The District I Advisory Board meeting was held at 6:00 p.m. at the Atwater Neighborhood Resource Center located at
2755 E. 19th St. N., Wichita, KS, 67214. Nine board members, nine staff and twenty members of the public were present.

Public Agenda
Board will hear public issues from individual citizens regarding City issues not scheduled on the agenda. Each
presentation is limited to five minutes unless extended by the Board.
1. Scheduled Items
LaShonda Garnes-Wichita State University provided an update on year two of Win the Day activities: monthly
activities, upcoming Health & Fitness Series and the new pedestrian way finding signage.
Comments from presenter:
The new pedestrian way finding signage boundaries are 21st street to 13th street and Hillside to I-135
Once the signs are installed, the City will maintain the maintenance
Questions from DAB:
Q: When you talk about health? Are there any conversations about bringing more food options to the area?
A: Building a grocery store was not within the budget realms of this grant.
Q: Is there a partnership to utilize the Heskett if you are not a student at WSU?
A: Conversation is taking place about utilization for the Heskett and the new YMCA on campus.

Q: Is Founders Grove part of the signage?
A: No, it was not established before this funding was set in place and the addition would delay the current installation
schedule.
Q: Can you mention the location of the signs?
A: It is centered along the main streets of the target area.
Q: What are two major goals of this project?
A: How to educate and encourage people to live a healthy lifestyle, how to become a better neighbor with building
bridges, how to utilize the resources we have.
Questions from Citizens:
Q: Will there be any mailings to inform the community about the signs?
A: Communication has taken place with every NA President around WSU, each organization along the route has the
flyers and the City has and will post information through the District 1 Facebook page and newsletter. A new
resource of putting information on the Wichita Transit buses will be explored.

Comments from presenter:
There was an initiative that involved going to public parks and picking up cigarette butts
Children are exposed to secondhand smoke
Carelessly discarded cigarettes causes fires
Teens hang out in parks to use tobacco
80% of Wichitans do not use tobacco
Smoking is banned in many public spaces
Tobacco litter adds to the overall cost of keeping our parks clean
There is public support to make the parks tobacco free
Questions from DAB:
Q: How will you enforce this?
A: With the same enforcement as other Park and Recreation policies currently in place?
Q: Do you have any push back with the initiative? Have you thought about a designated area?
A: If you have a designated area, you are not removing 2nd hand smoke or the litter issue so we prefer not to have it.
Push back has not been too negative and some people are surprised that this has not be active already.
Q: How would the signs effect teens that are smoking in the parks late?
A: When teens know that they are not supposed to, it will give them one less place to smoke and it will give people a
chance to say “you cannot smoke here.”
Q: Does this include all forms of tobacco like e-cigarettes?
A: Yes.

Q: Tobacco free has been to each university in Wichita with an educational component. What resources are going to
be provided?
A: The TFW program in and of itself is an educational program along with other free services to help teens quit
smoking with youth trained to deliver the educational component.

I think once the signs go up, it will be helpful.

Staff Reports
3. Fire Report
Recap of February stats because March data is not available at this time. In February, there were 508 total incidents:
19 fire alarms, 56 service alarms and 433 medical alarms. There was one fire (residential location).
4. Police Report
Patrol North: A. Tapia, violent crimes stats in District 1are down. There was a shooting after an argument in
Fairmount Park and the shooter is in custody. North of 21st and Woodlawn there was shooting at Brookstone
apartments.

Patrol South: V. Kern, District 1 stats (month to month), robberies and aggravated assaults are down, auto thefts are
down, we are working with South High and looking at graffiti. Sergeant Dave Nienstedt introduced himself as the
new CP Supervisor for Patrol South.
Patrol East: J. Hook, Violent crimes are down year-to-year date, auto-theft had a slight increase. People are still
warming their cars up and leaving them unattended. Please keep an eye out in your neighborhood and if you see
something, say something. The Drug Enforcement Administration (DEA) is working with a program to get rid of
prescriptions at different sites around town.
5. Library Report
Anne Ethen, you can get after-hours tech assistance at the Angelou Library. Receive assistance with job
applications, resumes, printing documents, internet research and other digital needs through Google Applied
Digital Skills lessons. 6-9 p.m. Mondays & Thursdays, Angelou Library, 3051 E. 21st St.
The Library is now accepting applications for the Summer Teen Volunteer Program. Teens in grades 8-12
this fall are eligible to apply for this program. Duties will include helping out with the Summer Reading
Program, and other important library tasks. This is a great way for teens to get volunteer or community
service hours, and it looks good on college applications and job resumes. Grab an application from any
Library location, or visit www.wichitalibrary.org/teenvolunteer for a PDF version.
In an effort to continue providing cutting-edge technology programs and services to citizens, the Wichita
Public Library will conduct the Impact Survey from April 1-19. This survey will help Library staff
determine how customers are using existing technologies and what additional technologies customers need.

The last survey was conducted in 2016. All citizens who use technology at the Wichita Public Library are
encouraged to take the survey online at wichitalibrary.org/survey
There are three gardening classes left in our Spring Gardening series, co-sponsored by the Sedgwick County
Extension Office. The next 3 Thursdays at the Evergreen Branch Library, 25th and Arkansas, April 4 is
Basic Tomato Gardening, April 11 is Planning Your Successful Vegetable Garden, and April 18 is
Perennials, the Backbone of the Garden. Contact the library to register or register online.
Question from DAB:
Q: What kind of response have you received?
A: Attendance has not been more than six people each night and we need more people to attend to continue
it.

7. ZON2018-00053 B Multiple-Family Residential to GC General Commercial
Dave Yearout, Metropolitan Area Planning Department, presented this request. The applicant is requesting the
rezoning of a portion of the property owned on the east side of South Washington Avenue between Kellogg and east
Indianapolis Street. The applicant’s total property area is in two subdivisions: the Chilton’s 600 South Washington
Addition, which was recorded with the Register of Deeds on July 31, 1990, and created two lots and two Reserves for
landscaping purposes on the west side of Ida Avenue; and the remnant of Morton Wollman’s Addition, what was
recorded with the Register of Deeds on June 13, 1885. The applicant owns all of the property in the Chilton’s 600
South Washington Avenue Addition, and owns Lots 21 and 23 and part of Lots 49, 51 and 53, Washington Avenue,
and Lots 22 and 24 and part of Lots 54 and 56, Ida Avenue, in Morton Wollman’s Addition, and a portion of Orme
Street right-of-way. The ownership of the part of Lots 49, 51 and 53, Washington Avenue, Lots 54 and 56, Ida
Avenue, and the portion of the Orme Street right-of-way were recently acquired from the City of Wichita and were
amended into this case. The applicant also has a vacation case being processed at this time for the same property
(Case No. VAC2018-00037).

Q: What is the property going to be used for? Are the homes being torn down? That is my neighborhood and I have
seen homes being torn down.
A: The owners have been there 22 years and the goal is to expand the current business.
Q: Has there been any feedback from the community?
A: No push-back thus far. The protest deadlines runs until Thursday of this week.
Recommendation/Action: Heflin/Neal made a motion to recommend that City Council approve the request, subject
to Protective Overlay (PO # 338). Motion carried 7:0.
8. DER 2019-00003 Northeast Heights Comprehensive Plan Amendment
Mary Hunt, Wichita-Sedgwick County Metropolitan Area Planning Department, presented this information.
Northeast Heights Comprehensive Plan Amendment is an amendment to the City/County Comprehensive Plan called

the Community Investments Plan. The amendment includes a one-square mile area in northeast Wichita. The Plan
amendment includes five policies regarding commercial development in the plan area.
Comments from MAPD Staff:
These recommendations are based on conversation and discussion with the residents, neighborhood and
homeowners association members
An additional Protective Overlay could come into action if a zoning case is presented in the future
Questions/Comments from DAB:
Q: Does this plan fit into the Places for People plan?
A: It is not in conflict and is similar.
Q: There is a home that is potentially up for sale, how does this effect that?
A: Buffering is suggested in this plan.
Q: Is this a protective overlay before a zoning case?
A: This provides some guidance from the neighborhood but it is not law. It is a recommendation that the governing
agency could adopt as a policy.
Q: Is this something that could be adopted elsewhere?
A: This is just a small area and it typically is discussed on a larger scale.
Q: Is the neighborhood in agreeance?
A: Yes
Questions from the Public:
Q: When you talk about the square mile radius? Does the effect 27th and Hillside also?
A: These are just guiding policies. A grocery store would need 80,000 square feet.
Comments from the Public
There is still concern, as a citizen who lives adjacent to the NW corner property at 21st and Oliver
This is meant to protect and support the neighborhood with other development currently happening in the area
Recommended/Action: Heflin/Neal made a motion to recommend that City Council endorse the Plan amendment as
presented. Motion carried 7:0

D. Heflin: Sleepy Hollow Park has a tree down.
J. Holland: Storytime Village will host a Children’s Day on 5-7pm on April 30, 2019 at Evergreen Library.
T. Neal: The MABCD and Inspector in my area has done a great job responding to concerns.
CM Johnson: The Habitat for Humanity Rock the Block initiative celebrated another new homeowner. A DAB retreat
will take place soon. Rumors are going around about Library rules about only allowing Christianity organizations to
be active and that is not true. Medical Mission at Home – A Day of free Healthcare is Saturday, April 13th, 2019.
L. Deshazer: The NAACP is looking for a Youth Debate Instructor.

K. Alexander: The “Hot Spot” pilot program was successful and hopefully future funding will allow the program to
continue and expand. The Youth Advocacy Coalition Coordinator is available to attend event to share information
about youth services in Wichita.
