District I Advisory Board Minutes September 10, 2018 www.wichita.gov The District I Advisory Board meeting was held at 6:00 p.m. at the Advanced Learning Library located at 711 W. 2nd St., Wichita, KS, 67203. Public Agenda Board will hear public issues from individual citizens regarding City issues not scheduled on the agenda. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled Items No Items 2. Off Agenda Items Introduction by Jazelle Thomas, Youth Advocacy Coalition Coordinator, here at Atwater NRC. (1 DAB Member Arrived) District I Advisory Board Minutes September 10, 2018 Page 2 of 5 Staff Reports 3. Fire Report Station 1: J. Hattrup, there were 740 Alarms (42-Fire, 71-Service, 627-Medical) and 9 Fires (6-Accidental, 2-Incendiary, 1-Under Investigation). 4. Police Report Patrol South: A. Recio, Beat 23 will now be covered by CP Chad Clark, Statistics of 10-aggravated batteries, 2-residential burglaries, 16-larceny to autos, a special patrol assignment took place in Old Town. Q: What advice would you have in concern to a recent concern of violence in the community? A: Goal of educating people to call for suspicious activity in the neighborhood. Q: Do you have an approximate count of the number of neighborhood watch groups? A: There are around 9-12 active neighborhood associations in the area near of Patrol South. Q: There was concern about crime in the late night/early warning hours? How can that be addressed with not having a full staff of officers? A: There is a City wide concern and individual owned cameras have assisted with catching suspects. Q: Should someone be contacted if a car was rummaged through and something was left by a suspect? A: Yes, call 9-1-1 and there could be a chance of connecting lost property with a spree of break-ins. Patrol South: L. Carlson, Old Town/Downtown Arena area, Officers are offering crime prevention conversation to new business owners in the downtown area. Cameras are highly recommended along with motion sensor lights. Q: Do you have any insight on the after-hours ordinance? A: There is a goal to the right-to-enter without a search warrant. This could help with drug usage and prostitution. Q: Do you have any current efforts to build communication and trust with your area? A: Yes, foot patrol, using a bike, introducing myself to the businesses and residents. Also, planning to connect with the other officers who work the other shifts on the same beat. Q: How do go about reporting a crime an anonymous crime? A: Call the See Something Say Something line, Crime Stoppers and the WPD App. Q: Is there a way to find out how many anonymous calls that do not get investigated? A: If there is not a calling party to connect to then there is a limit of follow-up? Q: Is there a short phrase you would ask for someone to say? A: At least, give the officer a chance to call you. Patrol East: (2 DAB Members Arrived) 5. Library Report Cynthia Berner, Library: The Senior Expo will take place at the New Advanced Library and the LINKS, Inc. have donated there archive items to the New Advanced Library. Big Read starts October 1st. New conference Sept. 20th about a new technology training sponsorship including programs for the Angelou Branch. 2 District I Advisory Board Minutes September 10, 2018 Page 3 of 5 6. Park & Recreation Report Angela Buckner, L. Woodard/Fairmount Director: Linwood’s 2018 Summer of Discovery program generated a total of 771 camp registrations with $74,386 in revenue. Linwood served as a polling location on Tuesday, August 7th with 422 voters for the Primary Election. Linwood serves as an Emergency Evacuation Site for both Linwood and Gardiner Elementary Schools. On August 8, Gardiner Elementary School teachers and administrators conducted an emergency evacuation drill at Linwood Recreation Center walking through emergency plans for each room of the facility. Edgemoor was utilized as a Primary Election polling site with 859 individuals voting. They anticipate at least double this amount of voters during the November General Election. Hosting voting gives the facility a chance to increase the opportunity to showcase the facility & programming to the citizens of Wichita. This summer Edgemoor offered 54 classes/ only 8 were cancelled. This success is due to increased marketing tools, excellent and knowledgeable instructors, and great customers. Edgemoor is offering new class opportunities in the fall to increase attendance: Intermediate Fencing, 3 – additional Dancing for Fitness classes, Pilates, Genealogy for Beginners & Genealogy – Beyond the Basics. Lynette Woodard’s Wednesday evening Women’s Boxing Basics class exceeding expectations and met full maximum registration of 10 participants with 1 add in and a waiting list with revenue of $176. Attendance for this session was over 85%. A 3-week interim class of 7 participants was created from 5:30-6:15 p.m. revenue without drop-ins was $77. Woodard is partnering with Mueller Elementary PE program to host its PE program for 360 kids (Kindergarten thru 5th grade) in the Gym on Thursday’s from 10:20 a.m. – 1:00 p.m. due to space issues. Woodard will help accommodate other space for Mueller’s one PE class when Woodard’s AM tot class starts. Woodard is hosting an Afterschool Rec Program for ages 6-17 from 3:30-5:00pm, Monday-Friday. Fall Classes begin Monday, September 17th. Partnering with Trojans Football to provide space one day a week for youth to get tutoring with their coaches. Woodard Director, Angela participated in Hoops for Literacy with Storytime Village at Koch Arena with an amazing turnout of 3rd graders from title one schools playing against Council member Johnson. Please join Park & Recreation staff at Open Streets ICT on Sunday, September 23rd from 12:00-5pm. Recommended Action: Receive and File (1 DAB Member Left) New Business 7. ZON2018-00036 TF-3 Two-Family Residential to GO General Office Scott Knebel, Metropolitan Area Planning Department, will present this request. (Generally located north of Kellogg Drive and east of Oliver Avenue (434 South Oliver Avenue). The applicants are requesting a zone change from TF-3 Two Family Residential to GO General Office zoning on the subject site, consisting of approximately .25 acres. The applicant is seeking to open up development options on the site to a wider range than what is allowed per the TF-3 Two Family Residential zoning classification. The applicant has previously met with city staff via the Development Review process, in which they outlined a potential development plan of placing four-plex style residential buildings on site. However, this development plan is not ‘set in stone’ and is still subject to change. The proposed rezoning would allow for this type of development, as well as a limited amount of other development options. During the Development Review meeting it was also stated that staff recommends limiting access controls to one opening on South Oliver Avenue for this parcel. RECOMMENDATION: Based upon information available prior to the public hearings, planning staff recommends that the request be APPROVED subject to the following conditions, 3 District I Advisory Board Minutes September 10, 2018 Page 4 of 5 1. Access controls shall be limited to one opening along South Oliver Avenue for the application area. Said access controls shall be provided to Planning via dedication of access control by separate instruments, with original signatures, to go with the Ordinance to City Council for final action and subsequent recording with the Ordinance at the Register of Deeds. All to be provided to the Planning Department prior to this case going to City Council for final action. 2. All improvements shall adhere to City Standards and at the applicants’ expense. Comments from MAPC: Other property near by matches the current request. The approval would allow 1-drive way for this site. Comments from Agent: The property was once owned by the City. Comments from Citizen: If you put anything there it will screw up the area. Parking for duplexes is a concern. Q: Even with 1 driveway; how is the flow of traffic going to look with emergency meetings? A: All emergency departments and the traffic engineer has been presented this plan in the pre-planning meeting with MAPD. Questions from DAB: Q: Can you share the traffic engineering safety suggestions? Being specific can help the neighbors understand. A: There is a potential goal of one-entrance and one-exit for the property. Q: What development is being considered? A: Multi-family or office space is the current goal. Q: What concerns did neighbors have? A: Neighbors asked for a low-key business to help with traffic and noise. Action Taken: Mayes/Heflin made a motion to approve the application as presented. Motion passed 7:3. Board Agenda 10. Updates, Issues and Reports J. Holland: Good work with Storytime Village at the Read and Rise Breakfast J. Shepard: There is a Millennial Empowerment Summit Sept. 25th at the Advanced Learning Library. A. Brumley: Rock the Boat ICT is in October 6th Noon-3pm to meet candidates at a non-partisan event. D. Heflin: Sleepy Hollow NA meeting will be on Sept. 18th at 7pm at Panera Bread, CM Johnson is invited to share any updates for the golf course near-by. L. DeShazer: NAACP is hosting a candidate forum for local positions Sept. 11th at Urban Prep. Sept. 25th is National Voter Registration day. P. Barnes: Thanks to CM Johnson and everyone that participated in Hoops for Literacy and the Read and Rise Breakfast. CSR: District 1 Grant funds are still available. Please continue to report pot holes, street lights out, and other concerns to Atwater Neighborhood Resource Center. 4 District I Advisory Board Minutes September 10, 2018 Page 5 of 5 CM Johnson: Melanin Fest/Black Arts Festival took place of Labor Day weekend, the announcement of the new baseball stadium was made, A Take Action on Violence meeting took place and follow-up will continue, Anthony Dozier donated a piece of art to the City for Art archives, thanks to Park and Rec. for hosting free open gym this summer. Westar held a press conference today and last week a community meeting took place to talk about how the poles affect the neighborhood. Today, Westar committed to reaching out to each home owner to relocate the poles, purchase the homes, Westar offered to invest in District 1, Westar committed to better communication going forward, having one-on-one conversation with residents. District 1 will continue to work in the areas that will be affected coming forward. Westar has committed to changing the style of the pole.
