The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20 located at 2255 S.
Greenwich Road. CM Meitzner was in attendance, (9) board members, and (4) staff attended.

The meeting was called to order at 6:30 p.m. CM Meitzner welcomed everyone the meeting and
explained how the DAB meeting is conducted.

STAFF REPORT
2. Community Police Report
Officer Neal provided information pertaining to current crime trends in
District II. Officer Neal stated that a suspect was custody for the tire slashing incidents
that were taking place throughout the City of Wichita. A resident spotted the suspect
cutting tires in the area and immediately notified Law Enforcement who were able to
make an arrest.
Officer Neal also stated that there have been several burglaries at Storage
facilities in District II. They believe someone is renting storage units to gain
access to the facility which allows them to break into units during late hours of
the night. Wichita Police have recovered stolen property linked to the burglaries but
no arrest have been made.
DAB Concerns/Comments
DAB Member Cynthia Colbert asked if Domestic Violence statistics could be made
available at the meeting.

3. Lights on the River – Holiday Boat Parade Event
Brian Nelson, Lights on the River Volunteer provided information regarding the Lights on the
River – Holiday Boat Parade Event.
Background: The City of Wichita, under a grant agreement with the Kansas Department of Health and
Environment (KDHE), is actively engaged in developing a WRAPS Program for the Lower Arkansas
River watershed within the City limits. This project is part of a coordinated effort by the City of
Wichita, concerned citizens, other local agencies and private sector organizations to develop a
watershed restoration and protection strategy for the Arkansas River watershed. “Lights on the River”,
presented by RiverCity WRAPS, is a free family-friendly event that highlights Wichita’s best natural
asset each holiday season – the Arkansas River. The annual river parade will feature a variety of
floating boats decorated from bow to stern with festive holiday lights. The event is scheduled for 6 p.m.
Saturday, Dec. 1, 2012 on the River in the Downtown District, between the Lewis Street Bridge, and the
2nd Street Bridge.
Analysis: RiverCity WRAPS is partnering with the City to present the “Lights on the River”, event
which is planned to be the first of many annual events. Companies, organizations and individuals are
invited to participate in Lights on the River. The parade of boats is a great holiday experience for
employees, friends and families. Interested participants are invited to enter a decorated boat for the
parade, by going to the website: www.lightsontheriverwichita.com. RiverCity WRAPS is currently
seeking sponsorships to ensure this free family holiday event continues for many years to come!
Contributions not only support the parade, but also help to improve the Arkansas River's water quality.
A sponsorship letter is attached that provides more information, or you may visit the website.
Financial Considerations: RiverCity WRAPS has applied for the City Community Event Permit and
has developed a security plan that will pay for off-duty police officers.
Goal Impact: The event supports the goals for Safe and Secure Communities, Efficient Infrastructure
and Quality of Life.

4. City of Wichita Redistricting 2012
CM Meitzner provided information regarding 2012 Redistricting process.
Background: Charter Ordinance 173, adopted in 1998, requires the City Council to appoint a
Commission of Electors in this July. The Commission’s task is to examine the current plan of City
Council Districts and make district boundary revision recommendations to the Council by September
30, 2012. The City Council must reestablish district boundaries, taking into account the
Commission’s recommendations, by December 31, 2012. Because of these time constraints, it is
important that the City Council appoint the Commission as soon as possible.
The Charter Ordinance does not state specific requirements regarding the size and composition of the
Commission of Electors. These matters are left to the discretion of the Council. The ordinance does
require that the Commission “have at least one elector from each district.” In 2002, 1998, and 1992,
each City Council Member made one appointment each to the Commission. The Mayor made a
seventh appointment who served as the Commission’s Chair and reported its final recommendation
to the City Council. In 1990, the Council appointed fourteen members.
The Charter Ordinance requires that boundary lines for each City Council District be established in a
manner that:
• Approximately one-sixth of the City’s total population is allocated within each district, with no
district having more or less than a five percentage point (5%) deviation from the one-sixth
population figure;
• Reasonably compact areas in each district are maintained;
• Election precinct lines set by the County Election Commissioner are followed;
• Use of any partisan data is avoided; and
• The integrity of “broadly cohesive areas of interest” is maintained.
Previously, in 2002 and 1998, the Commission of Electors solicited comments on various alternative
redistricting plans from the District Advisory Boards and other neighborhood and civic organizations
before submitting a final recommendation to the City Council. Also, as in previous years, the City’s
Geographic Information System will be an essential aid to the committee in determining what new
district boundary option or options to recommend to the City Council.
Analysis: The City has continued to increase in geographic size and population since the 2000
Census results were used for the 2002 redistricting. The 2010 Census shows a total City population
of 382,368, an increase of 38,084 from 344,284 in 2000. The target population to balance every
district evenly, therefore, would be one-sixth of the total, or 63,728. In order for the five percent
deviation standard to be met, the population of each district must fall within the range of 60,542 to
66,914.
The table below indicates the degree to which the current districts comply with the Charter
Ordinance standard. Only District 4 falls within the target range set by the ordinance. The districts
range from a low of 90 percent of the target in District 3 to a high of 113 percent in District 5.

The Commission of Electors will propose revisions to current district boundaries that provide an
appropriate population balance among districts and that take into account the requirements of the
Charter Ordinance. It may also consider other factors such as natural boundaries, the boundaries of
local neighborhood associations, the likely magnitude and direction of future growth over the next
ten years, and the manner in which the core area and Central Business District should be represented.
Financial Considerations: The redistricting process will require staff time, materials, supplies,
copying and postage costs that have not specifically been budgeted for this year.
Goal Impact: Providing appropriately balanced representation on the City Council is fundamental
to the fulfillment of all City goals.
District II DAB Member Mr. Babich who has been engaged in the process provided the feedback
below.
David Babich began by stating he opposed the idea of moving the District I and District II boundaries east of
Woodlawn. Mr. Babich stated his map preference is Map B5. Mr. Babich recommended moving District I further
south, and to make Woodlawn a boundary that would keep areas of common interest together; one of these areas of
common interest is K96. Mr. Babich stated he is opposed to having two Council Members representing two miles of
Rock Road. David Robins asked Mr. Babich if he prefers keeping District II as part of downtown. Mr. Babich
stated that is not an issue of concern. Mr. Babich stated he is opposed to creating new district boundaries based on
future growth predictions, and feels that the COE does not need to take the next ten years into consideration when
drawing new district boundaries. Mr. Green asked Mr. Babich how having Rock Road part of two separate
Council Districts would be a concern. Mr. Babich stated that Allen’s Lake is in District I but is separated from
other neighborhoods.

5. Monthly REAP Update
Joe Yager, REAP CEO provided the following information.
The following are highlights of the September 10, 2012 REAP Board Meeting.
REAP Annual Retreat
Please note that the REAP meeting for October is scheduled for Monday, October 1, 2012
at 2:00 PM and will serve as the Annual Retreat. Please note that this is the first Monday.
The retreat will feature Dr. John Bardo, President of Wichita State University, as the
keynote, a review of the annual survey results, and discussion of issues and priorities that
REAP will want to focus on for 2013.
REAP 2012 Review and Survey
A presentation highlighting the accomplishments of REAP and the REAP WRC since its
inception, including highlights of the past year were provided. The presentation and
handouts is available on the REAP website and was provided to prepare members for the
survey and upcoming retreat.
In conjunction with this staff will forward out the annual survey via email. All members,
alternates, and participants are encouraged to respond on the survey. Please note that staff
will again utilize Constant Contact that will provide a web-based survey. Please note that
surveys will be forwarded on Monday, September 10 will be asked to be responded to by
Monday, September 17.
2012 South Central Kansas Legislative Policy Summit
The REAP Legislative Committee identified use of an annual regional legislative policy
summit that includes relevant speakers and topics as an activity to be completed in 2012.
Due to timing of Committee meetings and the Listening Tour, staff identified potential
locations and dates and vetted them through various partners while also conferring with both
the REAP Chair and Legislative Chair. The REAP Board took action to schedule the Policy
Summit for Thursday, December 13, 2012 at the Drury-Broadview Hotel in Downtown
Wichita. This year’s event will begin with a lunch and end with a reception. Issues,
speakers, and times will be determined at a later date.
2012 Legislative Committee Listening Tour
In an effort to connect REAP with the communities in the region while allowing REAP
members to identify issues that are important to individual communities and could be
beneficial to the region, the Committee will have several Listening Tour stops for 2012. The
Committee has noted that many issues may not be of regional importance, but could be
important to individual communities, and REAP should be aware and supportive as long as
the issue does not hurt any other community in the region.
The 2012 Listening Tour kicked off in Andover on July 12th with 21 people in attendance
(including participants from Andover, Augusta, El Dorado, Whitewater and Rose Hill). The
second Stop was in South Hutchinson on August 9th with 23 people in attendance (Reno
County, Valley Center, Hutchinson, McPherson County, and South Hutchinson). Part of the
2012 Listening Tour schedule also included a stop at the South Central Kansas
Community & Municipal Resource Fair hosted by the Kansas Department of Commerce
in partnership with the City of Derby held on August 20th at the Derby City Hall. The next
Stop was at Strother Field in Cowley County on August 30th with 15 people in attendance
(Winfield, Wellington, Cowley First, and the Winfield School District). The next stop was at
the City Council Chambers in Cheney on September 6th with 16 people in attendance
(Kingman County, Cheney, and Sedgwick County). In addition, at each stop were numerous
partners and interested citizens, businesses, and organizations.
All members and partners are encouraged to attend one, many, or all of these informative
and educational discussions to identify issues that could be beneficial to the region and help
strengthen our partnerships. The remaining stops we have identified are as follows:

Meeting
Chief Elected Officials Actions
The following REAP EDC / Chief Elected Officials Board actions were ratified:
Several appointments and re-appointments were made to the Workforce Alliance
WIA Oversight Committee as a representative of the WIA mandated Youth Council.
Approved contribution of $10,000 to participate in the Regional Economic
Development Leadership Council, a campaign to assemble a group of regional public
and private sector leaders to invest resources and identify priorities for economic
development in the region.
Received an update that per the authority granted to the Executive Director in
February 2012, the WA entered into a contract with two companies for On-the-Job
Training (OJT): American Control and Engineering Service, Inc.; and Butler County
– Board of County Commissioners at the Detention Facility.
One of the duties of the CEOB is to provide input into the Governor’s Workforce
Investment Act (WIA) State Plan, the Kansas Integrated Workforce Plan. A letter of
support for comments from the Workforce Alliance staff signed by REAP EDC
Chair was included with the official response from the WA.
Received updates on the 2013-2015 Workforce Alliance Board of Directors Strategic
Plan; Youth Work Experience and Summer Employment Opportunities; and
additions and changes to the Eligible Training Provider List (ETP) and Demand
Occupations list.

Visioneering Priorities
Visioneering is the comprehensive long-range planning initiative for the region. Last fall Wichita
Mayor Carl Brewer and then-Sedgwick County Commission Chairman Dave Unruh, challenged
Visioneering in a letter to identify where our region has momentum and where our efforts should
be focused in order to make sure Wichita and the surrounding communities remain strong, viable
and competitive – a place where people want to live and work. Visioneering joined forces with the
Young Professionals of Wichita (YPW) and Wichita Downtown Development Corporation (WDDC) to
meet this challenge. Funding was provided in part by a grant from the John S. and James L. Knight
Foundation.
For the past few months Visioneering engaged 16 Alliances, 11 Vision Partners, and 127
organizations throughout the region asking them about their successes, as well as what they
believed needed to be accomplished in the next few years. As a result, eight priorities were
identified in three broad categories. These eight priorities were included in an online survey that
was distributed to the public and a network of Visioneering Alliances and Partners. Results have
been tabulated and the top three priorities were shared with elected leaders, business leaders and
the public at a special news conference at 11:00 am on Monday, September 10, 2012. Those
priorities were identified as follows:
Diversify the local economy by keeping existing industries here and recruiting new jobs in
new industries.
Increase the number of people in the region seeking education beyond high school.
Develop more downtown activities and events for all ages.
Transportation Update
The Kansas Department of Transportation (KDOT) has scheduled eight regional meetings to
update Kansans on T-WORKS projects in their areas and gather input from the public on
how state transportation dollars are being invested. These meetings are part of KDOT’s
continuing emphasis on collaboration with the public in implementing the T-WORKS
program. All REAP members are encouraged to participate.

Staffing Update
Effective July 9, 2012, Dane Baxa, REAP Executive Officer of Water Resources, has
transitioned into the role of Assistant Project Director for the REAP Sustainable
Communities Grant. With this transition it created a vacancy for the REAP Water
Resources Committee and those duties will be covered by the REAP Chief Executive
Officer in the short term. In addition, the REAP Executive Committee has been evaluating
the overall structure of REAP personnel for the past year and with this vacancy the
Committee directed staff to consolidate responsibilities of the two existing positions (Chief
Executive Officer and Executive Officer of Water Resources) into a more cohesive and
efficient structure that would not delineate Water as a separate position. Staff has been
meeting with several member communities to develop options and with the planned
September 10 Water Resources Committee meeting staff will utilize the opportunity to take
the issue to the WRC for additional discussion to help determine the necessary priorities and
duties.
1st Annual Governor’s Water Conference
Governor Brownback will host the 1st Annual Water Conference on the Future of Water in
Kansas. The event will be held October 30-31, 2012 at the new Hilton Garden Inn &
Conference Center in Manhattan, Kansas. This conference will highlight the latest policy
and research developments of water issues in Kansas and attract hundreds of attendees,
including state and Congressional legislators, state and federal officials, organizations and
citizens who share an avid interest in our state’s water resources.
REAP will serve as a sponsor which will allow for a booth that will highlight the region and
the work of the Water Resources Committee. For questions and registration please contact

GWEDC Presentation on Certified Sites Program
At the July 9th REAP Board Meeting, David Bossemeyer of the Greater Wichita Economic
Development Coalition (GWEDC) provided a presentation on a marketing and economic
development opportunity known as the Greater Wichita Certified Sites Program. This
program is being created to help develop a comprehensive list of available
commercial/industrial real estate properties; assist the owners/developers in readying their
sites for occupancy by prospective companies through the various states of acquisition,
certification and permitting; and to develop an effective and robust marketing plan for the
sites.

WSU President Bardo Featured Speaker at Hugo Wall Day
The Hugo Wall School invites you to attend Hugo Wall Day 2012. Hugo Wall Day provides an

State University President John Bardo presenting "Universities as Stewards of Place: Changing
