The District I Advisory Board meeting was held at 6:00 p.m. at the Atwater Neighborhood Resource Center located at
2755 E. 19th St. N., Wichita, KS, 67214. Eleven board members, thirteen staff and twenty-seven members of the public
were present.

Public Agenda
Board will hear public issues from individual citizens regarding City issues not scheduled on the agenda. Each
presentation is limited to five minutes unless extended by the Board.
1. Scheduled Items
Lashonda Garnes, will provide information on the Win the Day Initiative from the Shocker Neighborhood Coalition.
The 2019 health initiative will include 9 neighborhood associations that are near Wichita State University.

2. Off Agenda Items
Richard Ruth, addressing the DAB on animal and humans. Concerned about the Animal Advisory Board not making a
skilled recommendation. Majority of the Animal Advisory Board has a love/pro-cats at the expense of other animals
and humans. The current recommendation about cats is not impartial with new ordinance at the hand. The board does
not follow Roberts Rules of Order and they were unable to decide a definition of blocks. The board has put the
decision on other City staff and Council Members about the scope of feral cats in Wichita. There is a reason their

proposal lacks accountability and transparency and why important aspects of the practical administration of TNR is
hidden away in the Caregiver Guidelines. I will not go into great detail of that here but you should be asking yourself
why they do not want to commit to a count of colony cats, records of where colonies are or the micro-chipping of
feral cats (which is required in other US cities). It is not possible to improve TNR without these factors. It is even less
likely to be successful with TNR in a city of our size.
Q: Are you wanting to make sure that DAB is aware of the Feral Cat Ordinance?
A: Yes, there are parts of the ordinance that are alarming. The unintentional passing of rules by the board is
unfounded.
Q: What is your idea of a colony?
A: Trap, Neuter and Return (TNR) done properly if there was true count of the number of feral cats in Wichita. The
plan does not do anything about pet ownership. How about microchipping feral cats to pinpoint what colony they
come from. There is a current board member who is aware a feral cat colonies and not reporting it.

A: Library, WSU-Marcus Welcome Center or other buildings on campus, Cargill, Downtown Development,
Don’t forget about acoustics for each setting, USD 259 AMAC.

A: Inform citizens of the time prior and at the beginning of each meeting.

T. Neal: Are there more complaints about illegal dumping? Are there any incentives for dumping of mattresses?
CM Johnson: RFP process for the McDonald’s Golf Course were received and the Park Board will make a
recommendation, 2018 Hyatt fund street improvements have taken place, Douglas Design District improvements is
meeting with a design plan, 9th street improvements should be completed by the end of the year with the art
component coming Spring 2019, there are 2 designs for the McAdams pool, there is a goal to create a master plan for
McAdams Park, a Federal tax law was put in place for Opportunity Zones-District 1 has 4 zones that allow for
development. Hyatt funds of $75,000 were invested for the Wichita Promise WSU Tech initiative, Founder’s Grove
was also supported with Hyatt funds of $75,000. Westar formed a committee to make suggestions for a large
investment project in District 1, Atwater’s lobby will receive an update to display information, and summer evening
rec will be expanded to every rec center in District 1. We will keep the Taking Action on Violence meeting once a
quarter. Economic development and entrepreneurship will continue. There a major concern with landlords not taking
care of their properties. There are also efforts underway to work on a food dessert areas.
Citizen: A developer asked for permission to demolish the old Mead’s Corner and the City’s Historic Presentation
Board denied the request.
