The District I Advisory Board meeting was held at 6:00 p.m. at the Atwater Neighborhood Resource Center located at
2755 E. 19th St. N., Wichita, KS, 67214. Eleven board members, eight staff and eight members of the public were
present.

Staff Reports
3. Fire Report
Station 10: Lt. K. Gadbury, 10 new recruits began, 3 new engines have been received, and other equipment has
been moved around to other stations, 5 fire incidents. Beware of the heat during the month of August and watch
out for kids who walk to school.
Q: When will the 4th of July study be ready?
A: Hopefully some information can be shared by the next DAB Meeting.
4. Police Report
Patrol North: CP Officer Hudgins, 44 Beat. Statistics have stayed steady, auto thefts are down in most areas with
some older models cars still being stolen. Burglaries are down. 20 new recruits graduated and a new class will begin
August 20th. Neighborhood Night Out is August 14th. Healthcore Clinics grand opening is also on August 14th.
Patrol South: Lt. Kennedy, shooting at Hydraulic and Morris this past weekend that was gang related. Introductions
will take place around the schools so kids can get to know the officers. Flyers have also been placed on cars that have
visible items of value.
Q: Was the shooting inside or outside?
A: Outside
Q: Has a permanent CP Officer been selected for Beat 23?
A: No, Officers Kern and Chrisman are covering that beat at this time.
5. Library Report
Anne Ethen, Library: There will be a Back to School Community Celebration at the Angelou Branch on Saturday,
August 11, 2-5 p.m. and the Candid Conversations Book Club will meet at the Angelou Branch on Friday August 17,
7-8:30 p.m. Discussion of the book: The Line Becomes a River: Dispatches from the Border by
Francisco Cantu. This book by a former Border Patrol Agent in the Southwest United States tells of the
stark realities he encountered on the job. The discussion will be led by local immigration activist
Claudia Amara. Books are available for checkout at the Angelou Branch library.
6. Park & Recreation Report
Angela Buckner, L. Woodard/Fairmount Director: The new Superintendent of Park and Rec., Reggie Davidson,
was introduced. Updates were shared for activities at McAdams, Woodard, Linwood and Edgemoor. Over 589 kids
between the ages of 6-13 attended summer camps provided by the Wichita Park & Recreation Department this
summer. The 2nd year for Open Streets ICT is Sunday, September 23rd 12:00-5:00 p.m. It is a free community-
building event that closes 4 miles of Douglas Avenue from College Hill Park to Glen Street for different activities.

A: Numbers were low at the beginning and it increased over towards the end of summer.
Q: Do we know the overall median age for classes?
A: It depends on the time of the year.

New Business
7. ZON2018-00029 TF-3 Two-Family Residential to LC Limited Commercial and amend PO-229
Dave Yearout, Metropolitan Area Planning Department, will present this request. The applicant recently
acquired the property at 431 N. Oliver (Lots 22 & 24 on Oliver, East Lawn 2nd Addition), which is a single-family
residence zoned TF-3 Two-Family Residential. The applicant owns all of the lots north of the subject site which are
zoned LC Limited Commercial and developed with a one story commercial building that has been recently remodeled
at the southwest corner of East Central and Oliver. The applicant is requesting the rezoning of the residential property
(approximately 0.15 acre) to LC in order to provide required parking for the development, and expand and modify
PO-229 (approximately 0.65 acre) to include the proposed site and allow signage on the south elevation of the
commercial building. PO-229 currently applies only to Even Lots 12 through 20 along Oliver and the East 18.75 feet
of Lot 11 along with the East 18.75 feet of the North 20 feet of Lot 13 on Dellrose, East Lawn 2nd Addition. PO-229
prohibits building signs on the west and south elevation of the structure and prohibits portable, billboard and off-site
signs on the property.
The property is located at the southwest corner of East Central Avenue and North Oliver Avenue, which is the
northeast corner of the long established College Hill neighborhood. As such, expansion of commercial activities into
the established residential area are carefully evaluated.
The position of staff is to DENY this request for LC Limited Commercial zoning and modification of PO-229; but
recommend GO General Office zoning for the property at 431 North Oliver Avenue, and expand PO-229, as it
currently exists, to include the area of the proposed zone change. GO zoning is the first zoning district that permits
commercial parking by right. The Unified Zoning Code permits approval to a zoning classification more restrictive
than that requested by the applicant and staff finds that the GO zoning provides a more appropriate transition into the
residential area rather than LC immediately abutting single-family residential uses.
RECOMMENDATION: Based upon the information available at the time the staff report was completed, staff
recommends the request be DENIED as submitted and recommend approval of the zoning change from TF-3 Two-
Family Residential to GO General Office with the expansion of PO-229. This recommendation is based on the 7
findings.
Comments from MAPC: The recommendation is to help with flow from commercial to the residential due to
proximity to residents.
Questions from DAB:
Q: Is there current parking available?
A: Yes, there is enough parking for the building but the flow is not good.
Q: Does this allow for more signs?
A: No

A: Signage
Q: Were neighbors notified?
A: Yes and no neighbors have expressed concerns.
Comments from Agent and Applicant: The applicant does not want to be restricted to just parking for the future
with this request.
Action Taken: Heflin made a motion to approve the application as presented with modifying the PO to allow signage
on the south property. No 2nd so the motion died.
Q: What are your future plans?
A: Currently there is a liquor store and there is a future idea to expand for wine tasting and other events.
Action Taken: Thompson/Holland made a motion to deny the staff recommendation. Motion failed 2:4
Q: How come you did not ask for more space sooner?
A: Due to other circumstances that was not feasible at the time.
Discussion:
I do not like to deny if there is still a negotiation on the table with the Applicant and MAPD.
You say you want one thing but there is a possibility that you can change.
It is uncomfortable making a decision knowing that there are more options.
Action Taken: DeShazer/Neal made a motion to recommend that City Council approve the request. Motion failed
2:4.
Action Taken: Heflin/Brumley made a motion to recommend that the case be presented to DAB as an update after
the MAPC Hearing Motion Carried 6:1.

CM Johnson: Black Panther book reading took place at Maya Angelou, the City budget will be voted on soon,
Coffee with the Council Member will be held in place of the District 1 Breakfast.
CSR: Convoy of Hope had over 2,200 kids and adults receive services.
