District 1 Advisory Board Minutes December 2, 2019 www.wichita.gov The District I Advisory Board meeting was held at 6:00 p.m. at the Atwater Neighborhood Resource Center located at 2755 E. 19th St. N., Wichita, KS, 67214. 10 board members, 11 staff and 3 members of the public were present. Approval of Minutes Motion to approve the minutes Motion by Neal/York, carried 8:0. Staff Reports 1. Fire Report Station 5: Welcome from C. Rodriguez, Station 5 Captain introduced the firefighters present and shared current initiatives they are working on to meet residents in the area. In October there were 22-Fire Alarms, 77-Service Alarms, and 514-Medical Alarms for a total of 613 incidents. In November, there were two fires with an estimate loss of $115,000. 2. Police Report Patrol South: L. Carlson, people are still leaving stuff in their car and it take less than 20 seconds to bust a window and take items. Lighting is being addressed because dark areas are sights for crime and/or fights. There is a lot of construction downtown that has created a growing population. Do not leave large empty boxes outside (Ex. Large TV box). Q: Last time you spoke about using video to find people involved in fights, are you still using that video? A: Yes, we are looking at videos; it is an ongoing continuous effort. Patrol North: Officer C. Burnett, we participated in a larceny special assignment at Home Depot to bring awareness of suspicious people. People are encouraged to call 911 when you see suspicious people. Over 100 meals were handed out with WPD and Union Mission staff/volunteers. DAB Members Arrived District I Advisory Board Minutes December 2, 2019 Page 2 of 3 Patrol East: R. Mulloy, we are working on break-ins to vehicles and special project to look out for people stealing packages from porches and mail boxes. Recommended Action: Receive and File 3. Library Report Tadonne Neal read on behalf of Anne Ethen, Library Staff: The After Hours Computer Lab continues through December at the Maya Angelou Northeast Branch. The lab operates from 6-9 p.m. Monday and Thursday evenings. This is a great opportunity to search for jobs, create your resume and print documents. Library technology trainers will be on hand to help answer your questions. Students will be out of school in a couple weeks for the holidays, and the Wichita Public Library has plenty of fun and educational programs scheduled throughout the City. Visit wichitalibrary.org/events to see a complete list. The Wichita Public Library is once again partnering with The Wichita Eagle for the #ReadICT Reading Challenge. Participants are encouraged to read 12 books (one from 12 different categories) in 12 months. The 2020 categories will be announced in The Wichita Eagle on Sunday, December 29. Off Agenda Items Individuals present that did not request to speak prior to the meeting may speak at this time.  There is a Bike Walk Wichita event on December 14th, 5:30-7:30 beginning at Normandy Square parking lot.  This summer a group painted some crosswalks by schools, the City budget for public works was cut and that funding is needed, they are under budget, Street sweeping was also reduced and we need to do something about it  Please recycle your boxes  There is a movement to recycle single-use plastic bags, we need to make sure the bags do not get in the water New Business 7. ZON2019-00040 Single-Family Residential (SF-5) to Neighborhood Retail (NR) Scott Knebel, Metropolitan Area Planning Department, will present this request. The applicant requests a zone change from SF-5 Single-Family Residential (SF-5) to NR Neighborhood Retail (NR) on a 0.21 acre site, generally located east of North Edgemoor on the south side of East Central Avenue (5717 E. Central Avenue). The applicant proposes the rezoning to allow retail and office uses permitted in the NR zoning district. Recommendation: Based upon information available prior to the public hearings, planning staff recommends that the request be APPROVED with 8 conditions in P.O. #344. Comments from MAPD: This area has transitioned since the 1980’s. Q: Were there any protest from residents? A: No residents contested the request. 2 District I Advisory Board Minutes December 2, 2019 Page 3 of 3 Recommendation: Heflin/Scanlon made a motion to recommend that City Council approve the request. Motion carried 9:0. 8. PUD2019-00017 CBD - Central Business District to PUD - Planned Unit Development Scott Knebel, Metropolitan Area Planning Department, will present this request. The applicant is seeking to establish the SLG 13 Commercial Planned Unit Development (PUD #73) on the 0.14-acre tract generally located on the south side of East Douglas Avenue and east of South Washington Avenue at 1207 East Douglas Avenue. The applicant has indicated the intent is to allow a mixed use of commercial uses on the property. The main purpose of the proposed change in use of the property is to allow the expansion of the tattoo parlor in the adjoining building. Otherwise, there are few changes in potential uses that could be established under the present zoning classification. Therefore, staff finds the proposed uses are not out of character with the intent to provide a wider variety of commercial uses consistent with the existing commercial properties along this major commercial corridor. The property along Douglas Avenue is zoned CBD Central Business District (CBD). The area is intensively developed for commercial uses. This neighborhood is an active, urban commercial area. Recommendation: Based upon the information available at the time the staff report was prepared, staff recommends APPROVAL of the application subject to 3 conditions. Q: There is a concern with the actual address for the applicant. A: We will double check. Recommendation: Scanlon/York made a motion to recommend that City Council approve the request. Motion carried 9:0. Board Agenda 9. Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District.  Books and Breakfast 10am, December 14th at McAdams Rec Center.  Real Men Real Heroes Christmas in the Park at McAdams from 3:30-7:30pm on December 14th, Storytime Village with host Cookies with Santa at Fairmount Park on December 14th and carriage rides are available from 6- 10pm, on December 3rd Evergy will host open house at Saint Mark UMC 1525 N Lorraine from 5-7pm to discuss options with phase 1 of the current poles.  CM Johnson: On December 5th, from 6:30-8:30pm Park and Rec. is hosting A Night with Santa, the City is offering a water assistance program December 1, City Council will consider phase 2 of the water treatment plant and considering 2020 water rate increases. District 1 Breakfast is this Saturday and the concepts for the Riverfront Master Plan will be shared.
