District I Advisory Board Minutes November 5, 2018 www.wichita.gov The District I Advisory Board meeting was held at 6:00 p.m. at the Atwater Neighborhood Resource Center located at 2755 E. 19th St. N., Wichita, KS, 67214. Public Agenda Board will hear public issues from individual citizens regarding City issues not scheduled on the agenda. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled Items No items 2. Off Agenda Items  Randle Ruth, Trap, Neuter and Return (TNR) concern with Animal Control Board. Sept 2nd Minutes address this concern. November 28th board member vote will allow too many colonies of cats (up to 12 each). No vaccinations or microchipping is in the ordinance.  George Theoharis, stated that he has been the only person who has only attended all the Animal Control Board meeting and the board members are going to vote in support of this.  Clayton Pearson, hopes that Bike lane connection with Broadway street design will connect Riverside with Dunbar area (DAB Member Arrived) District I Advisory Board Minutes November 5, 2018 Page 2 of 8 Staff Reports 3. Fire Report Capt. Woods: For September District 1 had 719 Total Incidents (26-Fire Alarms, 67-Service Alarms, and 626- Medical Alarms) and 6 fires. Please check your smoke detectors and change your batteries and call 268-4510 if you need assistance. A recruit class will graduate at the end of this year and another class will begin in February. 4. Police Report Patrol North: A. Stark, shared that auto thefts and larceny to autos are up in Beat 44 and 47 with unlocked cars and property in sight. Take garage door openers in your homes. Remember to lock your cars if you warm them up. Christmas crusade phone line donations. Most recent shooting was a friend of the intended target at the Valero gas station near 21st and I-135. The Shocks, Cops, Fire and Kids was a success. Patrol East: S. Thornton, shared that burglaries, aggravated assaults, and larcenies from autos are down in the eastern portion of District 1 (this is going back 30 days). The east Community Policing team will be conducting a “cram the cruiser” event Wednesday 11/7/18 from 1200-1600hrs at the Central and Rock Dillons. Last year, they collected over 1 ton of donated food from citizens during our cram the cruiser event. The food transported to the KS food bank to help those in need. This year we hope to do it again. 5. Library Report Anne Ethen: shared that Kansas Reads to Preschoolers – stop by any Wichita Public Library branch in November to enter to win a copy of Ten Pigs: An Epic Bath Adventure Celebrate Flight: Saturday, November 17, 2:30-3:30 at the Angelou Branch. November is Aviation History Month. Learn about the Wright brothers and celebrate by making flying hoopsters and helicopters. For grades 3-5. Technology training: Beginning Word, Tuesday November 13, 2:30-4:00 at the Angelou Branch. Registration is required. Call the branch at 688-9580 to register. Intermediate Word, Tuesday, November 20, 2:30 to 4:00 at the Angelou Branch. Friends of the Library Used Book Sale at the Advanced Learning Library: Saturday, November 17, 10:30-5:00. 6. Park & Recreation Report Angela Buckner shared that, Lynette Woodard Lynette Woodard Recreation Center represented Wichita Park & Recreation for the 18th Annual Café con Leche Free Health Fair at North High School on Saturday, October 20th from 8:00 a.m. – 12:00 p.m. with over 677 participants in attendance. Lynette Woodard staff taught salsa instruction, scratch arts and crafts activities, shared park & recreation information along with camo pics with the famous Barry the Bison. Over 37 vendors were in attendance for the fun, health fiesta! Lynette Woodard Recreation Center partnered with the Wichita Golden Bulldogs to host the first Cheer Showcase on Wednesday, October 24th from 6:00-7:30 p.m. Over 351 people in attendance which brought in $216 dollars donated to serve underprivileged kids for classes and activities at Woodard. There were nine teams that competed. The talented cheerleaders represented the Greater Wichita football league with flying colors as they got applause from everyone as they did flips and cart-wheels. Lynette Woodard Recreation Center Gym rentals for October 2018 have increased by 40% in comparison to October 2017. In October 2017 Lynette Woodard Recreation Center had 10 gym rentals and generated $525.00 in revenue in comparison to October of 2018 with 20 and generated $737. 50. There is an increase in long-term partnership after evening programming and continued success with establishing long term rental deals with the same rental groups to build consistent revenue 2 District I Advisory Board Minutes November 5, 2018 Page 3 of 8 Edgemoor Nov. 6th – Election polls will be open @ Edgemoor. Edgemoor’s playground has obtained a new playground surface. . Hopefully, this will keep the children from tracking in sand into the Center and allow for a better safety feature. Edgemoor Park hosted the “Halloween In The Park” on Friday, Oct. 26th, from 6:00 – 9:00 p.m.. There were multiple agencies and volunteers involved with this special event. We estimated approximately 4,000 participants attended this wonderful safe Halloween event held for the community. There was candy given out at all of the carnival booths and events. Wesley Children’s Hospital gives out a teddy bear for all of the children to take home after they have the nurses give them their health shots and physicals. Listed are just a few of these special companies and organizations – Wesley Children’s Hospital / Wesley Emergency Care Network / Ronald McDonald House Charities / BOB FM 97.1 / Wichita Fire Department / Wesley Healthcare Linwood Linwood Recreation Center hosted its annual grade school Halloween Party on Friday, October 26 from 6:00-8:00 pm. Approximately 250 people attended this free event featuring carnival games, cookies, tricks and a haunted room. East High School provided 25 JROTC members to work the Halloween Party. These volunteers ran carnival games and served as zombies and monsters in the Haunted Room. Use of these volunteers resulted in a part-time staff cost savings of $1,359.75. The ARC donated approximately $500 worth of Halloween decorations and haunted house props for use in Linwood’s Halloween Party. McAdams McAdams Recreation Center partnered fitness instructor Denise Colborn to offer “Party in Pink”, Dance/Fitness on Saturday, October 20, 2018 from 10:00 am to 1:00 pm to raise awareness for Breast Cancer. (67) Women participated in this free energetic fitness party! 9 Breast Cancer Survivors participated as well. The day ended with all participants given access to health Information, screenings, bracelets, bags and pens. McAdams partnered with the Wichita Northeast Optimist Club, Wichita Metro Church of Christ, Circle of Stars Youth Organization, Denise Colborn Fitness and McAdams Golden Age Club to sponsor McAdams’s annual “Fall Festival” event which was held on Friday, October 26, 2018 from 6:00 pm to 8:00 pm. There were over (150) children and youth who enjoyed games, costume contest, photo booths, dance contest, food and prizes. The grand finale included announcements and a bag of treats with no tricks! Recommended Action: Receive and File New Business 7. ZON2018-00043 Limited Commercial to General Commercial Dave Yearout, Metropolitan Area Planning Department, will present this request. The applicant is requesting the rezoning of the properties he owns located west side of South Ida Avenue and north of East Lincoln Street from LC Limited Commercial (LC) to GC General Commercial (GC) in order to allow the property to be used for an automotive repair and body shop. Under the provisions of the Unified Zoning Code, the requested use is classified as Vehicle Repair, General, which is first permitted in the GC General Commercial district. Recommended: Based on the information available at the time the staff report was completed, staff recommends APPROVAL of the request, as submitted. The recommendation is based on 7 findings. Questions from DAB: Q: What brought about this request? A: A complaint from a neighbor. Q: Do they have appropriate equipment? A: No, modifications will have to take place with an inspection. 3 District I Advisory Board Minutes November 5, 2018 Page 4 of 8 1st Motion: Heflin/Thompson made a motion to recommend that City Council deny the request. Motion failed 2:5 2nd Motion: Scanlon/Shepard made a motion to recommend that City Council approve the request. Motion carried 6:1 8. Consolidated Plan Entitlement Funding; CDBG, HOME, ESG John Hall, Housing and Community Services Department, will present this information. The U.S. Department of Housing and Urban Development (HUD) considers the City of Wichita to be an entitlement city and as such, Wichita receives annual allocations of Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds. In order to receive these funds the City is required to prepare a Consolidated Plan every five years. In addition, the City is required to submit an Annual Action Plan which addresses the priorities identified in the Consolidated Plan. Recommended/Action: It is recommended that the District Advisory Board provide comments regarding community needs and funding priorities for the Consolidated Plan.  This year the report is due May 15, 2019. During November-February public input of citizen will be received by participation with social media, town hall meetings, and online surveys.  The funds help with livable and sustaining opportunities Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds  National objectives must be addressed with low to moderate income citizens Questions from DAB: Q: Can you define urgent need? A: Catastrophic events, the KPER report is listed on the City of Wichita website under the Housing and Community Department. Q: Is there a focus of economic development for District 1 A. Economic development is not listed in District 1 but two special projects took place one in District 1 with the Dunbar feasibility study and District 3 with the Save-a-Lot grocery store. Q: Deadline for suggestions from? A: Before the next DAB meeting. Comment: from past experience who has sat on the board? A: Aaron Mayes and James Thompson 9. Nominate a District I representative to the Grants Review Committee John Hall, Housing and Community Services Department, will present this information. The U.S. Department of Housing and Urban Development (HUD) requires that cities involve citizens in the allocation process for Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds. The City of Wichita accomplishes this through a series of public hearings before the City Council and through the appointment of a Grants Review Committee (GRC) which reviews proposals and applications. Recommended/Action: It is recommended that the District Advisory Board nominate a District I representative to the Grants Review Committee. Comments: Who on the DAB is interested in attending Feb. 27th 2-4pm, March 6th 3-6pm March 13th 2-4 pm Tom Scanlon is nominated with from District 1Advisory Board. 4 District I Advisory Board Minutes November 5, 2018 Page 5 of 8 10. Improvements to Douglas from Washington to Grove Gary Janzen and/or Shawn Mellies, Public Works & Utilities Department, will present this information. On August 20, 2013, the City Council approved an agreement with Baughman Company to provide a design concept for improvements to Douglas, from Washington to Grove. In the fall of 2015 the Douglas and Hydraulic intersection was bid as a standalone project due to safety funding being awarded by the Kansas Department of Transportation. The Douglas and Hydraulic intersection construction was completed in the summer of 2018. A number of public meetings have been held since the original design contract was approved, in an effort to gather feedback, ideas and to hear concerns from property owners and tenants about the balance of the project. The latest meeting was held on October 16, 2018, with all tenants and property owners invited to hear staff discuss the proposed design concept. Comments from Gary Janzen:  Discussion has taken place since 2009  This project has improvements from the CIP in 2022 (6 million dollars set aside)  The project is more divided amongst different groups who do not see eye-to-eye on this project so the conversation is taking a step back  Nothing has been settled and no recommendation will be provided this evening  There is not a current plan to have on street bike lanes on Douglas but the conversation will now be figured out with the long term plan  Accommodating delivery truck traffic is also a factor  Landscaping maintenance has become a pretty big deal  Diagonal parking has been added  The bold-out aesthetics have assisted with safety between pedestrians and vehicles  Medians were suggested however on Douglas the streets do not run straight through from North to South and delivery truck entrances are a concern  More pedestrian friendly sidewalk space north of East High has been discussed  School bus parking concerns are on-going with East High  This a special project that will go above and beyond the Design Council  A consultant will look at this project and offer a different perspective Q: Can you speak to the concerns from property owners? A: We did not get a lot of conversation but on-street bike lanes were mentioned, desire for aesthetics enhancements, and desire to have medians Q: What is your rough deadline before funding? A: Hopefully something can get started with the consultant before the end of the year. This project does not call for right-of-way possession so we have all of 2019 and 2020. Q: Aside from the public meeting how can voices be heard? A: Anyone can get with staff for 1-on-1 conversation. Public Questions: Q: How well would a bike lane work? A: There is equal conversation for and against bike lanes; connectivity of bike lanes is important. Q: Will parking still be available if there are bike lanes? A: The only way to add bike lanes is to go down to 3-lanes of vehicle traffic. Public Comments:  The Douglas and Hydraulic landscaping is beautiful  The median near Twin Lakes can be driven over; it has created a hazard for some.  Bike Walk Wichita, walkability is a key factor in the Places for People study, concern of public meeting notices, and encourage more input from the public 5 District I Advisory Board Minutes November 5, 2018 Page 6 of 8  Cyclist and drivers are both encouraged to be more predictable and it would be nice for walkers, bikers and drivers to be aware. Not fond of bold outs on Douglas due to the distance of the stop sign.  Based on WAMPO’s study there has been an 80% increase in biking in Wichita from 2012-2018, now we have unexperienced bikers with the bike-share we now need more support  As a Transit Board Member and Douglas Design Board Member we are embracing the change from 20 years ago. An issue is that people are meandering on the sidewalks and not looking for cyclist. We need more people involved that live in the area but do not live on the corridor.  The Douglas Design District is in full support of what was presented with great solutions  As a property owner in the Douglas Design District and a former President of the Douglas Design District we are in support. The plan has changed from 7-9 years ago.  The City has had 30 years of decline and it will take some work to turn us around. This will take some more entrepreneurs; it is lovely to see more entrepreneurs.  We need improvements for the future of people who will not be able to drive in the future. You get repeated business with people who can walk and bike if they live near the area. Massachusetts Street in Lawrence, Kansas has a design where bikes and cars go the same speed. Reducing speed limits will help bikers feel safe and get off the sidewalk. Recommended/Action: Receive and file 11. Improvements to the 2nd Street Bridge at Brookside Gary Janzen and/or Shawn Mellies, Public Works & Utilities Department, will present this information. On April 17, 2018, the City Council approved an agreement with MKEC Engineering, Inc. to design improvements to the 2nd Street Bridge at Brookside. Analysis: The 2nd Street Bridge at Brookside was constructed in 1950. The biennial bridge inspection of this structure lead to the project being programmed in the Capital Improvement Program (CIP). The structure and waterway have a number of existing maintenance issues that need to be addressed such as spalling of concrete, exposed steel reinforcement and heading cutting in the waterway. Based upon the age of the structure the proposed design is to replace the bridge. The proposed design will make improvements to minimize these maintenance issues in the future. During construction 2nd Street will be closed for the duration of the bridge replacement. Construction is proposed to start in the summer of 2019 and be complete by the winter of 2019. Recommendation/Action: It is recommended that the District Advisory Board recommend approval of the design concept presented by staff. Comments from Gary Janzen:  Biannual bridge inspection shows that improvements are needed  The bridge can still carry traffic and it can only accommodate certain size trucks  The bridge will have to close for construction (about 6 months)  The hand rail will be replaced with black steel  2019 construction is scheduled Question from DAB: Q: Is there a picture of the design? A: Yes Q: Is there just one design? A: Yes, due to cost of the bridge and the number of the cells. Q: What about the rail? Is there an insert to go in the rail? A: It is a vertical steel rail, not sure what a new idea could be. 6 District I Advisory Board Minutes November 5, 2018 Page 7 of 8 Comment from Public: Thanks for the public notices and infrastructure updates along with water replacements for the quality of life. Please consider the aesthetics of the bridge to not be bland. The park nearby has been beat-up from construction workers so please be mindful with the next project. Action Taken: Holland/Heflin made a motion to recommend that the City Council approve. Motion carried 7:0 12. Heflin: Sleepy Hollow NA clean-up went well with one late resident attempting to dump. Can I be considered for Park Board and any upcoming meetings about McDonalds Golf Course. A. Mayes: Halloween in College Hill was busy, police department was great, go vote tomorrow P. Barnes: Upcoming events will be shared from Storytime Village CM Johnson: The Aquatics plan will be coming to DAB next month, please provide feedback on the 1st year from CM Johnson during the December 1st Breakfast, and plan to join the 2nd Taking Action on Violence meeting on December 1st at The Center, 1914 E. 11th St. On December 15th, Real Men Real Heroes will host Christmas in the Park at McAdams Park; some proceeds will go back to McAdams, November 8th KDOT highway conjunction meeting to discuss construction.
