the Angelou branch, and a partnership with the Griots is continuing at the Angelou branch. 6. Park & Recreation Report No Report New Business 7. ZON2017-00053 GO General Office to LC Limited Commercial Dave Yearout, Metropolitan Area Planning Department, will present this request. The applicant recently acquired this property, which has formerly been occupied by a Hair Salon and other similar uses, even though it is zoned GO General Office (GO), which does not permit personal care service businesses. The applicant is requesting the rezoning of the property to LC Limited Commercial (LC) in order to broaden the potential tenants that might occupy the premises legally. The background for this area provides the necessary policy considerations for this request. In late 1986, a number of property owners of those properties on the south side of Central Avenue between Rockwood Road and Hillcrest Avenue requested rezoning from residential to a commercial use. The City Council, following considerable discussion, adopted a policy generally stating that all those properties would be supported for GO General Office zoning subject to a number of conditions relating to replatting and some improvement requirements to Central Avenue. The policy indicated requests for more intensive zoning (such as LC Limited Commercial) or expansions to the residential neighborhood to the south would not be supported. RECOMMENDATION: Based upon the information available at the time the staff report was completed, staff recommends deny the request as submitted and recommend approval of the zoning change from GO General Office to NR Neighborhood Retail. This recommendation is based on the following findings: 1. The zoning, uses and character of the neighborhood: Central Avenue is a commercial corridor; however specific actions have been taken in the past to protect the integrity of the residential development to the south of the subject property. The recommended action maintains the previous policies for this neighborhood. 2. The suitability of the subject property for the uses to which it has been restricted: The property is presently zoned GO General Office, but has been used more as a NR Neighborhood Retail site. This is consistent with other uses in the immediate vicinity. GO General Office restricts the property primarily to just office uses, which does limit the potential future uses of the property to some degree. 3. Extent to which removal of the restrictions will detrimentally affect nearby property: The proposed NR zoning is 2 District I Advisory Board Minutes January 2, 2018 Page 3 of 4 appropriate. 4. Length of time the property has been vacant as currently zoned: The property has been occupied in the past under the current zoning classification; however some of the tenant businesses may not have been fully in compliance with the GO General Office zoning. The change to NR broadens the potential uses for the site. 5. Conformance of the requested change to the adopted or recognized Comprehensive Plan and policies: The Wichita- Sedgwick County Comprehensive Plan, the Community Investments Plan, identifies the area in which the site is located as appropriate for New Employment. The rezoning of the site would enhance the marketability of the property; thereby providing a greater tax base and employment opportunities. 6. Impact of the proposed development on community facilities: Rezoning of the property would not have any impact on community facilities or resources. All public improvements are available to serve the property. MAPC Updates: Applicant is not in attendance. Planning Commission approved Neighborhood Retail versus Limited Retail Q: Can an overlay be put in? A: The Neighborhood Retail does that basically? Action Taken: Wilson/Mayes made a motion to recommend that City Council approve the request with protective overlay of no payday lending. Motion carried 9:0. Board Agenda 8. Updates, Issues and Reports  Wilson: WIN Inc., annual dinner is January 22nd  Johnson: Thanks to CM Williams for your service and being a role model  Mayes: College Hill is still concerned about the development at Central and Vassar. WPD is also working to update their records keeping and the role out date is worth keeping an eye on.  Heflin: An incident with the WPD and the attention to the matter is appreciated but more work is needed with the WPD and citizens as far as respect. A video was able to be viewed from the incident.  Wynne: Is there an update at 13th and Oliver? A: From CM Williams- There’s someone looking at a chicken restaurant and maybe a cleaners.  Roseboro: Thanks for 21st Corridor efforts by CM Williams  Tarkington: Thanks to CM Williams for embarrassing him while he has been new to Wichita.  Holland: Looks forward to serve the community.  Barnes: Check for announcements about the Literacy Advocate Award for outstanding youth in the community. Thanks for being a bright light in the community CM Williams. Storytime Village, Rotary Club, and Fairmount Shocker Coalition installed a Little Free Library in the Fairmount Neighborhood.  Williams: Is planning to have a conversation with Whole Foods, potential apartments at 21st and Oliver. We not I should be proud of the work in District 1.
