The District I Advisory Board meeting was held at 6:30 p.m. at the Atwater Neighborhood Resource Center located at
2755 E. 19th St. N., Wichita, KS, 67214. Ten board members, nine staff and twelve members of the public were present.

Public Agenda
Board will hear public issues from individual citizens regarding City issues not scheduled on the agenda. Each
presentation is limited to five minutes unless extended by the Board.

Derek Norrick is working with Dr. Elizabeth Ablah at the University of Kansas School of Medicine-Wichita. They are
administering a survey to assess and prioritize Wichita citizens’ environmental concerns. They do not collect any
person data from you. The survey includes questions about water scarcity, blight, recycling, green spaces, and other
environmental priorities you might have. They are asking for citizens of Wichita to participate in this survey and offer
suggestions on how to address any of these issues.
The findings from this project will be shared with multiple organizations across Wichita, including non-profit
organizations and local government. Results from the project will allow for various organizations to determine how

resources will be expended. This assessment will determine the goals and priorities for future environmental projects
conducted in the Wichita area.
The survey monkey link for online survey is https://www.surveymonkey.com/r/CommunityEnvironment. I will be
able to come pick up the folders tomorrow from those who fill the survey out this evening.
Staff Reports
3. Fire Report
Lt. Hoelscher, Station 10, 25 fires City wide, 5 fires in District 1, no arsons, total damage in District 1was $146,000.
Each fire station will complete building inspections of strip malls and multi-family units, a new recruit class will start
up soon. Please change the batteries in your smoke detectors as you change your clocks for daylight savings time.
4. Police Report
S. Thornton, Patrol East: Burglaries are down 27%, auto thefts down 24%, robberies down 7%. April 7th is the
Support Law Enforcement Parade and block party.
L. Carlson, Patrol South: Statistics are down in the Old Town area with the new cameras. Additional officers are
prepared to staff the downtown area for the NCAA Tournament. The additional officers’ downtown will not affect
basic patrol duties.
Q: What is the cost of and off duty Officer?
A: About $40 per hour.
R. Hudgins, Patrol North: 2 bank robberies occurred and there is good camera coverage, auto-thefts are down but
people are still leaving cars running. Larceny to autos are going down. Please keep all belongings in your trunk or at
home.
Question/Comment from DAB:
Q: Is the City doing anything for people running red lights?
A: The traffic unit has been gearing up and the new motorcycle unit is now active.
Comment: School bus drivers also report cars going past the stop sign.
A: Please report that to the Beat Officer.

5. Library Report
Savannah Ball, Library: There are programs available during Spring Break, in April the 10th Annual Young Artist
Exhibit will be featured, there will be a Job Fair at Angelou Branch and technology classes continue. Central Branch
Library programs will be held at other sites during the move.
6. Park & Recreation Report
Angela Buckner, L. Woodard/Fairmount Director: Edgemoor had a Pickle-ball tournament, kids’ connection
camp, and new floors are scheduled to be installed. Linwood hosted its 26th Annual Super Bowl Run and the rec
center is partnering with AARP Foundation Tax-Aide program in offering free tax preparation services. McAdams
offered a Holiday Zumba fitness class, renovation of the east and west baseball fields north of the rec center has
begun, and McAdams Recreation Center’s Golden Age Club Black history month luncheon featured students
from Mueller Elementary School.

New Business
7. CON2017-00041 LC Limited Commercial to Conditional Use to allow Boat and Trailer sales and expand
outdoor vehicle display (Located at the northwest corner of Ash and First Street, 2020 East 1st)
Kyle Kobe, Metropolitan Area Planning Department, presented this request. The applicant requests an amendment to
CON2016-00009 to include boat and trailer sales and an expanded outdoor display area of vehicles and boats on property
zoned LC Limited Commercial (LC). The property is developed with a one-story metal commercial building and hard
surface parking area.
RECOMMENDATION: Based upon information available prior to the public hearings, planning staff recommends that
the request be APPROVED, subject to 17 conditions
Questions from DAB:
Q: Has there been any feedback from the neighborhood?
A: Not to the MAPC staff’s knowledge.
Action Taken: Heflin/Wynne made a motion to recommend that City Council approve the request. Motion
carried 8:0.
8. CON2017-00044 SF-5 Single-Family Residential to Conditional Use for offsite parking (Generally located mid-
block on the east side of North Erie Avenue between East 21st Street North and East 22nd Street North)
Kyle Kobe, Metropolitan Area Planning Department presented this request. The applicant requests the approval of a
Conditional Use for an offsite parking lot to work in conjunction with their primary use Whole Truth Tabernacle, located
a couple parcels south of the site of the parking lot.
This conditional use is required due to the fact that the subject lot is zoned SF-5 Single Family Residential while the
church is located on a parcel zoned LC Limited Commercial. Per the Unified Zoning Code (UZC) Article IV, Section A,
10. e.:
Parking for religious, educational and healthcare related institutional uses. For religious, educational
and health-care related institutional uses, Parking areas may be separated from the Zoning Lot on which
such use is located by a public or private Street or Alley and still be considered as onsite Parking,
provided the subject Parking area is under the same ownership as the Use being served, and the zoning
classification of the separate Lot is not more restrictive than that of the Zoning Lot on which the primary
Use is located.
This Conditional Use requirement results from the discrepancy in the zoning of the two lots.
The site plan submitted by the applicant does not show any proposed landscaping or screening. The site plan will need to
be updated to reflect the requirements of both the UZC and the Landscape Ordinance.
Comments from MAPC: General questions were received from the area but no opposition.
Action Taken: Mayes/Roseboro made a motion to recommend that City Council approve the request. Motion carried 8:0.

9. ZON2018-00005 B Multi-Family Residential to LC Limited Commercial (Located on the south side of
Central Avenue on the east side of Grove Street and the west side of Poplar Street, 415 North Poplar Street)
Kyle Kobe, Metropolitan Area Planning Department, presented this request. The Kanas Children’s Service League
recently placed this property under contract for sale to the Dunne Property Company. This property is no longer being
used by Kanas Children’s Service League. According to the information provided by the buyer, the intent is to convert
this building primarily into offices; however, there may be interest in some retail commercial uses.
The applicant has requested LC Limited Commercial (LC) zoning, which is how the property that faces Central Avenue is
zoned. However that land is only used for a parking lot, with no buildings on this land. The bulk of the property in this
request, which is where the office building is located, is zoned B Multi-Family Residential. Within that zoning
classification the former uses, which were considered related to medical service, was a permitted use by right. However,
the use of the building for general office uses are not permitted in the B district.
RECOMMENDATION: Based upon the information available at the time the staff report was completed, staff
recommends deny the request as submitted and recommend approval of the zoning change from B Multi-Family
Residential to NR Neighborhood Retail for the southern portion of the property. The existing LC Limited Commercial
zoning is intended to remain on the lots fronting Central Avenue. This recommendation is based on the 7 findings

Elite Staffing is looking to expand temporary employment services
Patrons would have to drive to the back side of the building for employment services
Questions from DAB:
Q: What type of retail?
A: This is unknown.
Q: What is the status of the sale?
A: No sale can take place without the zone change.
Comments from Public: The notice provided to neighbors does not say that we have a perspective buyer. Please
deny any changes due to this building being steps away from the back yards of residential homes.
Action Taken: Roseboro/Domitrovic made a motion to recommend that City Council deny the request. Motion failed 2:5.
Mayes/Holland made a motion to recommend that City Council approve the request. Motion carried 5:3.

A. Mayes: Request for updates on what QuikTrip can deed when they vacate property.
B. Wynne: We have approved temporary cell towers, how long is temporary? Specifically, at 17th and Volutsia on
the campus of Chester I. Lewis Academy.
J. Roseboro: Please attend the Council Meeting tomorrow to support 21st and
J. Holland: LIEAP program is open until March 31st. Applications
P. Barnes: The new Advanced Learning Library will be getting furniture and equipment. Central Library will be
open until April. Children and Teen librarians will be hired for the new library.

8. CON2017-00044 SF-5 Single-Family Residential to Conditional Use for offsite parking (Generally located
mid-block on the east side of North Erie Avenue between East 21st Street North and East 22nd Street North)
Kyle Kobe, Metropolitan Area Planning Department, will present this request. Use to allow the placement of
a 75-foot high cell tower for T-Mobile. The subject property is zoned LC Limited Commercial (LC) and is located
at 1106 South Hydraulic Avenue. This location is outside the area authorized for administrative approval of

wireless communication facilities; therefore, the Unified Zoning Code requires a Conditional Use for a wireless
communication in the LC District at the proposed location.
RECOMMENDATION: Based upon information available prior to the public hearings, planning staff
recommends that the request be APPROVED, subject to the following stipulations:
1. Applicant shall submit a revised site plan within 60 days of approval that is in compliance with both the Unified
Zoning Code standards for screening and lighting as well as the Landscape Ordinance.
2. Building permits shall not be issued until a revised site plan has been approved by the Director of Planning, and
the site shall be developed according to the site plan.
3. If the Zoning Administrator finds that there is a violation of any of the conditions of the Conditional Use, the
Zoning Administrator, in addition to enforcing the other remedies set forth in Article VIII of the Unified Zoning
Code, may, with the concurrence of the Planning Director, declare that the Conditional Use is null and void.
9. ZON2018-00005 B Multi-Family Residential to LC Limited Commercial (Located on the south side of
