The District I Advisory Board meeting was held at 6:00 p.m. at the Atwater Neighborhood Resource Center located at
2755 E. 19th St. N., Wichita, KS, 67214. 10 board members, 8 staff and 6 members of the public were present.

Staff Reports
1. Fire Report
Station 10: In September, there were 628 total incidents: 31 fire alarms, 68 service alarms and 529 medical alarms.
Three fires in October totaling $33,500 in damage. A recruit class begins on November 18th.
2. Police Report
Patrol North: Officer A. Stark, Larceny to autos are up, auto thefts are up due to people leaving cars running and
unlocked, cars are being stolen for parts, it only takes about 45 seconds for someone to steal cadillac converters.
Q: Is there an ordinance about leaving cars running?
A: Not that I know of.
Q: How do you find out about cars being stolen?
A: Call the auto-theft division.
Q: Is there anyway to prevent someone from purchasing cadillac converters?
A: There are no serial numbers on these parts.
Patrol East: Tyrrell, Aggravated assaults were down 1.1%, robberies are down 25.7%, burglaries are down 7.7%,
auto theft are down 21.3%, larceny to auto is up 8.1% due to unlocked vehicles, please remove valuables, a meeting

has taken place with major retail stores including discussion of pre-paid gift cards scams, and some scammers are
calling about energy bills being due.
Patrol South: L. Carlson, Officers are participating in No Shave November to raise donations for American Cancer
Society. WPD used to write parking tickets for cars running without people in them. Old Town issues have involved
more bar fights. WPD is looking to charge people with disorderly conduct fighting if they can locate the parties.
These charges could escalate for repeat offenders.
Questions from DAB and Residents:
Q: Report of scooters being dumped in rivers, do have an update on that.
A: Other Cities have warned us about that and the other companies have to figure that out.
Q: How much latitude does the WPD have with using personal cameras? Is it utilized by the City?
A: Videos can be shared voluntarily or with search warrants due to severity of cases. Videos will be used like
evidence.
Comment: Kudos to WPD to helping out with reading to 3-5th grade students.
Patrol East: A. Villegas, stats for District 1-14 Auto thefts, 15 simple batter cases, 16 DV battery cases, 3 battery
LEO, 4 larceny over $1000, 11 misdemeanor larceny-other,13 larceny auto accessories, 17 larceny from auto, 8
unlawful use of financial card cases, 6 larceny from building, 10 paraphernalia cases, 2 narcotic cases, 7 marijuana
cases and 6 meth cases. October crimes have been the highest for the beat Villegas covers, there are a lot of battery
cases (familial/domestic violence) and larceny to autos.

3. Library Report
Kameelah Alexander read on behalf of Anne Ethen, Library Staff: Reminder: All Wichita Public Library
locations will be closed Monday, November 11. We will close all locations at 5 p.m. Wednesday, November 27 and
will be closed all day Thursday, November 28 and Friday, November 29.
Do you need help with your resume, filling out job applications, printing documents or other digital needs? Stop by
the After Hours Computer Lab every Monday and Thursday evening from 6-9 p.m. at the Angelou Northeast Branch.
This is a free program.
The NEA Big Read: Wichita is in full swing through November 15. This year, we’re encouraging the community to
read “Lab Girl” by Hope Jahren and participate in community programs. Learn more at www.bigreadwichita.org.
Join us for an exclusive concert for 1000 Books Before Kindergarten participants! On Saturday, November 9, the
Sugar Free Allstars will play two FREE concerts in Wichita: 10:30 a.m. at the Advanced Learning Library, 711 W.
2nd St., and 2:30 p.m. at the Evergreen Branch Library, 2601 N. Arkansas. Not a 1000 Books Before Kindergarten
participant? Sign up at wichitalibrary.org/1000books before November 9 to attend this concert.
November is “Kansas Reads to Preschoolers” month. This is a statewide initiative with the goal of creating young
readers and promoting library usage. This year, thousands of preschoolers in Wichita will read I Like Myself! By
Karen Beaumont. Visit www.wichitalibrary.org/events for upcoming programs related to this book.

4. Park & Recreation Report
Kameelah Alexander read on behalf of Angela Buckner, Woodard Rec. Director:
Linwood: Hosted its annual grade school Halloween Party on Friday, October 25 from 6:00-8:00 pm. 275 people
attended this event featuring carnival games, candy and Halloween trinkets, cookies and caramel apples, and a

haunted room full of ghosts and monsters. East High School provided 22 JROTC members to work. These volunteers
ran carnival games and served as zombies and monsters in the Haunted Room. Use of these volunteers resulted in a
part-time staff cost savings of $1,196.58.
Linwood Recreation Center hosted a Dinner Dialogue program on Thursday, October 24 from 6:00-8:00 pm in which
a small group of community members came together to enjoy dinner and discuss issues focusing on acceptance,
understanding and compassion. These community dinners are partnership programs coordinated by the City of
Wichita, Beyond Tolerance and Global Faith in Action.
Edgemoor: “Halloween In The Park” on Friday, October25th 6:00-9:00p.m. Attendance was 1,200 Some of the
supporters besides the main sponsor – Wesley Children’s Hospital, included Davis-Moore, Wesley Children’s Trauma
Unit, Wesley’s Eagle Med Unit, Wichita Fire Dept., Sedgwick County EMS, Friends Falcons, Wizards Basketball,
Crab Cakes Baseball, and several others. Everyone left with lots of candy, teddy bears, bicycle helmets, tote bags,
craft projects, and more.
Lynette Woodard: the new Sunday Ninja Warrior Fitness class has taken off with success! The class has generated
$450 in revenue with 30 tots participating in the class. Attendance has been great with over 90%. Due to the
popularity of the class and a waitlist of 20+ people staff created another Sunday class to try to get as many ninja
warrior’s tots to get into the training class as possible for the fall class. The next session begins on Sunday, October
27th with two full classes.
Lynette Woodard has a new addition to his programming heights. A new climbing wall has been installed into the
gymnasium thanks to Park Maintenance. The Climbing wall will give Woodard the extra push for success for
additional feats to start programming higher and additional programming opportunities for tots and youth classes. It is
an additional revenue source with open climbing times to be added for any and every participant in the community.
Woodard will offer Jr. Climb in the winter and expand from there with additional revenue classes and activities.
McAdams: Fall Festival occurred Oct 25th with 230 kids and parents attended. Pickleball will be added to McAdams
this winter session classes.

presentation is limited to five minutes unless extended by the Board.

Concerns of unleashed dogs at Fairmount Park and the City not allowing signs stating that dogs must be leashed.
We think that signs should be allowed.
New Business
7. FY 2020-2021 Funding; CDBG, HOME, ESG
Brad Snapp, Housing and Community Services Department, will present this request. The U.S. Department of
Housing and Urban Development (HUD) considers the City of Wichita to be an entitlement city and as such, Wichita
receives annual allocations of Community Development Block Grant (CDBG), HOME Investment Partnerships
(HOME) and Emergency Solutions Grant (ESG) funds. In order to receive these funds the City is required to prepare
a Consolidated Plan every five years. In addition, the City is required to submit an Annual Action Plan which
addresses the priorities identified in the Consolidated Plan.

The City submitted a Consolidated Plan for the 2019 through 2023 program years, and staff is soliciting comment
regarding funding priorities for the fiscal year beginning July 1, 2020, and ending on June 30, 2021. HUD has not
announced the City’s allocation amounts for the upcoming program year. Preliminary plans will be based on
estimated funding at current levels and will be adjusted to reflect actual allocation amounts.

Previous Projects in District 1 include: paving and drainage project, playground improvements at Glen Dye
Park, sidewalk improvements,
Questions from DAB:
Q: Any view on federal funds drying up?
A: It is a year to year funding basis and we believe things will be the same?
Q: Is there and update on Rental Assistance Demonstration (RAD)?
A: We found the program to be more cumbersome than we knew, the senior sites are expected to move forward in 4
months. There are 578 units senior units and 352 units in single family sites. There are a lot of things that lenders
and investors are needing to get this going.
Q: So you need investors?
A: We have tax credits and we need investors to purchase those tax credits. Investors have concerns with the scattered
sites.
Q: Does the 10th and 15th street bridge fit into this project?
A: No
Recommendations/Actions: It is recommended that the District Advisory Board Provide comment regarding
community needs and funding priorities for the 2020-21 Second Year Annual Action Plan.
Comments from DAB:
Economy in Wichita is good, I wish we had funding to help people get out of homelessness and help with mental
health, we are missing an opportunity with just maintaining some of these programs
A lot of mental health funding comes from the state
There are still a lot of working poor in Wichita, and quality of rental homes is a concern also, livable homes are
important as well
Youth enrichment programs did not provide their data of who they are serving and how is it measured success and
progress
The Glen Dye Park could use funding for increased parking; people are parking on the grass during football season
Concerned about the funding for agencies and programs that support refugee families if other funding avenues
decrease
8 . Nominate a District I representative to the Grants Review Committee
Brad Snapp, Housing and Community Services Department, will present this request. The U.S. Department of
Housing and Urban Development (HUD) requires that cities involve citizens in the allocation process for Community
Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG)
funds. The City of Wichita accomplishes this through a series of public hearings before the City Council and through
the appointment of a Grants Review Committee (GRC) which reviews proposals and applications.
The Grants Review Committee includes representation from all District Advisory Boards, Wichita Independent
Neighborhood Association, the United Way, Sedgwick County, USD #259, Wichita State University, as well as large
and small businesses. The 14 GRC members are appointed annually by the City Council. Housing and Community
Services Department staff meets with GRC members throughout the proposal evaluation period. After review of the
applications and proposals and public comments, the GRC makes recommendations to the City Council for HOME,
ESG and CDBG funding for the next program year.

The 2019-20 GRC representative from District I was Joseph Shepard.
All GRC meetings will take place in the boardroom, which is located on the first floor of City Hall, 455 N. Main.
Recommendations/Actions: It is recommended that the District Advisory Board nominate a District I
representative to the Grants Review Committee.

Lawanda Deshazer volunteered to represent DAB I with no objections.

9. Updates, Issues and Reports
Opportunity is provided for the Council Member and the District Advisory Board members to report any
activities, events, or concerns in the neighborhoods and/or Council District.
Go vote
Last meeting follow-up with Crestview Lakes HOA, does the City have the potential to start looking into the lakes
and get the City to start looking at that.
NAACP 99th Annual Freedom Fund Banquet is on November 16th at 6pm. The organization helps people with
Civil Rights issues. Contact any member of NAACP for tickets.
Books and Breakfast 10am, November 16th at McAdams Rec Center. There will be free books, free breakfast, and
free hygiene products.
CM Johnson: Anisia Brumley is stepping away from DAB due to college studies. Another engagement meeting
about the Riverfront Legacy Plan is at 6:30 pm on November 14 at the Hyatt; this is bigger than Century II. There
will likely be a 30 million dollar savings once final numbers are shared for the Water Treatment Plan. Council
will likely have a retreat to talk about ethics. There are free transit rides to go vote, Census is hiring, and the
Riverfront Master Plan options will be showcased at the District 1 breakfast. The homeowners just west of 21st
and Oliver NW corner withdrew their zoning request that was presented to the DAB last month.
Atwater Neighborhood Resource Center are hosting the Hot spot program that offers free Wi-Fi in the home for
residents for 2-weeks at a time, Operation Holiday needs volunteers to help complete applications for residents at
Atwater.
