The District I Advisory Board meeting was held at 6:00 p.m. at the Atwater Neighborhood Resource Center located at
2755 E. 19th St. N., Wichita, KS, 67214. Ten board members, eight staff and thirteen members of the public were present.

Staff Reports
3. Fire Report
In December there were 444total incidents: 22 fire alarms, 35 service alarms and 387 medical alarms. There were 2
fires (both electrical malfunction/problems). New equipment will soon be available for the fire fighters.

4. Police Report
Patrol East: R. Tyrrell provided year-to-date stats: robberies were down 33% , aggravated assaults were up 23% ,
burglaries were down 28%, auto larceny was up 14% and no change for auto thefts. Please remember that auto theft
increase when it is cold outside and cars are left running but unlocked and that is against the law. A new recruit
training class will begin soon.
Patrol North: C. Burnett provided year-to-date stats and shared that during Hope for the Holidays 110 meals were
provided for Thanksgiving and over 100 meals were provided during Christmas.
Patrol South: L. Carlson, Year-to-date class 1 offenses (robber, aggravated assault, burglary, larceny to auto and
auto theft) has an overall increase of 1.3%. In 2018 there was an average of 18 officers per night in Old Town during
closing hours.
Q: Has the WPD made any adjustments to the tattoo policy.
A: Officers have not adjusted to a new tattoo policy.
Q: How about the need for 40 new recruits?
A: There is always a concern of good recruits.
5. Library Report
Anne Ethen, Library: The library is pleased to announce the start of a new, after hour’s computer lab taking
place at the Angelou Branch Library every Monday and Thursday evenings from 6 to 9 p.m. This new
program started last Thursday, January 3. Laptop computers are set up in the meeting room, and library
technology training staff will be there to assist with resumes, online job applications, and internet research.
We want to get the word out, so the public can take advantage of this new, free service being offered at the
Angelou branch.

7. Century II Citizens Committee- Update and Discussion
Quinn Lake and John D’Angelo presented information.
Comments from John D’Angelo:
Century II was built to be a convention center and performing arts center. Local shows are a third component
This committee is only charged with the performing arts component
4.5 million dollars was generated to get Lion King and bathroom renovations were necessary before the show
would come. 33% of attendees were not from Wichita.
There are significant ADA issues that have to be addressed
Doing nothing is not an option
Compromises are being made for each show due to current space
All universities were reached out to in 2014 for input
Renovations will take a combination of public and private funding
Data is available on the City’s Century II website
Other renovation options are being explored

Questions from DAB:
Q: Can you avoid a dark phase (closing the building to renovate)
A: The thought process is looking at a renovation while using parts of the building while looking at what will happen
to the blue roof. Based on preliminary information dropping the floor is not enough space. Renovation cost is
significant than a new building based on what is chosen with phases of a renovation.
Q: What is the final work product?
A: The current assignment is to present a final report.
Q: How many accidents have taken place in this facility?
A: Those numbers can be provided later. Staff accidents are down because they are aware of hazardous areas.
Q: Cost of renovation?
A: 250 million dollar for renovation, 176 million for performing arts, 140-160 million for convention center
Q: Does this include a range of cost?
A: Yes, based on what the community needs.
Q: How are plans competitive with surrounding cities?
A: Through architecture planning with the current firm.
Q: What is the expected time frame?
A: The recommendation should be ready in the next 30-60 days for the City Council to review. If it goes to a vote it
could be November 2019 or April 2020.
Q: How was the definition of minority defined? Are the groups of minority available from that survey?
A: 14,000 surveys were completed with Project Wichita.
Q: Are all 3 components happening at the same time?
A: When the report is ready a discussion will come from that.
Q: Are new entry ways required?
A: It depends on the designs. Yes, accessibility will have to be addressed.
Q: Can you talk to us about location, are you locked into where the performance arts would be?
A: We are not locked into the site but the committee is not tasked with that recommendation. Cost for close proximity
is a nice gesture.
Q: Is there a number of how much money was lost due to accommodations?
A: It is hard to quantify that number; spaced has been used for rehearsal in the space could be rented.
Q: Are you looking at other development?
A: Yes, other development has to be looked at including some private development. We are looking at how to turn our
backs towards the river.
Q: If Century II stayed were it is, what convention does that make?
A: Convention side makes since with a head quarter hotel.
Q: Is the former Downtown Library included in the discussion?
A: Yes, there has been conversation about meeting space and is it really the correct use of it.

Comments from DAB:
I love performing arts, I want to see this project move forward
Leaving an open space is a concern including the unoccupied downtown library
Four years ago, it was said the nothing is going to happen and the powers that be have decided that the building
will stay
The committee is diverse and doing their due diligence; we should not say that something has been decided.
Please take the showman’s comments seriously and compare to St. Lois, Kansas City…
It might be smart to have a new building
The data has to be presented to the community outside of saying go to the website
All DAB 1 members agree that something has to be done with more information before a suggestion can be made
to the Council Member.
If renovation does not solve all problems, then it does not make since
Do not just look at what performers need right now but 10-15 years from now also
Please provide the numbers of what big art shows would bring
Show what can be there to get people excited about it
Comments/Questions from Public:
As a performer and resident of District 1 the space is tight, can the County cover the convention side, we need to
unpack the different entities in the performing arts, it was a mistake for the students at each university and the
Garvey family to not be reached more intensely. Standing out in the cold with instruments is detrimental and the
instruments could be ruined. We need to look at remodeling and building. It should more common to have more
diversity on stage and in attendance. Music Theater of Wichita is known in the arts.
What matters is the needs of the performing arts, educate the community on the problems of spaces that are too
big or too small, I do not care about the old building. Please line up more information going forward.
Small organizations cannot afford to use the building currently, please consider space that is available to local
people in the City so they can afford to use it.
Are we building on experiential or are we looking forward for 50 years down the line. We have to balance
experimental design, lasting forever and how to keep it cheap.
The cost factor comparison is necessary

8. PUD2018-00006 SF-5 Single-Family Residential and LC Limited Commercial to Create Planned Unit
Development #60 Whole Truth Tabernacle
Scott Knebel, Metropolitan Area Planning Department, will present this request. The applicant is requesting a
zone change from SF-5 Single-Family Residential and LC Limited Commercial (GC) to a Planned Unit Development
(PUD) for approximately 0.63-acre; generally located at the northeast corner of East 21st Street and North Erie
Avenue, 800 feet west of North Hillside Avenue (2932 East 21st Street North). The application would establish PUD
#60, and create development standards for Whole Truth Tabernacle Planned Unit Development, to permit construction
of a multi-use building that will allow Whole Truth to better serve the surrounding community. They are seeking to
develop a place where the neighborhood can gather for recreation, education, training and worship.
The Church’s vision includes outreach to young people as a safe gathering place as well as a place where adults can
receive job training and continuing education. They plan to include a food pantry and clothes closet that those in need
can visit for assistance.
Recommended: This application has been submitted to allow the church to broaden their services to the immediate
community. The PUD will provide the flexibility needed to meet Whole Truth Tabernacle’s vision to provide outreach
to young people as a safe gathering place and a place where adults can receive job training and continuing education.
They plan to include a food pantry and clothes closet that those in need can visit for assistance.
Based upon information available prior to the public hearings, planning staff recommends that the proposed PUD #60
be APPROVED, subject to 3 conditions.

A: The gravel lot would be behind the church.
Action Taken: Heflin/Brumley made a motion to recommend that City Council approve the request. Motion carried

9. ZON2018-00048 MF-29 Multiple Family Residential to General Commercial
Scott Knebel, Metropolitan Area Planning Department, will present this request. The applicant is requesting the
rezoning of the two more platted lots he owns generally located east of South Washington Avenue, south of East
Lincoln Street and north of east Bayley Street from MF-29 Multiple Family Residential (MF-29) to GC General
Commercial (GC) in order to redevelop the property with commercial uses. The applicant also owns most of the
property on the east side of Washington Street between Bayley Street and Lincoln Avenue, but it is only these two lots
that are subject of this application.
The subject property is presently vacant of buildings, but there are buildings to the north that will become part of the
overall redevelopment of the area.
The original plat creating these lots was the plat of the Lincoln Street Addition to the City of Wichita, Kansas,
recorded with the Register of Deed’s on June 5, 1886.
The surrounding neighborhood is a mixture of uses. The property along the east side of Washington Avenue between
Lincoln Avenue and Bayley Street is commercial or vacant. To the east of the subject property is a number of
residential structures on land zoned MF-29 Multiple Family Residential, even though all are single family homes.
The property to the west of Washington Avenue is zoned GC General Commercial (GC) and is used for commercial
uses and parking. There are a number of vacant lots on the west side of Washington Avenue.
South of Bayley Street, Washington Avenue curves to the southeast and becomes Southeast Boulevard. The uses are
mostly commercial on the west side and a mixture of residential uses on the east side.
Recommended: Based upon the information available at the time the staff report was completed, staff recommends
APPROVAL of the request, as submitted. This recommendation is based on 7 findings.

10. ZON2018-00049 LC Limited Commercial to OW Office Warehouse
Scott Knebel, Metropolitan Area Planning Department, will present this request. The application concerns the
request of the owner to rezone the subject property from LC Limited Commercial (LC) to OW Office Warehouse
(OW) to allow the redevelopment of the property for office and warehousing. This is the Boulevard Plaza property,
which has been zoned LC and used as a commercial strip center for many years. According to the agent’s information
submitted with the application, the present owner desires to redevelop the buildings and market them for warehousing
uses.

The information provided claims this location does not support the retail uses envisioned by the present zoning
classification and the OW will allow uses more suitable to the location. The access to the property is primarily from
Lincoln Street and has access to South George Washington Drive; which is a frontage road providing access south and
east to other local streets in the neighborhood and provides access to George Washington Boulevard at Menlo Street.
The change in zoning classification will result in a number of uses that would no longer be allowed on this property;
such as, “Entertainment in the City”, “Medical Service”, “Restaurant”, “Commercial Parking Area”, “Pawnshop”,
“Secondhand Store”, and “Tavern and Drinking Establishment” to name a few. These uses may be inappropriate for
the subject property regardless; however, staff wishes to point out some of the more significant changes resulting from
the change in zoning.
Recommended: Based upon the information available at the time the staff report was completed, staff recommends
approval of the request to rezone the property from LC Limited Commercial to OW Office Warehouse. This
recommendation is based on 6 findings.
Comments from MAPC: This area is identified in the City/County comprehensive plan for new development
Questions from DAB:
Q: Is this limited to self-storage units?
A: No
Q: The other concern is limited manufacturing?
A: There is limited height space with the Office Warehouse request.
Comments from Agent: The intent is to have HVAC services and offices. More retail is not expected in this area.
Questions from Public:
Q: Will current businesses’ have to move?
A: No, the goal is to get 100% occupancy.
Action Taken: Heflin/DeShazer made a motion to recommend that City Council approve the request. Motion carried

CM Johnson: Please review the TNR letter provided by the District 1 Animal Control Advisory Board member, the
Council Agenda for this Tuesday is full of information, WSU Tech-Wichita Promise grant is still available, Feb 23rd
is the next Taking Action on Violence Meeting (4-6pm at The Center), Jan 10th is the Housing Facebook town hall
meeting, construction on 9th street has extended past the original deadline.

7. Century II Citizens Committee – Update and Discussion
Ebony Clemons Ajibolade and Quinn Lake, Committee volunteers, will present this request.
For the past 10 months, 12 citizen volunteers have worked to understand the needs, aspirations and options for
performing arts in our city and recommend a path forward. The issues with the 50-year-old performing arts facility
include structural problems, worker safety risks and functional issues. The committee is weighing the choices –
renovate vs. build new, preserve the round building vs. create more gathering space for the community, etc. No
matter what, this will be a large investment – perhaps $200 million or more – in the core/river area. The committee
will discuss its findings to date, hoping to both inform and engage citizens in this pivotal community initiative.
