The District I Advisory Board meeting was held at 6:00 p.m. at the Atwater Neighborhood Resource Center located at
2755 E. 19th St. N., Wichita, KS, 67214. Ten board members, six staff and five members of the public were present.

Motion to approve the minutes with correction of Tom Scanlon in attendance at January meeting but arrived late.

presentation is limited to five minutes unless extended by the Board.

3. Fire Report
In February there were 338 total incidents: 10 fire alarms, 35 service alarms and 293 medical alarms. There were 4
fires (residential locations).

4. Police Report
Patrol North: A. Tapia, District 1 is violent crimes are down. Please lock your car doors when warming the car up
and do not leave backpacks and purses in visible site.

5. Library Report
Tadonne Neal, Library Board Member, reported on behalf of Anne Ethen: Next week is Spring Break. Check
the library’s calendar for special events for kids: Emoji Emotion at the Rockwell branch on Tuesday 3/12 at
2:30 – make emoji creations on cookies, bookmarks and magnets. Wind Racers at the Angelou branch on
Thursday 3/14 at 2:30 – make LEGO wind racers, pinwheels and mini-kites. Both events are for ages 8-11.
Registration is required.
The library will be offering a series of gardening programs starting Tuesday 3/19 at the Rockwell Branch
Summer Annuals for Shade and Sun, Tuesday 3/19, 6-7:30. No Till Gardening, Tuesday 3/26, 6-7:30
Registration is required.
Finally, don’t forget the “Grow with Google” After Hours Computer Lab at the Angelou Branch, every
Monday and Thursday evening from 6 to 9 p.m. The library is closed, but the meeting room is open for
after-hours computer assistance. We have library technology trainers on hand with 12 laptops and free Wi-
Fi, to assist customers with job applications, resumes, and internet research.

New Business
6. Scooter Presentation
Scott Wadle, City Manager’s Office, presented this request. Information on a draft scooter pilot program.
You use your cell phone to sign-up to use the scooter and start it
You take a picture when you are done to show that you locked it up
The location is detectable and the company has the ability to program when and where they can operate
The suggested speed is 20 miles per hour
Can be operated on streets, larger park paths, bike paths and no sidewalks
Some Municipal codes will need to be changed if this program move forward
Policies from other cities have been reviewed
Questions/Comments from DAB:
Q: Are the discussions to operate out of the Downtown core and extend into the Downtown Douglas District
A: No more than 250 in the area of Washington Street is the eastern boundary, the River is the western boundary,
Central is the northern boundary and Kellogg is the southern boundary with.
Comment: Concern of allowing them in the street and safety with cars. Preferable use of the bike lane is suggested.
A: Other cities are wrestling with sidewalks and street safety.
Q: Is there any way to lower the requirement of 18 years of age for students who also need transportation.
A: It is more up to the company’s policies.

Q: How is the infrastructure for bike lanes in Wichita?
A: It is an opportunity to look at how our streets function. It varies of where you walk.
Q: Is there a docking station for scooters?
A: Other cities have areas where you can have a return station with painted scooters on them.
Q: Do the scooters have to be charged up?
A: Some companies have employees that charge the scooters overnight.
Q: Are there battery meters?
A: I believe so.
Comments: There is potential to improve public transportation with the City bus route.
Comments: Please consider adding reporting of scooters to the “report add.”
Questions/Concerns from the Public:
Q: Will they be on college campuses?
A: That is up to each campus. This pilot effort is for the right-of-way.
Comment: 250 scooters would be too much for Wichita.
Q: Please clarify the boundaries?
A: They can operate anywhere in the city with a limitation of how many can operate in the downtown area.
Recommendation/Action: Shepard/Neal recommended that City Council adopt. Motion carried 8:0.
7. Wichita: Places for People
Mary Hunt, Wichita-Sedgwick County Metropolitan Area Planning Department, presented this information.
Updates from Mary:
Purpose: Create connected, accessible community, strong neighborhoods, active centers and put people first
Why: Advance our economy, offer a different product, revitalize our community, take better care of what we
have, focus on established neighborhoods, take advantage of existing infrastructure, address regulatory barriers
Goal of getting everything done in 3years
Boundaries of 29th Street on the north, Rock Road on the east, 31st street on the south, and
24 suggestions but not all get built
These ideas help pull commercial activity back into the city
These are just concepts
Accessory dwelling units are now popular (A separate house in the back or attached to a home)
Questions/Comments from DAB:
Q: Who will own the buildings?
A: The vision is for an adoption of a parallel zoning code to help developers move
Q: Are there any specific developers?
A: No, but developers are interested in general.
Comment:
Q: Do we have enough space in Delano for the medium sized development
A: Yes

Q: With the landbank, how can you ensure that the community benefits?
A: The City creates the landbanks.
Q: How does this help the things that community’s needs?
A: It is built in the plan.
Q: What are the benefits of the AUD rights?
A: It allows you to rent out the unit and get more affordable housing.
Q: Most of the area does not neighborhood covenant restrictions but how does this tie into this?
A: An HOA can establish that AUD not be allowed.
Questions/Comment from the Public:
Q: What is parallel zoning?
A: You can chose between the current zoning code and the proposed zoning code for the most appropriate code for your
idea.
Comment: Slowing down traffic like the round-a-bout in Delano truly does slow people down
A: The angled parking also assist with this.
Q: Will the public be able to add more areas of potential development?
A: Yes, there will be more opportunities for input.
Q: How long of a time frame will we see more?
A: Hopefully by the end of June.
Q: So the City is proposing support for developers
Q: Would the plan dis-incentive the development on the margins of the city?
A: No.
Comment: One of the majority concern is that WSU development should be coming west.
Recommended/Action: Neal/Holland made a motion to require more data and concrete information before a vote.

Sleepy Hollow met with Country Overlook to consider merging the NA and a combined clean-up.
Grants review committee is meeting this Wednesday, please attend if you can.
6pm, March 12th at ICT Launch Pad 1156 N. Oliver movie by NAACP to discuss rape and disparity. For high school
age and up.
NLC Conference is this coming week and discussion will take place about transportation

Reappointing of DAB member will take place soon
A potential DAB retreat is proposed for April 6th, 20th or 27
Opportunity Zone areas have been identified in Wichita that includes portions of District 1
Baseball land purchase conversation will be part of the City Council Meeting tomorrow

7. Scooter Presentation
Wichita Transit Department, will present this request. City staff will present information on a draft scooter
pilot program.
Recommended/Action: To endorse the pilot program concept, with the understanding that specific details for the
pilot are still being negotiated and adjusted prior to presentation to the City Council.
8. Wichita: Places for People
Mary Hunt, Wichita-Sedgwick County Metropolitan Area Planning Department, will present this
information. Wichita: Places for People is an amendment to the City and County Comprehensive Plan, called the
Community Investments Plan.
The Plan focuses on redevelopment in the Established Central Area, an area of about 40% of Wichita. The Plan
provides for the movement of people, whether by car, foot, bike or transit that creates a connected and accessible
community with strong neighborhoods that put people first.
