District I Advisory Board Minutes May 7, 2018 www.wichita.gov The District I Advisory Board meeting was held at 6:00 p.m. at the Atwater Neighborhood Resource Center located at 2755 E. 19th St. N., Wichita, KS, 67214. Public Agenda Board will hear public issues from individual citizens regarding City issues not scheduled on the agenda. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled Items No Items 2. Off Agenda Items Jane Byrnes, with Bike Walk Wichita provided an update on “walkability” and the goal of getting youth and seniors active. A special grant has provided incentives for hosting neighborhood audits about walkable space in Wichita. More information is available at www.bikewalkwichita.org/walkability. Q: Are you gathering data? A: Yes, the group collects data to offer it to the City. District I Advisory Board Minutes May 7, 2018 Page 2 of 5 Clayton Pearson, said thanked CM Johnson for the vote concerning the cell phone tower on 13th street near North High and asked for an update concerning the People and Places meetings. Staff Reports 3. Fire Report Captain Bumgarner, WFD Station 10, there is a class in session with 10 rookies, Station 10 is a hazmat station, a bid is taking place to get a new hazmat vehicle, and the fireworks ordinance did not change the type of fireworks that are shot off in Wichita. Questions from DAB: Q: What does it to take to issue a ticket? A: Reasonable evidence, the possession of fireworks is not illegal. Q: Do you remember the fine? A: $250.00 (DAB Member Arrives) 4. Police Report Officer A. Villegas Patrol East: Overall crimes are down, Commercial crimes are up. Larceny to autos continues to be an issue with cars unlocked. There was a shooting in the 800 block of N. Battin and the juvenile suspect was detained. Q: Do you have any information about burglaries on Douglas? A: There was a couple cases Q: Any update to shots fired? A: There were shots fired near East High and the students were associated with the school that went inside. Good information was collected. Officer L. Carlson Patrol South: Statistics in the Old Town area are down. Remember the theme of “hide it, lock it or lose it” when it comes to items in the car. Officer M. Roets Patrol North: Shared that he is part of the Mounted Horse Unit and they recently moved stables. There are different groups of people who break into cars-young people and people with a group plan to drive around and target cars with visible items. Robberies are down and aggravated assaults are up due to drive-by shootings. Year- to-date stats are down overall. Law Enforcement Parade is this Saturday, May 12th. 5. Library Report Anne Ethen, Library: Sunday, May 6th was the last day of business for the downtown Central Library. The new Advanced Learning Library will be opening Saturday, June 16. The Library’s Summer Reading Program for children starts Thursday, May 17th with 3 different programs: Baby Bookworms, for babies and toddlers through age 2: Kids Read, for 3 years old through kids entering 5th grade in the fall; Teens Read, for students entering grades 6-12 in the fall. 6. Park & Recreation Report Report submitted by Angela Buckner, L. Woodard/Fairmount Director and read by CSR, Kameelah Alexander: WOODARD: Revenue for 2018 April accounted for $4,938.25 in comparison to 2017 April profits of $1,721.50. An increase in revenue of 35%. The increase in revenue was accounted thru; new & existing programs/ and increased rentals. Summer Activity Camp-Scholarship Full 48/85 spots over 56% camp participants received scholarships. 2 District I Advisory Board Minutes May 7, 2018 Page 3 of 5 There are still spots available for full payers $30 a week per participant/ one time enrollment fee $10 per participant. Ages 6-13. May 29th- July 27th 10:00am-5:00pm. More details on wichita.gov/parkandrec. These are split evenly based off of numbers of participants per site/per KDHE regulations.) Park and Recreation summer registration has started. Classes will start June 6th. (Flyers for classes in back). EDGEMOOR: On April 13th and 16th, Edgemoor had their last Kids Konnection Camp for this school year. 32 children attended this child care program while the schools were not in session. Over $640 of revenue was generated. LINWOOD: Linwood Ballet & Tap held a recital for 32 participants on Tuesday, April 24. There were over 144 in attendance of parents, grandparents, family members and friends. Linwood Rec. Center and the Linwood Senior Ctr. partnered together with the AARP Foundation Tax-Aide program in offering free tax preparation services for participants that qualify (emphasis on elderly, low-income and disabled). 261 people took advantage of this tax service which is contracted through the IRS and was run from February 1 – April 12. MCADAMS: On Wednesday, April 4th from 4:30-7:00pm McAdams held a celebration for the life of Martin Luther King, Jr by recognizing the date of his death with (202) people in attendance. The program was sponsored by the “Community Voice” news publication. Various guest speakers, poetry, readings and musical selections. League 42 Baseball held opening ceremonies Monday, April 23, 2018 with over 600 in attendance to highlight the new amenities in the park. Recommended Action: Receive and File New Business 7. Westar Energy updates on east 17th street and Mossman Street Don Sherman, Westar Energy, will present this request. Westar Energy staff discussed street light upgrades that started in District 1 and the goal is to finish by the end of the year. Sturgeon Electric is the contractor putting in street lights if you notice a vehicle that looks like a Westar truck. The LED light is brighter than the current lights. Old Town is the only area with a brighter LED light. The City of Wichita pays a cost to maintain the lights and the cost should go down with installation of the LED lights. Transmission line improvements will start September 19th, in the process of obtaining property needed. The Kenmar Station will be renamed to Innovation Station. Information about the merger should be available by June. The goal is to have less rate increases even if there is an increase with merger. Questions from DAB and Public: Q: If you personally pay for a street/private light, will rates go up? A: Not sure but we will follow up with you. Q: Any discussion to burry lines due to wind and ice storms? A: The cost to build and repair in a current subdivision is too expensive but for new subdivisions it can be beneficial? Q: Is there any technology to make the wire/lines more wind resistant? A: Yes, engineers are calculating the space on easements. Q: Will rates go up if Westar loses revenue from the City? ZON2018-00014 MF-29 Multiple Family Residential to GC General Commercial Dave Yearout, Metropolitan Area Planning Department, will present this request. The applicant is requesting the rezoning of the eight platted lots he owns generally located east of South Washington Avenue, south of East Lincoln Street and north of east Bayley Street from MF-29 Multiple Family Residential (MF-29) to GC General Commercial (GC) in order to develop the property with a commercial building. The applicant also owns most of the property on the east side of Washington Street between Bayley Street and Lincoln Avenue, but it is only these eight lots that are subject of this application. There were some older residential structures on the properties prior to the application; however the applicant has razed those structures and the land is presently vacant of buildings. The original plat creating these lots was the plat of the Lincoln Street Addition to the City of Wichita, Kansas, recorded with the Register of Deed’s on June 5, 1886. The surrounding neighborhood is a mixture of uses. The property along the east side of Washington Avenue between Lincoln Avenue and Bayley Street is commercial or vacant. To the east of the subject property is a number of residential structures on land zoned MF-29 Multiple Family Residential, even those all are single family homes. The property to the west of Washington Avenue is zoned GC General Commercial (GC) and is used for commercial uses and parking. There are a number of vacant lots on the west side of Washington Avenue. South of Bayley Street, Washington Avenue curves to the southeast and becomes Southeast Boulevard. The uses are mostly commercial on the west side and a mixture of residential uses on the east side. RECOMMENDATION: Based upon the information available at the time the staff report was completed, staff recommends APPROVAL of the request, as submitted. This recommendation is based on 7 findings. Comments from MAPC: The agent owns a lot of the lots in the area. There are other areas zoned GC commercial nearby. There is no site plan requirement due to the size of the project but some screening requirements might arise once the plan is presented. Questions from DAB and Public: Q: Any objections from the notices sent out? A: No Q: Did you speak at the Lynwood Neighborhood Association? A: There is not a known meeting for the association. Action Taken: Scanlon/Neal made a motion to recommend that City Council approve the request. Motion carried 9:0. Board Agenda 10. Updates, Issues and Reports L. Deshazer: Wichita Golden Bulldogs will partner with USD 259 (Chester Lewis Academy and Mueller Elem. to prepare football players for the next school year J. Holland: Storytime Village Summer Camp is coming up. Camp will be hosted at Urban Preparatory Academy. T. Neal: Angelou branch library will have a cultural event with the Griots. There is a books and breakfast Mother’s Day event this coming weekend. CM B. Johnson: District 1 Breakfast was a good turn out with conversation from USD 259 District Board Member, Ben Blankely and WPD Chief Ramsay. CSR, K.
