District I Advisory Board Minutes June 3, 2019 www.wichita.gov The District I Advisory Board meeting was held at 6:00 p.m. at the Atwater Neighborhood Resource Center located at 2755 E. 19th St. N., Wichita, KS, 67214. Approval of Minutes Motion to approve the minutes Motion carried 7:0. Public Agenda Board will hear public issues from individual citizens regarding City issues not scheduled on the agenda. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled Items No Items 2. Off Agenda Items Wanted to make sure that the council was aware of what is known as “Alternate lunches” at USD 259. His 7 year old brought to his attention that kids with a negative lunch balance had to eat crackers or peanut butter and Jelly sandwiches. Worried about how this will affect the child’s self-esteem. Also is trying to understand how the School District can feed children citywide during the summer but not during the school year. Questions from DAB: Q: Have you spoken to the Board of Education to discuss this? A: Spoke with Ben Blankley and will be attending Board of Education meeting in June. Staff Reports 3. Fire Report Station 10: In May, there were 626 total incidents: 27 fire alarms, 45 service alarms and 554 medical alarms. 4. Police Report Patrol East: R. Tyrrell, shared monthly stats. Citizens can call 350-3420 to schedule a bike clinic. Patrol North: C. Burnett, shared that two drive-by’s took place, two cars chased each other, there is lack of cooperation with victims. There was also a domestic violence case where the wife shot her husband in the chest. Patrol East: L. Carlson, larcenies’ are down, people are usually leaving car doors unlocked. Streets in Old Town will now be blocked off after 11pm. For safety reasons, Riverfest is using more private security than WPD now. Staffing levels are horrible and getting worse. Calls with no emergency are holding 1.5 to 3 hours. 5. Library Report Anne Ethan, The library’s Summer Reading Program began a week ago. You can sign your children up at any library location or online. Read 20 minutes a day. After you’ve read for 10 days, stop by the library and get a prize. Keep reading for more prizes all summer. Special programs for children and families offered at the Angelou Branch Library this month:  Johnny and Adam-Rhythm and Music. Children ages 3 to 11 will get the opportunity to play percussion and drums in a group. Tomorrow, Tuesday June 4 at 2:30p.m.  West African Kora with musician Sean Gaskell. Traditional African music played on a kora, a 21 string harp. Children will also learn about the cultures of West African peoples. Ages 5-11, with families. Thursday, June 13 at 1:30 p.m.  It Came From Outer Space, ages 8-11. Create an alien and a flying saucer. Thursday June 20 at 2:30p.m.  Mad Science: Walking on the Moon. Celebrate the 50th anniversary of the Apollo 11 moon landing with the group Mad Science. We will learn about the principles of space travel and exploration. Ages 7-12. Thursday, June 27 at 4:00 p.m. Programs for adults at the Angelou Branch this month:  After hours computer lab, every Monday and Thursday evening from 6 to 9p.m. Receive help with job searching and resume preparation and other research needs.  Candid Conversations Book Club, Friday June 21, 7 p.m. This is an after-hours event. The book to be discussed is The Coming by Daniel Black. Copies of the book are available for checkout for registrants.  People, Pride and Promise: the story of the Dockum Sit-In, Tuesday June 25 at 6p.m. Join Storytime Village for a special evening dedicated to the Dockum Sit-in participants featuring musical tributes, dance and words from a Dockum Sit-in participant. Tuesday, June 25 6 p.m. 6. Park & Recreation Report Edgemoor & Linwood, currently hosting Summer of Discovery, which is their summer camp from 7:00 a.m. – 6:00 p.m. Monday-Friday with three field trips a week, breakfast, lunch and snack provided. Camp fee is $115 a week. Lynette Woodard, currently hosting Summer Activity camp from Noon – 5pm Monday-Friday, with two field trips a week, lunch and snack provided with a camp fee of $30 a week with a one-time deposit of $20. Classes start today and they are rocking with Tiny Tot in training classes along with some new classes like Edged Weapons Defense Course. Free Summer Youth Programming for ages 6-18 only in District I, each site will provide a variety of fun activities & free food for the first 50 participants. There will also be onsite security provided by WPD. There are some dates that we will not have programing due to prior programming of classes and activities but these will be 6-8 weeks. Wichita: Places for People: Mary Hunt, Wichita-Sedgwick County Metropolitan Area Planning Department, will present this request. Wichita: Places for People is an amendment to the City and County Comprehensive Plan, called the Community Investments Plan. The plan focuses on redevelopment in the Established Central Area, an area of about 40% of Wichita. The Plan provides for the movement of people, whether by car, foot, bike, or transit that creates a connected and accessible community with strong neighborhoods that put people first. Mary Hunt provided updates from a couple of meetings ago…  Plan has been recommended  Plan was presented at a statewide conference  Date set for May 9th and opinions will be shared  May 23rd plan was presented at a Wichita Area Builders Assn.(WABA) forum  May 27th the plan was presented at the Council Workshop  There is hope that the City Council votes yes at tomorrow’s, June 4th Council Meeting Comments/Questions from DAB: Comment: Applauds the Plan Q: Is the Land Bank is just a suggestion and not the plan? A: The Land Bank is one recommendation in the Plan and staff will be asking the Council for suggestions on implementing it. A land bank needs to be crafted for Wichita itself. Comments from Public: Comment: I watched the presentation and have been working and doing research and have some concerns about the plan. Are these neighborhoods that truly need infill help? Instead of one that does not want or need it. Desensitize scroll and target infill to keep risk and harm from areas that do not want it. Follow-up question from DAB to public: Which area of parallel zoning worry you the most? Comment: Eliminate step ups/setbacks, I understand we are discussing hubs but the code change effects the whole area. Answer from MAPD Staff: Zoning codes came from recommendations, Parallel zoning leaves the same but gives an option, rip it up and put it back together until you get what you want. Comment: Concern of private developers being landlords. What will stop landlords who are owners from putting in a duplex or Bed and Breakfast? A: They cannot slice off land and let them use it for a Bed and Breakfast. Small house 400ft runs $40,000 not everyone can afford that. Only the individual owner can change it but they must live in the house. Comment: As a College Hill Resident, I am scared of proposals like last time at the Animal Advisory Board which now we are fighting to save our property from that new plan. Comment: Have you read the entire proposal? They want to change zoning codes from Rock to Ridge. Will take away front and side setbacks and allows to build a home behind a home. Incentives are meant for landlords or investors. Sit back and read it. I have talked to many people who are not for or even know about this. A: No zoning changes with this plan. Only suggestions made but public meetings will be held before any zoning changes that could be made. Could apply if someone meets specific requirements. Could also take years depending on conversations. Comment: I can pull up all codes on my phone. I keep attending and waiting for information on zoning codes. Duplexes can be built behind homes if they are smaller. Please read the proposal before making and voting. This was presented to District 6 all pretty with no information. Q: How do you prevent owners from walking away and leaving them empty? A: This is urban design/transportation plan, how do you know that now? Different things happen. Questions/Comments from DAB: Q: How much say will constituents have? A: We will have to draft a way to reach the public. Q: You mentioned that it is a recommendation so are you saying that it could go through without zoning changes? A: There are no zoning changes by adopting the Plan. Zoning changes are a separate action. Q: Please explain zoning change and how they work. A: Zoning changes occur by going through a public input process. The Planning Commission conducts a public hearing and submits a recommendation to the City Council. The City Council renders an opinion on whether the zoning for a parcel of land is changed. The same process is in place to change the zoning code. Comment: How about getting 3-4 recommendations for zoning changes. Can you get those to the board? Comment: I would not vote for it at this time. I still have a ton of questions. There are no resident suggestions. If an abandoned home is torn down, could it still be residential or does it automatically go commercial? A: If something is zoned residential and it goes to the proposed Land Bank the zoning does not change. RECOMMENDATION: Staff recommends approval for Wichita: Places for People Plan Action Taken: DAB Members made a motion to recommend that City Council approve the plan. Motion carried 5:3. 8. City Budget Presentation and Budget Simulator Sean Sandefur, Finance Department will present this information. The Finance Department will provide an update on the development process for the 2020 Proposed Budget and is looking for feedback from residents. Sean, Budget Analyst, 2017 zero based budget, start from the bottom up. New addition-Budget Simulator, we welcome you to take flyers and post them in Churches, Schools, etc.  June 15th it closed  June 26th there will be a social media town hall  July 23rd the City Manager will present it  August 6th a public hearing will take place The general fund is 1/3 of the budget and there is a surplus of 2 ½ million. Questions from DAB: Q: The Mill Levy has not been raised in years? A: No and 7.5 is the lowest it has ever been. RECOMMENDATION: Receive and file Board Agenda Updates, Issues and Reports  Do not forget Juneteenth is June 15th-22nd, go buy a wristband  Thank you for the success of the Big Ditch  Introduction of myself new DAB member, Taben Azad who graduated with a Master’s from WSU  TNR may be heard in August, possibly no July DAB meeting. o Council Member Johnson welcomed Gospel Fest to the River Fest o June 23rd is All American City conference is in Denver, the last time Wichita won was in 2009 and we have a good shot this year o The council is discussing suspending rules on timed comments, also Splash pads & McAdams conversation is taking place o Scooters are coming to Wichita o Numerous windows were broken out at Edgemoor Rec Center Recommended Action: Receive and file Adjournment Motion to adjourn Motion carried 7:0. District I Advisory Board Agenda June 3, 2019 Page 2 of 2 9. TNR (Trap Neuter Release) ordinance creation in the City of Wichita Lt. Brian Sigman, Wichita Police Department, will present this request will present this information. Background: A TNR Committee was developed in 2015 by the Animal Advisory Board to look into developing a standard within the City. • A December 2017 community survey found: • 20.63% of respondents felt that feral cats were a nuisance in their neighborhood • 64.41% of respondents felt that the City should take an active role in assisting neighborhoods with this issue • 48.56% felt that the most pressing issue for Animal Control was to reduce our euthanasia rate at the shelter Analysis: The committee put together a proposed ordinance and it presented it to the Animal Advisory Board in April 2018. The committee presented a draft ordinance to the Board. The Board discussed this at several meetings and received significant public comment. A final draft ordinance was developed and provided to the Police Department. • The Police Department formed an internal committee to review the ordinance and ensure applicability and enforceability Financial Considerations: None, this will be a community based service and will be funded by grants obtained through various rescue groups Legal Considerations: None, if TNR is to be used on private property, the property owner will be contacted and permission granted before any activity begins. Recommended: It is recommended that the District Advisory Board approve the ordinance. Board Agenda 10. Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District.
